This report presents a comprehensive overview of recent and longer-term trends in productivity levels and growth in OECD countries and selected G20 economies. The different chapters feature an analysis of latest developments in productivity, economic growth, sectoral reallocation, investment, labour productivity by firm size and labour income. This edition also includes a special chapter providing insights of productivity developments in 2023 based on experimental estimates for 38 OECD countries.

Skills are vital for building resilient economies and societies. By helping individuals develop a diverse range of skills and empowering them to apply these skills effectively, skills policies play a crucial role in responding to emerging threats, such as environmental degradation and harmful applications of technologies used to collect, generate, and exchange information. This edition of the Skills Outlook highlights the importance of supporting individuals in acquiring a wide range of skills, at varying levels of proficiency, to promote economic and social resilience. Additionally, the report acknowledges the role of attitudes and dispositions in enabling skills development and effective skills use. It also emphasises the need for policy makers to monitor the costs associated with policies aimed at promoting the green and digital transition, and how the transition affects inequalities. Training opportunities that respond to emerging labour market needs and efforts to facilitate their uptake can promote a just and inclusive green and digital transition. In turn, education systems that equip young people not only with skills but attitudes to manage change can ensure that the green and digital transition is sustainable in the longer term.

Spain implemented sizable measures to cushion the impact of the pandemic and of the inflationary shock after Russia’s war of aggression against Ukraine. The economy has held up well, but public debt, which was already high, has increased because of the pandemic, making it urgent to step up the pace of fiscal consolidation. Public policy should continue to address Spain’s structural weaknesses. Growth potential is low and will remain so with the rapid ageing of the population. Fulfilling the country’s objectives to fight climate change will require a strong and broad commitment in favour of a cleaner energy mix and a more environment-friendly tax regime. Unemployment remains the highest in the OECD and the integration of young people into the job market remains challenging, although recent reforms have reduced the high share of temporary contracts. Improving educational and labour market outcomes among the young should entail strengthening the connection between the educational system and the labour market, supporting students at risk of falling behind, improving career counselling, and providing a more efficient public employment service. Boosting the low level of entrepreneurship among young people requires additional financial and educational support. More social rental housing in stressed areas would facilitate access to housing for young people.

The 2023 edition of the OECD Employment Outlook examines the latest labour market developments in OECD countries. It focuses, in particular, on the evolution of labour demand and widespread shortages, as well as on wage developments in times of high inflation and related policies. It also takes stock of the current evidence on the impact of artificial intelligence (AI) on the labour market. Progress in AI has been such that, in many areas, its outputs have become almost indistinguishable from that of humans, and the landscape continues to change quickly, as recent developments in large language models have shown. This, combined with the falling costs of developing and adopting AI systems, suggests that OECD countries may be on the verge of a technological revolution that could fundamentally change the workplace. While there are many potential benefits from AI, there are also significant risks that need to be urgently addressed, despite the uncertainty about the short- to medium-term evolution of AI. This edition investigates how to get the balance right in addressing the possible negative effects of AI on labour market outcomes while not stifling its benefits.

This review provides policy recommendations on how to improve the Korean pension system, building on the OECD’s best practices in pension design. It details the key features of the Korean pension system and identifies its strengths and weaknesses based on cross-country comparisons. The Korean pension system consists of a mandatory pay-as-you-go public scheme, occupational schemes and voluntary individual schemes. The review also covers the first layer of old-age social protection in Korea. This review is the eighth in the series of OECD Reviews of Pension Systems.

Two years into the pandemic, economic activity has recovered faster than expected. However, the labour market recovery is still uneven across sectors and is threatened by the economic fallout from Russia’s aggression against Ukraine, which has generated the fastest growing humanitarian crisis in Europe since World War II, sending shockwaves throughout the world economy. The 2022 edition of the OECD Employment Outlook reviews the key labour market and social challenges for a more inclusive post-COVID‑19 recovery. It also examines the policies to address these challenges and the outlook ahead. Particular attention is given to frontline workers and groups lagging behind in this recovery (young people, workers with less education, and racial/ethnic minorities). The Outlook also addresses a number of long-standing structural issues that have a key relevance for labour market inclusiveness, such as employer market power and its labour market consequences, the role of firms in wage inequality, and the effect of working time policies on well-being and economic outcomes.

In 2020, Colombia joined the OECD as the 37th Member of the Organisation, bringing to a successful conclusion an accession process that began in 2013. During the accession process, Colombia made important reforms and progress in the area of labour market and social policies, converging towards OECD best policies and practices. However, the OECD invited the Colombian government to continue its reform agenda in four areas in particular: (1) labour informality and subcontracting; (2) labour law enforcement; (3) collective bargaining; and (4) crimes against trade unionists. This report is the first assessment since Colombia’s accession to the OECD.

