Uganda’s Energy Transition Plan (ETP) is a strategic roadmap for the development and modernisation of Uganda’s energy sector. It charts an ambitious, yet feasible pathway to achieve universal access to modern energy and power the country’s economic transformation in a sustainable and secure way. The plan was developed by Uganda’s Ministry of Energy and Mineral Development, with support from the International Energy Agency, and provides the groundwork for the government’s upcoming Integrated Energy Resource Master Plan.

The analysis does not just look at Uganda in isolation but considers how global trends are influencing and opening up new opportunities, notably driven by rapidly evolving clean technology costs and shifts in energy and climate finance. Particular focus is paid to making use of the country’s considerable energy and mineral resources, and parlaying this into economic development for Uganda, a core pillar to ensure the pathway in the ETP is a just and inclusive one. The report provides detailed sector-by-sector analysis, including key targets and milestones, estimates of investment needs, and includes high-level recommendations for its implementation. While the focus of the report is from now to 2050, the ETP also highlights key steps to further the energy sector’s decarbonisation beyond 2050 and estimates at what point the energy sector is poised to reach net zero.

This in-depth review of the energy policies of Uganda follows the format used by the International Energy Agency (IEA) for its peer reviews for member countries. This process supports energy policy development and encourages the exchange of international best practices and experiences.

Uganda has set an ambitious agenda to develop its substantial energy and mineral resources, promote economic development, end energy poverty, and lead the country to a just energy transition. Uganda’s stated objective in Vision 2040 is to transform into “a modern and prosperous country”, ensuring a better future for its citizens. The energy sector will play an important role in helping Uganda achieve this.

The newly launched Energy Policy for Uganda 2023 will serve as a crucial tool and major contribution to the country’s ambitious agenda. Uganda already has in place much of the technical expertise, government institutions and policy frameworks to reach its energy goals. It has also made significant progress over the past two decades in providing access to electricity and expanding generation capacity, and further ambition is encouraged to achieve universal energy access by 2040.

This report assesses the energy sector and the related challenges facing Uganda and serves as a situational analysis that feeds into the development of the country’s Energy Transition Plan to provide policy recommendations and support the development of the energy sector and the path towards universal access for all.

The Brussels-Capital Region has witnessed significant improvements in its labour market over the past decade. Local job creation has been driven by ample opportunities for highly-skilled workers whom the Brussels-Capital Region attracts from its surrounding regions, the European Union, and beyond. However, not all of the region’s population has seen their labour market prospects improve equally. Many workers with lower levels of education continue to compete for a small number of vacancies, despite the increasingly tightening labour market.

A future vision for the Brussels-Capital Region, therefore, needs to be built on recognising and addressing the multiple and often distinct challenges faced by its young and diverse population. In a labour market that offers high rewards for skills formation, tailoring continuous education and training offerings to different groups while removing barriers to participation in such programmes will need to take priority. Simplifying processes for accessing employment services, streamlining labour market policies, supporting the geographic mobility of less-educated jobseekers, and removing barriers to employment for its migrant population could serve as building blocks to increase labour force participation and improve the employment quality of all local talent.

EU Funded Note

The precautionary principle has been an important aspect of regulatory delivery for nearly four decades. Now widely applied and with a global reach, the principle is often invoked whenever the scientific evidence surrounding the safety of a given technology is not conclusive. It is often applied where a safety risk is known to exist, but the probability and magnitude of harm are uncertain or unknown. The principle thus supports — and is an important element of — risk-based regulation. It is an important principle for the energy transition, in particular, though it is complex to apply in practice. The safety risk of technologies supporting the energy transition is immediate, which can lead regulators to operate and apply the principle over-cautiously — sometimes to the extent of complete inaction. This report examines how the precautionary principle can be used to support flexible decision making by helping regulators and operators manage risk through positive action.

The clean energy transition requires a fundamental transformation of power systems, including much higher levels of digitalisation at scale across all grid domains, from generation to transmission and distribution to end-use. Strong policy attention is required to scale up investments in smarter and more resilient grids in emerging and developing economies where electricity consumption is set to grow at a rapid rate while also providing greater levels of electricity access. Investments in smarter and more resilient grids will be necessary to accommodate the greater deployment of renewable energy and enhance energy security.

