This report examines the evolving nature of energy security in the context of clean energy transitions in general and on the pathway to net-zero emissions in particular. It highlights emerging energy security concerns and provides recommendations to foster international collaboration, notably within the Group of Twenty (G20).

In the context of Italy’s G20 presidency, its Ministry of Economic Development requested the International Energy Agency (IEA) to undertake this Security of Clean Energy Transitions report. It aims to support discussions among the G20 countries and to provide insights and direction for the review and update of the G20 energy collaboration principles, which were endorsed at the G20 Brisbane Leaders’ Summit in 2014.

The crisis triggered by the COVID-19 pandemic has been unlike any other the world has experienced, requiring social distancing and restrictions on mobility, and rendering some economic activity impossible. This publication explores and compares the characteristics that have affected the ability of firms, workers and consumers to maintain production, employment and consumption during the COVID-19 crisis, across industries and countries. It takes an analytical forward-looking perspective, considering a broad collection of indicators and evidence to guide policies. The aspects covered centre around topics of business dynamics; productivity; innovation and digital technologies; interconnectedness; inclusiveness; and skills.

The report incorporates both a short-term perspective – analysing the supply restrictions and lockdowns that have characterised containment responses – and a medium- to long-term view, focusing on changes in demand that have arisen through recessionary effects and changes in preferences.

The purpose of this publication is to provide insights to policy makers in three ways. First, by providing an overview of the different channels through which the crisis has affected firms differently across industries; then, by identifying country characteristics which may mediate these channels and mitigate or amplify the impacts of this and future shocks on the economy; and finally, by exploring systematic differences in the impact across population subgroups and the implications for policy.

The International Energy Agency (IEA) regularly conducts in-depth peer reviews of the energy policies of its member countries. This process supports energy policy development and encourages the exchange of international best practices and experiences.

Since the last IEA review in 2015, Spain has solved a long-standing issue of tariff deficits in its electricity and gas sectors and closed all of its coal mines, which has allowed it to place the energy transition at the forefront of its energy and climate change policies.

The current Spanish framework for energy and climate is based on the 2050 objectives of national climate neutrality, 100% renewable energy in the electricity mix, and 97% renewable energy in the total energy mix. As such, it is centred on the massive development of renewable energy, energy efficiency, electrification and renewable hydrogen.

Notwithstanding its considerable progress to date on decarbonising and increasing the share of renewables in the electricity sector, Spain’s total energy mix is still heavily dominated by fossil fuels. Notably, the transport, industry and buildings sectors all have considerable work ahead of them to meet the country’s targets for decarbonisation and higher shares of renewables.

When all of Spain’s plans and strategies are implemented, a completely different energy sector will emerge in which fossil fuels are no longer dominant and end-user sectors are mostly electrified. Such a transformed energy landscape will come with new challenges and will provide new opportunities.

In this report, the IEA provides energy policy recommendations to help Spain effectively manage this transformation of its energy sector.

Many Emerging Asian countries have been refining macroprudential policies, particularly since the Global Financial Crisis. For instance, they have developed policies targeting housing markets and broadly transposed the Basel III requirements into their national legislation. In the wake of the COVID-19 pandemic, policy makers now need to identify emerging vulnerabilities and their associated financial stability risks and respond with the appropriate macroprudential tools.

This publication provides a detailed overview of the current macroprudential policy situation in Emerging Asian countries and explores how the macroprudential policy toolkit has evolved. The report discusses some of the most pressing challenges to financial stability, including the interaction of macroprudential policy with other policies. It also devotes special attention to macroprudential policies for emerging priorities, such as achieving green goals and updating regulatory frameworks to reflect ongoing Fintech developments. Climate change will indeed create new challenges in financial markets, while Fintech developments bring about many economic opportunities and deepen financial systems, but present a variety of novel risks requiring rapid policy responses.

Children’s learning, development and well-being are directly influenced by their daily interactions with other children, adults, their families and the environment. This interactive process is known as “process quality”, and leads to a key question – which policies set the best conditions for children to experience high-quality interactions in early childhood education and care (ECEC) settings?

This report discusses five main policy levers and their effect on process quality, focusing particularly on curriculum and pedagogy, and workforce development. It presents indicators covering 26 countries and jurisdictions, 56 different curriculum frameworks, and more than 120 different types of ECEC settings.

Students in Scotland (United Kingdom) engage in learning through Curriculum for Excellence (CfE), which aims to provide them with a holistic, coherent, and future-oriented approach to learning between the ages of 3 and 18. CfE offers an inspiring and widely supported philosophy of education. Schools design their own curriculum based on a common framework which allows for effective curricular practices. In 2020, Scotland invited the OECD to assess the implementation of CfE in primary and secondary schools to understand how school curricula have been designed and implemented in recent years. This report analyses the progress made with CfE since 2015, building upon several months of observations in Scotland, the existing literature and experiences from other OECD countries. The OECD analysis and recommendations aim to support Scotland as it further enhances CfE to achieve its potential for the present and future of its learners. Just as Scotland’s Curriculum for Excellence was among the pioneers of 21st century learning, its most recent developments hold valuable lessons for other education systems and their own curriculum policies.

