This Review focuses on improving access to quality and timely services for citizens as a means to facilitate inclusive growth in the Dominican Republic. Despite its macroeconomic performance in the last decade, poverty and levels of inequalities remain high in the Dominican Republic. At the same time, citizens report limited satisfaction with the quality and access to services in the country, often reflected in less than optimal outcomes in areas such as health, transport or education. The review's focus on service delivery offers the opportunity to apply the concepts and tools of public governance at an operational level and with immediate implications for the government-citizen relationship. The inclusion of multidisciplinary good practices, collected through OECD work on public sector management, digital government, innovation or administrative simplification, allows a comprehensive but integrated assessment of the use of public policy levers for optimizing service design and delivery. By covering aspects relating both to the competence of government – in terms of the quality, timeliness and effectiveness of public services – and to the principles governing the provision of services – including engagement, accountability or inclusiveness, this review identifies policy recommendations to improve access, coverage and quality of public services, regardless of income levels, location and other social and economic factors – as a key lever to achieve more inclusive growth.

Este informe se enfoca en mejorar el acceso a servicios oportunos y de calidad para los ciudadanos como un medio para facilitar el crecimiento inclusivo en la República Dominicana. A pesar de su buen desempeño macroeconómico en la última década, la pobreza y los niveles de desigualdad en el país siguen siendo altos. Al mismo tiempo, los ciudadanos manifiestan una satisfacción limitada con la calidad y el acceso a los servicios en el país, que a menudo se refleja en resultados menos que óptimos en áreas como la salud, el transporte o la educación. El enfoque del informe en la prestación de servicios ofrece la oportunidad de aplicar los conceptos y herramientas de la gobernanza pública a nivel operacional y con implicaciones inmediatas para la relación gobierno-ciudadano. La inclusión de buenas prácticas multidisciplinarias, recogidas a través de los trabajos de la OCDE sobre gestión del sector público, gobierno digital, innovación o simplificación administrativa, permite una evaluación completa e integrada del uso de las herramientas de políticas públicas para optimizar el diseño y la prestación de servicios. Esta revisión, que abarca aspectos relativos tanto a la competencia del gobierno -en términos de calidad, oportunidad y eficacia de los servicios públicos- como a los principios que rigen la prestación de servicios -incluyendo la participación, la rendición de cuentas o la inclusión- identifica recomendaciones de política pública para mejorar el acceso, la cobertura y la calidad de los servicios públicos, independientemente de los niveles de ingresos, ubicación y otros factores sociales y económicos, como una herramienta clave para lograr un crecimiento más inclusivo.

This report contains the 2014 “Phase 2: Implementation of the Standards in Practice” Global Forum review of Dominican Republic.

The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by over 130 jurisdictions which participate in the work of the Global Forum on an equal footing.

The Global Forum is charged with in-depth monitoring and peer review of the implementation of the standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004, which has been incorporated in the UN Model Tax Convention.

The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. “Fishing expeditions” are not authorised, but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard.

All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined – Phase 1 plus Phase 2 – reviews. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes.

This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

This dataset comprises statistics pertaining to pensions indicators.It includes indicators such as occupational pension funds’asset as a % of GDP, personal pension funds’ asset as a % of GDP, DC pension plans’assets as a % of total assets. Pension fund and plan types are classified according to the OECD classification. Three dimensions cover this classification: pension plan type, definition type and contract type.

This review represents a new policy approach for public sector reviews, linking the traditional thematic public employment and strategic human resource management (HRM) framework to public sector innovation and service delivery challenges in the Dominican Republic. The study is based on lessons learned from the experience of OECD member and key partner countries, starting with an economic and institutional analysis of the Dominican context in a broader regional perspective. The report provides a detailed diagnosis of its public employment management and pragmatic solutions for improving it. The recommendations are based on assessments in the following priority areas: the use of strategic workforce planning and management, the state's ability to acquire and retain workforce competencies and enhancing government's core values, performance management and leadership, HRM reforms and the capacity to implement innovative approaches for a more efficient and effective public administration leading to better service delivery.

Tax incentives can be a useful tool to stimulate investment in developing countries. However, in these countries interest groups often are able to exert considerable influence in its management, if not its design. From a power-based approach to the political economy of tax reform we find how interest groups work within the institutional framework to seek outcomes that best fit their objectives. When unsuccessful, they become powerful advocates of change. These power dynamics have important implications for the design and management of tax incentives in developing economies.

