This report provides an overview of gender budgeting practices across OECD countries, based on the 2022 OECD Survey on Gender Budgeting as well as trends from surveys conducted in 2016 and 2018. It takes stock of countries’ progress in developing an effective and sustainable gender budgeting approach and discusses challenges and plans for the further development of gender budgeting. Country case studies highlight gender budgeting in practice. The report also presents the 2022 OECD Gender Budgeting Index, which compares the implementation of gender budgeting across five key areas: 1) institutional and strategic arrangements; 2) methods and tools; 3) enabling environment; 4) accountability and transparency; and 5) impact.
This report is the third focused assessment of tax and development issues produced for G20 Finance Ministers and Central Bank Governors. It takes stock of progress by developing countries in the context of their engagement with the OECD/G20 Inclusive Framework, an international collaboration of over 140 countries and jurisdictions working together to tackle tax avoidance, improve the coherence of international tax rules and ensure a more transparent tax environment. Building on the 2022 Roadmap on Developing Countries and International Tax, the report refines and focuses on the range of actions to be undertaken in support of developing countries’ key international tax priorities, including, in particular, the internationally agreed standards on
Country-by-Country reporting and the Global Anti-Base Erosion (GloBE) Rules which will put in place a global minimum tax for large multinational enterprises.
A Defined Approach (DA) consists of a selection of information sources (e.g in silico predictions, in chemico, in vitro data) used in a specific combination, and resulting data are interpreted using a fixed data interpretation procedure (DIP) (e.g. a mathematical, rule-based model). DAs use methods in combination and are intended to overcome some limitations of the individual, stand-alone methods. The first three DAs included in this Guideline use combinations of OECD validated in chemico and in vitro test data, in some cases along with in silico information, to come to a rules-based conclusion on potential dermal sensitisation hazard. The DAs included in this Guideline have shown to either provide the same level of information or be more informative than the murine Local Lymph Node Assay (LLNA; OECD TG 429) for hazard identification (i.e. sensitiser versus non-sensitiser). In addition, two of the DAs provide information for sensitisation potency categorisation that is equivalent to the potency categorisation information provided by the LLNA.
The 2023 edition of Government at a Glance provides a comprehensive overview of public governance and public administration practices in OECD Member and partner countries. It includes indicators on trust in public institutions and satisfaction with public services, as well as evidence on good governance practices in areas such as the policy cycle, budgeting, public procurement, infrastructure planning and delivery, regulatory governance, digital government and open government data. Finally, it provides information on what resources public institutions use and how they are managed, including public finances, public employment, and human resources management. Government at a Glance allows for cross-country comparisons and helps identify trends, best practices, and areas for improvement in the public sector.
This Glossary defines concepts and terms commonly used in evaluation and results-based management. It provides a shared understanding to support the design, management, monitoring and evaluation of interventions for sustainable development. As a reference document, it is helpful for those commissioning, managing, or conducting evaluations, as well as people involved in strategy or programme development, management and implementation. While originally developed for international development co-operation, the Glossary can be applied in any field of public policy and is also useful for civil society, academia, and other non-state actors.
This second edition includes updated content, including new definitions for the widely used evaluation criteria – relevance, coherence, effectiveness, efficiency, impact and sustainability – endorsed by the OECD Development Assistance Committee in 2019. It also provides minor updates to the original text to reflect current good practice. As concepts and language are constantly evolving, the document will be revisited and updated in due course.

Despite recent progress to improve gender equality in the Czech Republic, several gender gaps persist in different areas of the society and economy. Based on growing evidence on how gender-sensitive policymaking can underpin inclusive growth and resilience, this OECD review has been developed to help the government of the Czech Republic strengthen its capacities for implementing and mainstreaming gender equality across the whole of government. It assesses strategic enablers such as legal and strategic frameworks, the institutional set-up, and accountability mechanisms for gender mainstreaming in the country. It also examines the tools and practices that can be used to inform gender-sensitive policymaking in the Czech Republic. Drawing upon promising practices across OECD countries, it offers evidence-informed recommendations, tailored to the Czech context to improve governance and capacities for accelerating progress in gender equality.
In the face of what has increasingly been referred to as an ongoing “permacrisis”, governments must cope with and respond to emerging threats while already grappling with longstanding issues such as climate change, digital disruption and low levels of trust. In this context, understanding new approaches and spreading successful ideas has never been more important. To promote this, the OECD Observatory of Public Sector Innovation (OPSI) has analysed 1 084 innovative initiatives from 94 countries to derive and understand novel government practices. The report discusses four key trends: 1) new forms of accountability for a new era of government, 2) new approaches to care, 3) new methods for preserving identities and strengthening equity and 4) new ways of engaging citizens and residents. Ten case studies and dozens of supporting examples illustrate these trends.