This report presents the findings and recommendations of the OECD review of SME and Entrepreneurship Policy in the Slovak Republic. It examines how to address the challenges of stimulating more productive entrepreneurship, supporting enterprise scale-up, stimulating SME exports and global value chain participation, increasing SME innovation and innovative entrepreneurship, and making entrepreneurship more inclusive across the population. The report examines SME and entrepreneurship performance and the business environment for SMEs and entrepreneurship in the Slovak Republic, giving benchmarks against other OECD countries. The report also takes a close look at arrangements to ensure policy leadership, co-ordination and consultation in this field. It examines the government support programmes across areas including SME and entrepreneurship financing, supporting innovation, building SME workforce skills and public procurement. It also examines the east-west divide in SME and entrepreneurship activity and their supporting conditions in the Slovak Republic and how to strengthen regional entrepreneurial ecosystems across the country. Further chapters focus on SME digitalisation and the promotion of self-employment and social entrepreneurship to strengthen the labour market attachment of the Slovak Republic's Roma community.

Electricity is an integral part of all modern economies, supporting a range of critical services from healthcare to banking to transportation. Secure supply of electricity is thus of paramount importance. The structural change from an electricity system based on thermal generation powered by fossil fuels towards a system based on variable renewable energy continues apace at various stages across the globe. Digitalisation tools such as smart grids and distributed energy resources, along with the electrification of end uses put electricity increasingly at the forefront of the entire energy system. As a result, governments, industries and other stakeholders will need to improve their frameworks for ensuring electricity security through updated policies, regulations and market designs. This report details the new approaches that will be needed in electricity system planning, resource adequacy mechanisms, incentives for supply- and demand-side flexibility, short-term system balancing and stability procedures. It provides examples and case studies of these changes from power systems around the world, describes existing frameworks to value and provide electricity security, and distils best practices and recommendations for policy makers to apply as they adjust to the various trends underway.

This report provides an assessment of the use of, and recommendations for scaling up, Nature-based Solutions to address water-related climate risks. The analysis is based on two country case studies carried out in Mexico and the United Kingdom. On the basis of a previously developed policy evaluation framework, the analysis identifies existing challenges as well as highlights emerging good practices with regard to policy design and implementation, governance, regulatory mechanisms, and technical and financial arrangements. The report’s findings support policy makers and practitioners in strengthening the use of Nature-based Solutions to tackle climate risks, with a special focus on water-related risks.

Small Modular Reactors (SMRs) are gaining recognition among policymakers and industry players as a promising nuclear technology. SMRs can be defined as nuclear reactors with a power output between 10 MWe and 300 MWe that incorporate by design higher modularisation, standardisation and factory-based construction levels enabling more predictable delivery models based on the economies of series. Today, more than 50 concepts are under development covering a wide range of technology approaches and maturity levels. The value proposition of the SMR technology also includes potential financing and system integration benefits. These attractive features, however, rely on a business case that requires the development of a global SMR market to become economically viable. Large-scale deployment of SMRs faces several technical, economic, regulatory and supply chain challenges and will need considerable governmental efforts and efficient international collaborative frameworks to be realised in the next decade.

Achieving gender equality and tackling discriminatory laws, social norms and practices set a direct path toward a more inclusive economy and society. The SIGI 2021 Regional Report for Southeast Asia provides new evidence-based analysis on the setbacks and progress in achieving gender equality between 2014 and 2019 in 11 countries. The report uncovers the discrimination women face within social institutions in various dimensions; in the family and household context, in relation to physical integrity and access to productive and financial resources, as well within the political and civil spheres. The SIGI 2021 Regional Report for Southeast Asia explores the interaction between women’s empowerment and discriminatory social institutions by looking specifically at four core areas – health, education, the economic dimension and decision making. It also unveils the cost of discriminatory social institutions for Southeast Asian countries and the socio-economic consequences of the COVID-19 crisis for women and girls. Building on the regional analysis of how discriminatory social institutions continue to hinder efforts toward SDG 5, the report provides a set of policy recommendations to enhance governments’ efforts to deliver on their gender equality commitments by 2030.

This report analyses planned infrastructure projects, decision-making frameworks related to infrastructure development and strategic planning documents in the six countries of the EU Eastern Partnership: Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. It compares current investment flows with countries' national development objectives to identify misalignments and provides policy-makers with recommendations to improve the integration of climate change and other environmental concerns into infrastructure development decision-making processes. The report presents a comprehensive overview of infrastructure investment, primarily in the transport and energy sectors, throughout the region and identifies the risks and opportunities emerging from current investment patterns.

This guidance provides a tool governments and development co-operation can draw on in their efforts to strengthen the resilience of human and natural systems to the impacts of climate change. It highlights three aspirations to consider when planning and implementing action to build climate resilience (country ownership; inclusiveness; and environmental and social sustainability). The guidance also outlines four mechanisms (governance; sector-level approaches; finance; and monitoring, evaluation and learning) and three enablers (data and information; capacity; and technologies) in support of climate resilience, proposing concrete actions in the form of checklists.