This report presents a detailed analysis of the Dominican Republic’s financial system and offers a series recommendations to develop the country’s capital markets. The country has recently made big advances in the development of its capital markets, achieving high solvency in the banking sector, improving  the institutional framework for the management of public debt and experiencing steady growth in the value of both the private bond market and the assets of pension funds. However, the level of financing directed to the economy is still small, given the country’s level of development, and there are important structural challenges that need to be addressed. Both the Central Bank and the Finance Ministry issue public debt, each with different purposes, and there appears to be little coordination between the two organs in terms of rate of returns and maturity of the issued bonds. The primary market of private bonds suffers from a long and complicated issuing process that stems from coordination and communication problems among the different regulators. The bond secondary market lacks key aspects of market infrastructure. Finally, institutional investors invest mostly on public debt instruments and bonds issued by finance sector firms.

Este informe tiene como objetivo estudiar el funcionamiento y presentar las principales recomendaciones para una mayor eficacia y eficiencia del mercado de capitales en República Dominicana. El capítulo 1 expone los logros realizados en este mercado así como los principales obstáculos, relacionados con las fallas de coordinación, para su desarrollo. Igualmente insiste en la Economía Política como elemento fundamental para avanzar en las reformas del mercado de capitales. Este estudio continúa haciendo énfasis de dos aspectos fundamentales para el desarrollo de este mercado: el entorno macroeconómico (capítulo 2) y la solvencia y desarrollo del sector bancario (capítulo 3). Posteriormente, este informe se concentra en los dos principales instrumentos del mercado de capitales dominicano, por orden de importancia, el mercado de deuda pública (capítulo 4) y el mercado de bonos privado (capítulo 5). El capítulo 6 analiza el papel y situación de los inversionistas institucionales, haciendo hincapié en los fondos de pensiones. Finalmente, se estudian dos aspectos claves para el sano desarrollo de este mercado: la educación financiera, el empleo de nuevos instrumentos financieros y la cooperación con otros mercados (capítulo 7).

Following the 2008 OECD review of education policies in the Dominican Republic, the examining team was tasked to assess the condition of higher education in the Dominican Republic, to evaluate policies for higher education and research, and to identify future policy options to help meet the nation’s needs.

Against the background report prepared by the Dominican authorities and information supplied in meetings in the course of site visits, this OECD report provides an analysis of the higher education sector within the economic, social and political context of the Dominican Republic. It looks into access, quality and relevance, the effectiveness and governance of the system, its financing as well as its research and innovation capacity. The report concludes with a list of pragmatic recommendations for policy action.

En seguimiento del Informe sobre las Políticas Nacionales de Educación: la República Dominicana elaborado por la OCDE en 2008, el gobierno nacional solicitó a la OCDE que efectuara una evaluación de la educación superior en la República Dominicana que permitiera identificar las futuras opciones de política para ayudar a satisfacer las necesidades de la nación.

Con base en las informaciones y los datos suministrados por las autoridades de la República Dominicana, así como las informaciones proporcionadas en las reuniones en el curso de las visitas, el presente informe de la OCDE ofrece un análisis del sector de la educación superior en el contexto económico, social y político de la República Dominicana. Las reformas del sistema educativo, la formación y el desarrollo de los recursos humanos forman parte integrante de una economía de mercado. La República Dominicana realizó progresos en todas estas áreas desde que empezaron las reformas en 1990. El desafío para la Secretaría de Estado de Educación (SEE), la Secretaría de Estado de Educación Superior, Ciencia y Tecnología (SEECyT) y el Instituto Nacional de Formación Técnico Profesional (INFOTEP) consistió en promover y apoyar los cambios que corresponden a las necesidades tanto de la nueva economía como de la sociedad y a los intereses de todos los jóvenes y adultos, en un contexto de escasez de recursos financieros y humanos.

Este libro ofrece un breve panorama de la problemática de la región y una historia de la educación en República Dominicana y describe su desarrollo en el país durante los últimos quince años. Presenta un análisis del sistema educativo, poniendo de relieve las direcciones clave tomadas para fortalecer las reformas a la luz de los desafíos afrontados por los funcionarios, las comunidades, las empresas, los educadores, los padres y los estudiantes bajo condiciones muy dinámicas. Concluye con un conjunto de recomendaciones clave acerca de la estructura del sistema y su relevancia para el mercado de trabajo; acceso y equidad; financiación, gobierno y gestión; internacionalización; investigación, desarrollo e innovación. Gives a brief overview of regional issues and the history of education in the Dominican Republic and describes the development of education in the country over the past 15 years. It presents an analysis of the education system, identifying key directions for the reinforcement of the reforms in light of the challenges encountered by officials, communities, enterprises, educators, parents and students under very dynamic conditions. It concludes with a set of key recommendations concerning the structure of the system and its labour market relevance; access and equity; financing; governance and management; internationalisation; and research, development and innovation.
