This report describes a paradigm shift in road safety policy, being led by a handful of countries, according to the principles of a Safe System. A Safe System is based on the premise that road crashes are both predictable and preventable, and that it is possible to move towards zero road deaths and serious injuries. This, however, requires a fundamental rethink of the governance and implementation of road safety policy.
To stem the road death epidemic, the United Nations have set the target of halving traffic fatalities by 2020. Every year, 1.25 million people are killed in road crashes and up to 50 million are seriously injured. Road crashes kill more people than malaria or tuberculosis and are among the ten leading causes of death. Their economic cost is estimated at 2-5% of GDP in many countries. Written by a group of international road safety experts, this report provides leaders in government, administrations, business and academia with emerging best practices and the starting point to chart their own journeys towards a Safe System.

Young people have demonstrated resilience to shocks and led positive change in their communities across the Middle East and North Africa (MENA) region. Young people (aged under 30) constitute more than half (55%) of the population across MENA, compared with 36% of the population across OECD countries. While challenges vary significantly across the region, youth unemployment rates are among the highest in the world, young people tend to express low trust in public institutions, and nearly four in ten live in fragile and conflicted-affected areas. The COVID-19 crisis has underscored the need to place the needs of young people at the centre of an inclusive and resilient recovery. To support this process, this report analyses current governance arrangements and practices across 10  MENA governments in three areas: 1) uniting all government stakeholders to implement a shared, integrated youth policy and deliver services to young people; 2) building administrative and institutional capacities to mainstream the perspectives of young people in policy making; and 3) encouraging the participation and representation of young people and youth stakeholders in public and political life.

Many governments in developing countries are realising that good quality jobs matter for development. However, little attention has been paid so far to explore what actually matters for young people in terms of job characteristics and employment conditions. Today, in many developing and emerging countries, a key development challenge is that existing jobs do not live up to youth aspirations.

This study revisits youth labour market performance and the quality of jobs in developing countries. It places youth employment preferences at the forefront and answers the following questions. What is the nature of youth careers aspirations and job-related drivers of job satisfaction? What shapes such employment preferences? How likely will young people be able to meet their job aspirations? What policy makers can do to reduce the gap between youth preferences and the reality of jobs?

The study draws on the comprehensive data from school-to-work transition surveys in 32 developing and transition countries in Africa, Asia, Europe and Latin America. It suggests a number of priority areas for policy makers to enhance youth well-being, raise labour productivity, and contain the chilling effects that unmet youth aspirations can generate on society.

This report examines how current legal provisions in Algeria, Egypt, Jordan, Libya, Morocco and Tunisia are impacting women’s ability to fully participate in economic life, both as employees and entrepreneurs. It is based on a comparative analysis of the various rights set out in constitutions, personal status laws, labour laws, in addition to tax and business laws. The report recognises the considerable progress made – in particular in the aftermath of the 2011 uprisings – following the adoption of constitutional and institutional reforms to strengthen women’s status.

Yet ensuring sufficient opportunities for women remains a challenge in the six countries. The report suggests that this may be due to different factors such as: the existence of certain laws that are gender discriminatory, contradictions between various legal frameworks, lack of enforcement mechanisms, and barriers for women in accessing justice.  Through targeted policies, countries can tackle these challenges, and help unleash women’s potential to boost growth, competitiveness and inclusive social development.

Women in Business 2014 summarises the progress made by the OECD-MENA Women Business Forum (WBF) since the publication of its first Women in Business report in 2012. In 2012, five groups of actions had been identified as priorities to be carried out by governments, international stakeholders, financial and business support organisations, as well as statistical agencies. In two years, the WBF has developed inputs for three of these areas of priority actions. The WBF’s contributions are growing along with its increased recognition as a hub which spurs concrete improvements in the business climate for women entrepreneurs in the MENA region.

Today, women’s entrepreneurship is all the more important as governments in the region are facing the colossal challenge of rebooting job creation to improve the well-being of a growing workforce and confidence in the economy. The economic prospects of MENA economies that are going through a political transition have improved but unemployment has increased, inflation is rising and public finances have deteriorated. In these countries, political uncertainties add to long term structural difficulties. In the Gulf Cooperation Council (GCC) countries, the challenges still lie in the diversification of their economies.

