Current mobility patterns in Ireland are incompatible with the country’s target to halve emissions in the transport sector by 2030. While important, electrification and fuel efficiency improvements in vehicles are insufficient to meet Ireland’s ambitious target: large behavioural change in the direction of sustainable modes and travel reductions are needed. Such changes will only be possible if policies can shift Irish transport systems away from car dependency. Building on the OECD process “Systems Innovation for Net Zero” and extensive consultation with Irish stakeholders, this report assesses the potential of implemented and planned Irish policies to transform car-dependent systems. It identifies transformative policies that can help Ireland transition to sustainable transport systems that work for people and the planet. It also provides recommendations to scale up such transformative policies and refocus the electrification strategy so that it fosters, rather than hinders, transformational change.

The ITF Road Safety Annual Report 2021 examines the development of road safety in the year 2020 during the Covid-19 pandemic. It assesses how the pandemic has affected mobility patterns and impacted the number of road fatalities. The analysis draws on data on road deaths from 34 member countries of the IRTAD Group. These are complemented by the more detailed crash and mobility data gathered via a survey of 24 countries, mobility data from Apple Inc. and data from the Oxford Covid-19 Governmental Response Tracker.

Regional Integration in the Union for the Mediterranean: Progress Report monitors major trends and evolutions of integration in the Euro-Mediterranean region. The Report examines five domains of regional integration, namely trade integration, financial integration, infrastructure integration, movement of people, as well as research and higher education. It presents an original analysis of the patterns and challenges of integration in the Euro-Mediterranean region, which highlights the interdependence of the areas examined – e.g. how to increase regional trade without affordable transport connectivity? The Report offers new insights, based on specific quantitative and qualitative performance indicators that are monitored over time. Almost 100 graphs and tables in the report cover data for the 42 member countries of the Union for the Mediterranean and, when relevant, for partners of the region. The Report includes key takeaways and policy recommendations on how to foster regional integration in each of the five domains.

Managing the growth of urban traffic is vital for improving the liveability of our cities. This report examines how governments can encourage citizens to use alternatives to private cars in order to reduce car dependency, regardless of how they are powered or who drives them. Road and Rail Infrastructure in Asia: Investing in Quality discusses the challenges facing the region and possible policy options, including those previously or currently used in Emerging Asian countries, with reference to the experiences of OECD member countries. It provides analysis and recommendations for the region’s policy makers to consider in their efforts to improve the quality of infrastructure. In particular, it highlights the importance of considering the spill-over effects of infrastructure in investment decisions. A comprehensive infrastructure impact evaluation does not simply consider the financial feasibility of an individual project, but attempts to judge the full extent of the externalities of planned investments, looking at the positive and negative economic, social and environmental effects over different time periods. The report first presents project case studies, illustrating how policy makers have incorporated the principles of quality infrastructure. It then examines the local economic impact of infrastructure, the role of local governments in infrastructure development and the benefits and challenges of their involvement. It then goes on to discuss different infrastructure financing options including funding from public and private sectors, as well as public-private partnerships, and concludes with a focus on fostering improved alignment between national development strategies and infrastructure planning.

This report provides a new perspective to the nature of urban sprawl and its causes and environmental, social and economic consequences. This perspective, which is based on the multi-dimensionality of urban sprawl, sets the foundations for the construction of new indicators to measure the various facets of urban sprawl. The report uses new datasets to compute these indicators for more than 1100 urban areas in 29 OECD countries over the period 1990-2014. It then relies on cross-city, country-level and cross-country analyses of these indicators to provide insights into the current situation and evolution of urban sprawl in OECD cities. In addition, the report offers a critical assessment of the causes and consequences of urban sprawl and discusses policy options to steer urban development to more environmentally sustainable forms.

La Svizzera ha fatto dei passi avanti verso il miglioramento delle performance ambientali dei settori agricolo, energetico e dei trasporti. Il Paese si è affermato tra i migliori Paesi dell’OCSE in termini d’intensità delle emissioni di gas serra e può essere lodato per il suo approccio innovativo nella rivitalizzazione della rete idrografica. Tuttavia, si possono constatare anche ambiti problematici, quali le abitudini di consumo non sostenibili, la produzione di un elevato volume di rifiuti urbani e le alte percentuali di specie minacciate. Quale importante piazza finanziaria, la Svizzera gioca un ruolo fondamentale nella promozione della finanza verde.

Transport infrastructure opens new routes and creates connections. It increases prosperity by generating economic opportunities, reducing transport costs and supporting agglomeration economies. However, the increased traffic flows also generate environmental and social costs. In Korea, the amount of paved roads increased dramatically between 1951 and 2014, from 580 kilometres to over 87 000 kilometres. This expansion of Korea’s expressway, highway and major road network has created benefits for cities and rural areas across the country, contributing to both economic growth and inclusiveness. This rapid development of road infrastructure and motorisation has also resulted in relatively high traffic fatality rates. This report combines empirical research on the relationship between road infrastructure, inclusive economic development and traffic safety with an assessment of policies and governance structures to help governments find ways to create effective, safe and inclusive transport infrastructures.