Digital technologies designed for power systems are instrumental to unlock essential system services required to integrate high shares of variable renewable energy. They can also provide solutions to leverage data flows, connectivity, and management across the whole electricity system. To unlock these digital opportunities, adequate planning, investment, and policy action are needed.

As part of the Digital Demand Driven Electricity Networks (3DEN) initiative, this report provides guidance for energy policy makers on possible ways to enable and drive investments in smart and resilient electricity grids. It also gives suggestions on how to start creating an environment that supports the effective use of innovative digital technologies within the electricity sector. It draws on examples and case studies to show the wide range of digital opportunities and solutions that can help governments implement efficient and smart power systems.

This 29th edition of the “Red Book”, a recognised world reference on uranium jointly prepared by the Nuclear Energy Agency (NEA) and the International Atomic Energy Agency (IAEA), provides analyses and information from 54 uranium producing and consuming countries. The present edition reviews world uranium market fundamentals and presents data on global uranium exploration, resources, production and reactor-related requirements. It offers updated information on established uranium production centres and mine development plans, as well as projections of nuclear generating capacity and reactor-related requirements through 2040.

North and West Africa are undergoing rapid urbanisation. While cities and urban areas have always been sites of conflict, given their political and economic importance, many insurgencies, rebellions and separatist movements are associated with rural areas. Has increased urbanisation led to increased conflict in cities or do conflicts stay predominantly rural? Combining a regional and local perspective, this report examines and maps the rural-urban geography of conflict in North and West Africa since the late 1990s. A qualitative analysis of ten cities helps to illuminate the local sources of conflict. At a time of increasing violence in West Africa, the report lays out a solid foundation for policy makers, experts and researchers to develop more security and development place-based policies.

Uzbekistan’s broad economic reforms were expanded to cover energy in 2019 when the government launched a multiphase transition from the state-owned and -operated and subsidised energy sector model to competitive gas, oil and electricity markets with significant private-sector participation and cost-covering energy prices.

The reform plans to diversify the country’s energy supply, which domestic natural gas continues to dominate in all sectors, including transport. Natural gas exports will be phased out by 2025 and the gas will be used increasingly to expand petrochemicals production, while Uzbekistan’s significant but unexploited solar and wind resources will be harnessed to help build a cleaner power sector to 2030. While energy use per capita is low, the country’s economy remains one of the most energy-intensive in the world, and massive potential remains to improve energy efficiency through incentives and mandates.

This report is intended to help guide Uzbekistan towards a more secure, sustainable and efficient energy future.It proposes several ways to support the government in its reform efforts. The gradual transition to competitive markets and withdrawal of subsidies should be accompanied by support measures for those most in need. For the reform to succeed, an independent and well-resourced energy regulator is also necessary. Furthermore, the financial imbalances in the state-owned energy companies must be addressed and their re emergence avoided.

For the long term, as Uzbekistan’s population, cities and economy are projected to grow strongly, a cross-sectoral approach is required to limit the increase in energy demand and energy-related greenhouse gas emissions.

The OECD report Urban-Rural Linkages in Poland analyses the potential of urban and rural territories for development and improved well-being. Urban and rural areas have different yet often complementary assets, and their better integration is important for socio-economic and environmental performance. The report argues that local governments need to engage in partnerships where all parties are equal, as a higher form of urban-rural co-operation. Building urban-rural partnerships in Poland would help territories enhance the production of public goods; achieve economies of scale in public service provision; co-ordinate decisions where cross-boundary effects are important and increase the capacity of the partners. Yet a lack of trust and of policy integration hinder the effectiveness of partnerships. The report found that the main incentive for Polish local governments to enter into a partnership is access to EU funds. However, while Poland has developed solid experience in the management of EU funds, it would benefit from deepening the integration and complementarity among funding streams. Moreover, the report argues that strengthening metropolitan governance will underpin efforts to facilitate the formation and management of urban-rural partnerships.

