This case study examines the Pomorskie local entrepreneurship ecosystem and regional smart specialisation approach. It identifies bottlenecks and enablers in the local entrepreneurship ecosystem and makes policy recommendations on how to further strengthen local entrepreneurship and industrial renewal. The case study offers a number of policy suggestions and models for Pomorskie and for other regions interested in promoting entrepreneurship and emerging industries.

This report examines the local entrepreneurship ecosystem of the Malopolskie region in Poland and its capacity to promote productivity upgrading and industrial renewal. It forms part of the OECD’s work stream on local entrepreneurship ecosystems and emerging industries.

The Pensions at a Glance database includes reliable and internationally comparable statistics on public and mandatory and voluntary pensions. It covers 34 OECD countries and aims to cover all G20 countries. Pensions at a Glance reviews and analyses the pension measures enacted or legislated in OECD countries. It provides an in-depth review of the first layer of protection of the elderly, first-tier pensions across countries and provideds a comprehensive selection of pension policy indicators for all OECD and G20 countries.

This dataset comprises statistics pertaining to pensions indicators.It includes indicators such as occupational pension funds’asset as a % of GDP, personal pension funds’ asset as a % of GDP, DC pension plans’assets as a % of total assets. Pension fund and plan types are classified according to the OECD classification. Three dimensions cover this classification: pension plan type, definition type and contract type.

This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

Cette base de données annuelles couvre un large éventail de statistiques sur le commerce international des pays de l'OCDE. Elle constitue une source fiable de données en valeur par produit et par pays partenaire. Chacun des cinq premiers volumes des Statistiques du commerce international par produit présente les statistiques relatives à six pays, celles-ci étant publiées dès réception des données. This reliable source of yearly data covers a wide range of statistics on international trade of OECD countries and provides detailed data in value by commodity and by partner country. Each of the first five volumes of International Trade by Commodity Statistics contains the tables for six countries, published in the order in which they become available. The sixth volume also includes the OECD country groupings OECD Total and EU28-Extra.

For each country, this publication shows detailed tables relating to the Harmonised System HS 2012 classification, Sections and Divisions (one- and two- digit). Each table presents imports and exports of a given commodity with more than seventy partner countries or country groupings for the most recent five-year period available.

Niniejszy cykl publikacji przedstawia wyniki kompleksowych przeglądów polityk rozwoju obszarów wiejskich w poszczególnych państwach oraz ustalenia zawarte w sprawozdaniach analitycznych poświęconych różnym aspektom polityk wobec obszarów wiejskich. Na przestrzeni ostatnich lat w Polsce nastąpił imponujący rozwój; mimo to, różnice między poszczególnymi regionami pod kątem osiąganych przez nie wyników gospodarczych i społecznych pozostają duże w świetle standardów OECD. Ogólne warunki życia w społecznościach wiejskich są zasadniczo niższe niż warunki życia w społecznościach miejskich a wiejskie gospodarstwa domowe są bardziej narażone na ubóstwo. W niniejszym badaniu przeprowadzono analizę szeregu polityk wywierających wpływ na rozwój obszarów wiejskich w Polsce. Zawarto w nim zalecenia dotyczące sposobu zwiększania wydajności rolnictwa, wspierania dywersyfikacji gospodarczej, zacieśniania współpracy między gminami oraz pogłębiania decentralizacji i usprawniania wielopoziomowego zarządzania.

La Pologne connaît une vigoureuse expansion économique sans afficher de déséquilibre macroéconomique manifeste, le marché du travail est florissant et les perspectives sont positives. Cela tire le revenu des ménages vers le haut et contribue à rendre le développement économique plus inclusif. Le processus de rattrapage des autres pays de l’OCDE en termes de niveau de vie moyen se poursuit.

In 2016 the Polish government introduced a large new child benefit, called “Family 500+”, with the aim to increase fertility from a low level and reduce child poverty. The benefit is universal for the second and every further child and means-tested for the first child. Increasing out-of-work income significantly, the transfer can reduce incentives to participate in the labour market. We study the impact of the new benefit on female labour supply, using Polish Labour Force Survey data. Based on a difference-in-differences methodology we find that the labour market participation rates of women with children decreased after the introduction of the benefit compared to childless women. The estimates suggest that by mid-2017 the labour force participation rate of mothers dropped by 2- 3 percentage points, depending on the estimation specification, as a result of the “Family 500+” benefit. The effect was higher among women with lower levels of education and living in small towns.

