SIGMA (Support for Improvement in Governance and Management) is a joint initiative of the OECD and the EU, principally financed by the EU. SIGMA Papers is a series of specialised reports that are focused on particular issues in governance and management, such as expenditure control, administrative oversight, interministerial co-ordination, public procurement and public service management.

Central public procurement institutions in the Western Balkans
With selected EU country examples
This paper offers a comparative overview of central institutions that develop, regulate and manage the public procurement systems in the Western Balkans, also drawing on examples of good practices established in several EU countries. Its focus is a systematic and detailed discussion of the functions of public procurement offices and agencies, or equivalent institutions.
It intends to demonstrate how properly designed central public procurement institutions can support the development of a sound and efficient national procurement system.