A wealth of technical information exists on nuclear fuel cycle options – combinations of nuclear fuel types, reactor types, used or spent nuclear fuel (SNF) treatments, and disposal schemes – and most countries with active nuclear power programmes conduct some level of research and development on advanced nuclear fuel cycles. However, perhaps because of the number of options that exist, it is often difficult for policy makers to understand the nature and magnitude of the differences between the various options.

This report explores the fuel cycle options and the differentiating characteristics of these options. It also describes the driving factors for decisions related to both the development of the fuel cycle and the characteristics resulting from implementing the option. It includes information on the current status and future plans for power reactors, reprocessing facilities, disposal facilities, and the status of research and development activities in several countries. It is designed for policy makers to understand the differences among the fuel cycle options in a way that is concise, understandable, and based on the existing technologies, while keeping technical discussions to a minimum.

This publication presents the findings of the OECD review of SME and Entrepreneurship Policy in Viet Nam. It offers an in-depth examination of the performance of small and medium enterprises (SMEs) and entrepreneurship in Viet Nam, the quality of the business environment, and national policies in support of new and small businesses. The report shows that Viet Nam is one of the most globally integrated economies in the world, building its solid growth performance on the attraction of foreign direct investments and export promotion. Viet Nam’s business environment has considerably improved in recent years, although important reforms are still needed in certain policy areas. Viet Nam's SMEs contribute to national employment and national GDP proportionally less than in the OECD area, although official statistics do not take into consideration the large informal sector that mostly consists of self-employed people and micro-enterprises. Viet Nam’s SME and entrepreneurship policies are relatively new, dating back to the early 2000s. In this respect, the 2018 SME Support Law is an important milestone which may help address some of the challenges that are holding back the development of a more vigorous domestic enterprise sector. Key policy priorities in this regard, building better business linkages between multinationals and local enterprises and stronger business development services, are the subjects of two thematic chapters of the report.

This volume is the fourteenth of the series “Chemical Thermodynamics” published by the OECD Nuclear Energy Agency. It is the second update of the critical reviews published, successively, in 1992 as Chemical Thermodynamics of Uranium, in 1995 as Chemical Thermodynamics of Americium, in 1999 as Chemical Thermodynamics of Technetium, in 2001 as Chemical Thermodynamics of Neptunium and Plutonium and in 2003 as the first Update on the Chemical Thermodynamics of Uranium, Neptunium, Plutonium, Americium and Technetium. A team, composed of nine internationally recognised experts, has critically reviewed all the relevant scientific literature for the above mentioned systems that has appeared since the publication of the earlier volumes. The results of this assessment, carried out following the Guidelines of the Thermochemical Database Project, have been documented in the present volume, which contains new tables of selected values for formation and reaction data and an extensive bibliography. The database system developed at the NEA Data Bank ensures consistency within the recommended data sets. This volume will be of particular interest to scientists carrying out performance assessments of deep geological disposal sites for radioactive waste.

Safety remains the most important factor in managing radioactive waste and spent fuel resulting from the generation of nuclear energy. General consensus has emerged worldwide that deep geological repositories are the safest option for long-lived radioactive waste, and that constructing repositories is feasible using current technologies. However, until repositories become available, radioactive waste must be managed safely and securely so that the risks posed to human health and to the environment over the long timescales involved are minimised.

This report examines the predisposal phase of radioactive waste management programmes in NEA member countries for all types of waste from high-level to intermediate- and low-level waste, and spent fuel. It reviews regulations, policies, strategies and financial issues in member countries, as well as best practices both in terms of storage and transport. The report is primarily directed at decision makers with a technical knowledge of the subject.

The pace and scope of emerging technologies are creating a sea change for governments and for regulators. They challenge economic regulation by blurring the traditional definition of markets, for example, and by transcending administrative boundaries domestically and internationally. At the same time, the digital transformation is an excellent opportunity for regulators themselves to harness the power of data and digital tools to improve regulation and its delivery. Seizing this opportunity will require fit-for-purpose regulatory frameworks and governance arrangements. This report brings together case studies submitted by members of the OECD Network of Economic Regulators that highlight how regulators have analysed and tackled these issues. The case studies span nine countries and a wide range of sectors (communication, transport, energy, environmental protection) and provide concrete examples of how regulators are responding to innovation in the sectors that they oversee.

For many OECD countries, how to ensure the safe and dignified return to their origin countries of migrants who do not have grounds to remain is a key question. Alongside removal, return and reintegration assistance have become an integral part of the response. Development cooperation is expanding its activity to support the capacity of countries of origin to reintegrate all returning migrants.

Sustainable Reintegration of Returning Migrants: A Better Homecoming reports the results of a multi-country peer review project carried out by the OECD, with support from the German Corporation for International Cooperation (GIZ) on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ). It examines factors that can help improve the sustainability of reintegration at the individual level and at the programme level in countries of destination and origin. The report examines how casework and community-based programmes can increase uptake and improve outcomes. It identifies key elements of an effective individual reintegration programme, including outreach and counselling, case management and referral, and partnerships. The report makes proposals about how to improve programme design, evaluation, and monitoring, indicating areas where countries could co-operate more in implementation of programmes and in coordination with origin countries.