This Webbook provides a set of cross-country comparable statistics on labour productivity levels, the contributions of labour, capital services and multifactor productivity (MFP) to GDP growth, industry contributions to labour productivity growth, labour productivity gaps between SMEs and large firms, the evolution and composition of investment, the decoupling between real wages and productivity, and labour income share developments. It also includes a special chapter on productivity measurement and analysis at the time of the COVID-19 pandemic.

The 2021 edition of the OECD Employment Outlook focusses on the labour market implications of the COVID‑19 crisis. Chapters 1-3 concentrate on the main labour market and social challenges brought about by the crisis and the policies to address them. Chapters 4-5 cover long-standing structural issues but also discuss their relevance and implications for the COVID-19 crisis. More specifically, Chapter 1 monitors the impact of the crisis on the labour market, with a particular focus on vulnerable groups in the medium and long term. Chapter 2 provides a preliminary assessment of the role of job retention schemes in preserving jobs during the COVID-19 crisis. Chapter 3 analyses how active labour market policies and public employment services have responded to the challenges posed by the crisis. Chapter 4 assesses the extent and consequences of domestic outsourcing for the labour market in general, and for low-wage occupations in particular. Chapter 5 provides a detailed review of statutory and negotiated regulations governing working time – including teleworking – as well as an overview of trends in working time patterns and time use across OECD countries and socio-demographic groups.

Lifelong learning is key if individuals are to succeed in labour markets and societies shaped by megatrends such as increases in life expectancy, rapid technological changes, globalisation, migration, environmental changes and digitalisation, as well as sudden shocks like the COVID-19 pandemic. In a fast-changing and uncertain world, lifelong learning can help individuals adapt and become resilient to external shocks. While government support remains valuable to ensure that major structural changes do not lead to deep tears in the social fabric, creating a culture of lifelong learning gives individuals themselves agency to manage change. This calls for evidence on the best ways to support lifelong learning journeys, so that individuals can “learn how to learn”. This edition of the OECD Skills Outlook 2021 explores how policies, particularly those that govern skills development and use, can best promote lifelong learning for all. The report exploits comparative quantitative data to highlight the key role played by socio-emotional and motivational factors in shaping successful engagement with lifelong learning. While such factors are essential to sustain lifelong learning in general, the pandemic has further increased their relevance.

A well-coordinated adult learning system is essential to support the achievement of Korea’s long-term goals. The transformational effects of demographic change, digitalisation, globalisation, and most recently COVID-19 on life at work and outside of it amplify the importance of getting adults’ skills right.

OECD research shows that individuals, employers and society benefit from adults having higher levels of skills. Korea is a global leader in student performance and tertiary attainment. Yet today, many adults in Korea have skill levels below the OECD average. A significant share of adults face barriers to participate in adult learning. Against the backdrop of a growing awareness about the importance of skills, Korea’s government and stakeholders have a unique opportunity to improve how they share responsibility and work together in the adult learning system.

This report outlines how Korea can increase participation in adult learning by strengthening horizontal co-ordination across ministries, vertical co-ordination across levels of government, engagement of stakeholders and financing arrangements. The report provides examples of national and international good practices as well as a series of concrete recommendations to help Korea improve the governance of adult learning and in turn enhance economic growth and social cohesion.

This report, OECD Skills Strategy Kazakhstan: Assessment and Recommendations, identifies opportunities and makes recommendations to improve the activation of skills of vulnerable populations, foster greater participation in adult learning of all forms, build an effective skills information system, and strengthen the governance of skills policies in Kazakhstan.

In order to pave the path to future success, Latvia has developed its Education Development Guidelines 2021-2027, which identifies key policy initiatives that are critical for skills development. The Guidelines outline how Latvia will equip its citizens with skills to flourish in work and in society. Evidence on the strengths and weaknesses of Latvia’s education and skills systems has informed the prioritisation of relevant policies in the Guidelines. A wide range of Latvian actors across ministries, levels of government, education and training providers, employers, trade unions, the non-profit sector and learners have been involved in the development of the Guidelines, demonstrating their commitment to work together to implement these initiatives.

Looking to the future, more can be done to position Latvia to successfully implement the policy priorities and reach the targets encompassed by the Guidelines. As the COVID-19 crisis has reminded us, the future is uncertain and therefore all plans must be designed to be responsive and adaptable to overcome future challenges and seize future opportunities.

Building on the OECD Skills Strategy Assessment and Recommendations phase, the Implementation Guidance phase has supported Latvia in the development of the Education Development Guidelines 2021‑2027 by providing guidance on selecting policy actions, improving Latvia’s indicator system, and selecting performance indicators.