Poland’s productivity has grown strongly over the past two decades. However, the public and private capital stock is weak, and investment remains focused on the adoption of existing technologies, which weighs on future productivity gains and innovation. Many micro enterprises have low productivity, and structural bottlenecks reduce start-ups' growth and their chances of survival. The EU and the government are stepping up funding for business research and development, collaboration with the public sector, entrepreneurship and innovation. This is an opportunity to improve the management of public business support, and the large new programmes should be carefully discussed with stakeholders and regularly evaluated to avoid the risks of subsidising low-productivity firms and to strengthen the take up from the most productive small and medium-sized enterprises. The sustainability of this ambitious package of measures will also require significant public revenues and promoting alternative market-based financing instruments will be critical over the medium term. Ongoing improvements in insolvency procedures and efforts to reduce the regulatory burden are set to ease reallocation of resources through the economy. However, the level of state involvement would remain important, and ensuring the independence of the network industry regulators and the Competition Authority and a level playing field between alternative technologies, as well as easing labour mobility would be good moves.

Poland’s catch up with other OECD country has been largely based on productivity growth resulting from restructuring towards more productive sectors and foreign technology absorption. The economy’s own innovation capacity is relatively weak, with low investment in research and development, no tradition of commercialising research and very limited innovation activity within firms. The government plans a higher education reform to strengthen the quality of research output, science-industry cooperation and international collaboration, which are all weak. Considerable EU funding is available to support innovation. Most of it is conditioned on science-industry co-operation, which is showing initial benefits. A lively start-up scene is gradually emerging, and the government foresees considerable public support for venture capital financing. Yet, investment in higher education and research trails behind economies that have been able to build strong science and high-tech start-up activity. Poland’s many small and medium-sized enterprises have particularly low productivity, partly related to weaknesses in vocational training and adult education, as too many workers have weak basic and digital skills. The government's education reform and digital strategy address some of these issues.

Poland has seen impressive growth in recent years, and yet regional disparities in economic and social outcomes remain large by OECD standards. The overall living conditions in rural communities generally remain below those of urban communities, and rural households face higher poverty rates. This study examines the range of policies impacting rural development in Poland. It offers recommendations on how to boost agricultural productivity, support economic diversification, enhance inter-municipal co-ordination, deepen decentralisation, and improve multi-level governance.

The Polish economy is expanding rapidly and living standards continue to rise, catching up with those in other OECD countries. To sustain this trend Poland needs to invest further in skills and infrastructure and develop its capacity to innovate. Indicators of scientific research quality are below those in the leading OECD countries, and business R&D investment remains weak despite rapid recent growth. Vocational training suffers from limited business engagement, and adult learning is not well developed, inhibiting citizens’ ability to acquire stronger basic and digital skills. This is holding back the economy’s capacity to innovate and the ability of Poland’s plentiful small enterprises to adopt new technologies, modernise their organisation and production procedures, and thus improve their productivity and grow. The government plans a higher education reform and the development of a skills strategy to address those issues. To help Poland confront rapid ageing, policies need to bolster seniors' and female employment, while making Poland more attractive to domestic and foreign workers alike. Poland also needs a strategy how to ensure continued financing for investment in infrastructure, skills and innovation from domestic sources should the availability of EU Structural Funds decline in the next EU budgetary cycle.

Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The minimum standard is complemented by a set of best practices.

The peer review process is conducted in two stages.  Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 1 peer review of the implementation of the Action 14 Minimum Standard by Poland, which is accompanied by a document addressing the implementation of best practices which can be accessed on the OECD website.

This dataset comprises statistics on different transactions and balances to get from the GDP to the net lending/borrowing. It includes national disposable income (gross and net), consumption of fixed capital as well as net savings. It also includes transaction components such as net current transfers and net capital transfers. Data are expressed in millions of national currency as well as US dollars and available in both current and constant prices. Data are provided from 1950 onwards.

Gross domestic product (GDP) is the standard measure of the value of final goods and services produced by a country during a period minus the value of imports. This subset of Aggregate National Accounts comprises comprehensive statistics on gross domestic product (GDP) by presenting the three different approaches of its measure of GDP: output based GDP, expenditure based GDP and income based GDP. These three different measures of gross domestic product (GDP) are further detailed by transactions whereby: the output approach includes gross value added at basic prices, taxes less subsidies, statistical discrepancy; the expenditure approach includes domestic demand, gross capital formation, external balance of goods and services; and the income approach includes variables such as compensation of employees, gross operating surplus, taxes and production and imports. Gross domestic product (GDP) data are measured in national currency and are available in current prices, constant prices and per capita starting from 1950 onwards.