Female scientists and engineers pioneered the nuclear and radiological fields, with leaders and innovators such as Marie Skłodowska-Curie and Lise Meitner, among many others, establishing the foundation of modern nuclear science and technology. Women continue to make vital contributions to the sector, but their visibility and overall numbers in the sector remain limited, especially in science, technology, engineering, and mathematics (STEM), and leadership roles. The lack of diversity in the sector represents a loss of potential innovation and growth and a critical threat to the viability of the field.
This report features the first publicly available international data on gender balance in the nuclear sector. The data was collected from over 8 000 women in the nuclear workforce in 32 countries, as well as human resources data from 96 nuclear organisations in 17 countries. Based on the findings, a comprehensive, evidence-driven policy framework is proposed with practical recommendations.
Pressure on the European and global gas markets has eased since the beginning of 2023 due to favourable weather conditions and timely policy actions. By the end of Q1 2023 European hub and Asian spot liquefied natural gas (LNG) prices had fallen below their summer 2021 levels, albeit remaining well above their historic averages. The steep decline in natural gas demand reduced the need for storage withdrawals in Europe and the United States over the 2022/23 winter. As a result, storage sites closed the heating season1 with inventory levels standing well above their five-year average. This is expected to reduce injection demand during the summer of 2023, and potentially ease market fundamentals.
The improved outlook for gas markets in 2023 is no guarantee against future volatility and should not be a distraction from measures to mitigate potential risks. Global gas supply is set to remain tight in 2023 and the global balance is subject to an unusually wide range of uncertainties. These include adverse weather factors, such as a dry summer or a cold Q4, lower availability of LNG and the possibility of a further decline in Russian pipeline gas deliveries to the European Union.
This new issue of the quarterly Gas Market Report provides an overview of recent gas market developments during the 2022/23 heating season, with a forecast for 2023.
Greece aims to reduce total greenhouse gas emissions by 55% by 2030 and reach net zero emissions by 2050. It has made notable progress towards meeting these targets. This includes significantly reducing its reliance on lignite and setting a binding target to end lignite-fired power generation by 2028 while working to ensure a just transition in its lignite mining regions and reducing energy poverty. Greece has also made strong progress on renewable energy, which covered 20% of its total final energy consumption in 2021.
Following Russia’s invasion of Ukraine, Greece is reducing its reliance on Russian energy imports and ensuring secure access to energy by diversifying its supply and increasing domestic energy production.
Despite these notable successes, significant challenges remain. Fossil fuels still account for most of Greece’s energy use and stronger efforts are needed on energy efficiency.

The Global EV Outlook is an annual publication that identifies and discusses recent developments in electric mobility across the globe. It is developed with the support of the members of the Electric Vehicles Initiative (EVI).
This edition features analysis of the financial performance of EV-related companies, venture capital investments in EV-related technologies, and trade of electric vehicles. Finally, the report makes available two online tools: the Global EV Data Explorer and Global EV Policy Explorer, which allow users to interactively explore EV statistics and projections, and policy measures worldwide.Combining historical analysis with projections to 2030, the report examines key areas of interest such as electric vehicle and charging infrastructure deployment, battery demand, electricity consumption, oil displacement, greenhouse gas emissions and related policy developments. The report includes analysis of lessons learned from leading markets to inform policy makers and stakeholders about policy frameworks and market systems for electric vehicle adoption.
The world remains far off track to reach universal access to electricity by 2030 – a key target canonised in UN Sustainable Development Goal 7 (SDG7). While many countries have set targets to advance universal electrification, it remains challenging to collect timely data on their progress, making it difficult to build or refine their electrification plans and policy strategies.
To provide governments with the tools to achieve their goals, the Guidebook for Improved Electricity Access Statistics (hereafter “Guidebook”) focuses on methodologies using readily available supply-side data from electric utilities, mini-grid operators, and off-grid system distributors to track access to electricity trends. This approach can be adopted at a low-cost and provides accurate estimates on access rates with a potential time lag on the order of months, instead of years. Supply-side data complements household or census surveys, which can give a more nuanced, detailed picture, but are typically only run every five to ten years due to their expense.
This report provides step-by-step guidelines on how to implement an improved supply-side data collection process, and produce more time-sensitive and comprehensive access to electricity indicators. In addition, the Guidebook proposes a standard method to capture mini-grids and stand-alone off-grid systems in calculating access to electricity, which are becoming increasingly more commonplace in strategies to reach universal access. Finally, the Guidebook suggests further steps practitioners can take to advance geospatial data collection and reporting, which has become the new best practice for electrification planning supporting both electric utilities and the vibrant off-grid industry.
