Developing countries are increasingly moving towards more strategic national policies and plans, the effectiveness of which will depend upon proper assessment of a given country’s vulnerability to climate change. This report draws upon emerging monitoring and evaluation practices across developed and developing countries to identify four tools that countries can draw upon in their own assessment frameworks: 1) climate change risk and vulnerability assessments, 2) indicators to monitor progress on adaptation priorities, 3) project and programme evaluations to identify effective adaptation approaches, and 4) national audits and climate expenditure reviews.

The appropriate mix of tools to monitor and evaluate national climate-change adaptation will to a large extent be determined by data availability, monitoring and evaluation capacity, and the ability to bring together the producers and the users of relevant climate information. The report also examines how development co-operation providers can support partner countries in their efforts to monitor and evaluate adaptation.

Nearly two years after Kyoto, most OECD countries are looking towards ratification and implementation of their obligations under the Kyoto Protocol. What do historical emissions and policy trends tell us about the way forward? Which policies will be needed to combat climate change?

This book provides an overview of recent developments in OECD countries and a framework for policy making in the context of Kyoto targets. There is no single formula for domestic policies to mitigate greenhouse gas emissions. Every country will need to assess opportunities and constraints to develop a strategy adapted to their own situation. Yet, it is possible to outline some main lines for action in OECD countries at the national level. National strategies should prioritise market, subsidy and fiscal reform policies to establish conditions for competitive markets and remove distortions that harm the environment. And governments should implement a comprehensive mix of mutually reinforcing and integrated policies, using a wide range of economic instruments (green taxes, green tax reform and domestic emission trading) as well as other measures such as product policies, voluntary approaches and public awareness programmes. Unless OECD countries establish more effective frameworks for action now, achieving the Kyoto targets is likely to be costly and difficult.

This report assesses how Kazakhstan measures up in the development and application of its national health accounts, delivering a set of recommendations to improve the country’s health care financing information. As Kazakhstan has made significant economic progress over recent decades, health has risen on the policy agenda with a number of sector reforms introduced to modernise the system and improve the health of the population. Informing this agenda and monitoring progress towards health system goals requires accurate, timely and comprehensive information on health care financing and spending. A clear understanding of the resource allocations and drivers in the health sector is a prerequisite to support health system performance in Kazakhstan.

This publication addresses the role of national systems of IP in the socio-economic development of emerging countries, notably through their impact on innovation. It presents a framework that identifies the key mechanisms that enable IP systems to support emerging countries’ innovation and development objectives.   The report also discusses two IP country studies conducted for Colombia and Indonesia. These are based on analyses of the national intellectual property systems, drawing on country missions that gathered detailed information and feedback from more than 100 stakeholders on IP-related priorities and bottlenecks. Concrete policy recommendations are provided for both countries.

Radioactive waste inventory data are an essential element in the development of a national radioactive waste management programme since these data affect the design and selection of the ultimate disposal methods. Inventory data are generally presented as an amount of radioactive waste under various waste classes, according to the waste classification scheme developed and adopted by the country or national programme in question. Various waste classification schemes have thus evolved in most countries, and these schemes classify radioactive waste according to its origin, to criteria related to the protection of workers or the physical, chemical and radiological properties of the waste and the planned disposal method(s).

The diversity in classification schemes across countries has restricted the possibility of comparing waste inventories and led to difficulties in interpreting waste management practices, both nationally and internationally. To help improve this situation, the OECD Nuclear Energy Agency (NEA) developed a methodology that ensures consistency of national radioactive waste and spent fuel inventory data by presenting them in a common scheme in direct connection with accepted management strategy and disposal routes. This report provides the final version of the methodology and presenting scheme for spent nuclear fuel and the radioactive waste of all existing types. Additionally, there are recommendations in the report on how to enhance the comparability of national inventory data using the NEA methodology. The NEA support for joint efforts of the International Atomic Energy Agency and the European Commission on harmonisation of the reporting process by member countries to the Joint Convention and European Council Directive 2011/70 EURATOM is also presented in the report.

Many countries have been performing a wide range of research on the partitioning and transmutation (P&T) of minor actinides and fission products. The aim is to provide greater flexibility in terms of radioactive waste management strategies and deploying advanced nuclear fuel cycles. This report describes recent and ongoing national research programmes related to chemical partitioning in the Czech Republic, France, Italy, Japan, Korea, the Russian Federation, Spain, the United Kingdom and the United States. European Commission research programmes are also included.

This report provides a synthetic view of national risk assessments (NRAs) in twenty OECD Member countries. NRA are used to support risk management decisions in a rapidly changing global risk landscape characterized by increasingly complex, interconnected societies and highly mobile people, information and goods. The report highlights good governance practices in establishing NRAs and how the results are used to inform public policy. It identifies challenges that OECD Member countries continue to confront in their efforts to implement NRA, and makes concrete recommendations where improvements could still be made.