Distributed energy resources (DERs) are small-scale energy resources usually situated near sites of electricity use, such as rooftop solar panels and battery storage. Their rapid expansion is transforming not only the way electricity is generated, but also how it is traded, delivered and consumed.Accordingly, DERs can create new power system opportunities, but at the same time, can pose new challenges when a grid has not been properly prepared. Many jurisdictions are just beginning to understand how DERs fit into the wider energy landscape – what they are and what impacts they have on the grid, and how they can be used to improve system reliability and reduce overall energy costs. Meanwhile, other regions have built up experience with DERs, demonstrating that they can provide valuable services to the grid when incentivised with appropriate technologies, policies and regulations.Nonetheless, not all countries use the same electricity market model or are at the same stage of DER penetration, and the fit-for-purpose solutions will vary from place to place. This report reviews lessons from forerunners and distils best practices (with examples and case studies) to help policymakers, regulators and system operators across the globe understand what experience is most relevant to their own situation. Readers will be able to draw on a wide range of practical insights for electricity market design and regulation to help unlock the multiple grid benefits of DER technologies.

This report provides an overview of funding and financing instruments available to support infrastructure investment in cities and regions. Subnational governments have a critical role to deliver, operate and maintain infrastructure, and to invest to help drive the recovery from COVID-19. In recent years, many subnational governments have introduced innovations in the types of instruments used to access funding and financing. Highlighting examples from G20, OECD and non-OECD countries, this report presents a framework to differentiate funding and financing instruments, including by type of instrument, and their use, and outlines essential framework conditions that are needed to support subnational governments, The report was submitted to the G20 Infrastructure Working Group under the Italian Presidency and key findings were presented at the G20 High-level Conference on Local Infrastructure in Genoa, Italy on 27 September 2021.

Subnational governments carry out more than 60% of total public procurement in OECD countries. As such, public procurement can offer a powerful tool for cities to boost local growth and advance their strategic priorities, ranging from innovation and inclusion to the transition to a low-carbon economy. Bratislava, the most populated and richest municipality in the Slovak Republic, carried out 39% of its expenditures through public procurement in 2019. The COVID-19 crisis has enhanced both the urgency and the opportunity to improve the city's procurement system and to rethink "what" and "how" to procure. In this context, Bratislava is developing new directives to make its procurement processes more efficient. This report offers recommendations on how Bratislava can use public procurement strategically to identify value-for-money solutions, foster competition, and promote sustainable urban development. The report also includes a concrete case study on Bratislava’s public procurement for street lighting, which provides methodological guidance on the analysis of needs, market engagement, and tender design.

Few small and medium-sized enterprises (SMEs) scale up, but these few fast growing firms are the major driver of new jobs added to OECD economies. This report helps policy makers get a grip on growth of those few SMEs by considering the transformation they undergo before, during and after their high-growth phase. Based on analysis of detailed firm-level data in a pilot project implemented for Finland, Italy, Portugal, the Slovak Republic and Spain, the report shows that SMEs in all types of places, of all ages and in all sectors have the potential to scale up. The strength of the potential does, however, vary. Getting a grip on growth of SMEs can pay important dividends as scalers contribute the majority of new jobs created by SMEs during their high-growth phase, but also continue to contribute positively to aggregate job creation and aggregate growth in turnover in the following years. A closer look at the characteristics of SMEs that scale up compared to similar “peers” that do not, shows that scaling is likely a strategic choice and includes investments and other preparatory transformation in the years preceding scaling up.

Digital technologies are increasingly present in young children’s lives. How can early education systems get the best out of digitalisation while minimising its risks? This is especially urgent as the COVID-19 pandemic has accelerated our reliance on digital tools – tools that enabled young children to continue learning when early education centres and primary schools closed down.

It is in this context that the OECD conducted a policy survey covering 34 countries and jurisdictions. It investigates how digital technologies were used to provide distance education for young children in 2020, which challenges arose and what policy changes are in the pipeline for early education.

The multidimensional and intergenerational nature of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs) calls for integrated policies. Progress made in a particular social, economic or environmental area or individual goal may generate synergies and trade-offs across dimensions (spillover effects), and steps taken in one country could have positive or negative impacts beyond national borders (transboundary effects). Assessing the multidimensional and cross-border effects of policies has become even more urgent in the context of COVID-19 containment measures. However, there are gaps in governance and analytical tools for identifying and managing spillover and transboundary effects, posing challenges for governments in designing and implementing sustainability strategies. This book, a collaborative effort by the OECD and the European Commission-Joint Research Centre (EC-JRC) presents a set of new governance and analytical tools, lessons learned from country experiences, and good emerging practices for managing spillover and transboundary effects in the implementation of the 2030 Agenda.