Women make a significant contribution to West Africa's food economy, perpetuating a long tradition of commerce and participating in cross-border trade and regional outreach. Their activities face numerous obstacles but also present important opportunities, highlighted in this report through an unprecedented relational and spatial analysis of social networks. The study focuses on the rice sector in the Dendi region (Benin, Niger and Nigeria) and on the regional governance networks that support women's entrepreneurship. It confirms that Nigeria occupies a privileged position due to its demographics and growing urbanisation. The report proposes the development of innovative public policies based on the reinforcement of the social capital of women and policy approaches that promote better integration of the initiatives undertaken by governments, international and non-governmental organisations to empower women and strengthen their resilience.

Russia’s war against Ukraine and the international sanctions introduced against the former have had an unexpectedly mild impact on Central Asia, despite the region’s deep economic dependence on its northern neighbour. Notwithstanding high inflation, the five Central Asian states – Kazakhstan, Kyrgyzstan, Mongolia, Tajikistan and Uzbekistan – have so far shown surprising resilience to the economic headwinds: remittances registered record-high figures in the first half of 2022, national currencies quickly rebounded to pre-war levels after an initial drop, and an influx of skilled workers boosted demand for services and hospitality. However, as the medium-term effects of the sanctions against Russia, the global cost-of-living crisis, and China’s economic slowdown start to unfold, Central Asia is faced with lingering uncertainty. This publication provides an assessment of the short-term effects of Russia’s war on Central Asian economies and the policy responses provided. It also analyses the challenges ahead and formulates policy recommendations to make Central Asian economies more resilient and diversified.

Agriculture is expected to face increasing water risks that will impact production, markets, trade and food security - risks that can be mitigated with targeted policy actions on water hotspots. This report develops the hotspot approach, provides an application at the global scale, and presents a mitigation policy action plan. The People’s Republic of China, India and the United States are identified as countries facing the greatest water risks for agriculture production globally.

A global simulation shows that, in the absence of action, water risks in Northeast China, Northwest India and the Southwest United States in particular could have significant production, price and trade consequences. Agriculture water risks could also result in broader socio-economic and food security concerns. Farmers, agro food companies, and governments can all play a role in responding to water risks at hotspot locations. A three-tier policy action plan is proposed to confront water risk hotspots,  encompassing targeted responses, adapted national policies, strengthened market integration and international collaboration.

This report examines the current system of water abstraction and pollution charges in operation in Brazil. It assesses the current system’s implementation challenges and provides possible solutions. The report explores how water charges can be both an effective means for dealing with water security issues, and a tool for enhancing economic growth and social welfare. Specific analysis is put forward for three case studies in the State of Rio de Janiero, the Paraiba do Sul River Basin and the Piancó-Piranhas-Açu River Basin. The report highlights that water charges need to operate in conjunction with an effective water regulatory regime and concludes with an Action Plan based on practical steps and recommendations for its implementation in the short, medium and long-term.

Eradicating poverty has long been one of the priorities of development co-operation. Yet, despite undoubted progress towards this goal, the strategies adopted at the international and national levels remain controversial. Poverty reduction is a complex issue, involving numerous players in a host of economic, social, political and environmental policy fields. The originality of this publication lies in its approach to identifying best practice, an approach which is as open and thorough as the state of the art will allow. How realistic is it to seek to cut extreme poverty by half by the year 2015? What are the most effective strategies employed by donors, be they development agencies or developed countries? What lessons can be learned from the experience of the developing countries? Clearly, these and many other questions are still unresolved. This publication approaches them by giving a broad overview of general poverty-reduction strategies and objectives. This book looks at Brazil’s recent experience in using knowledge for development. It examines the major barriers confronting the country in its transition towards a knowledge-based economy, and presents elements of a viable strategy which would allow it to step confidently into the future. However, while Brazil has tremendous strengths and the ability to take immense strides forward in the medium term, there are formidable challenges which need to be faced. The country continues to be plagued by a number of weaknesses, hampering its potential for economic, technological and social development.

The report argues that Brazil needs to put in place a more comprehensive policy framework for the broad diffusion of knowledge.The Brazilian innovation system and the productivity of research need to be strengthened, while the policy frameworks which are key for disseminating the outcomes of research throughout society as a whole need reinforcing. These reforms should be carried out in such a way that they help build effective links to industrial activity and lead to the creation of marketable products.

Transforming natural finite assets into human, social and physical capital is a key challenge for natural resource-rich countries. This report distils related lessons from the OECD Policy Dialogue on Natural Resource-based Development on natural resource revenue management and spending for sustainable development. This includes a guide on how natural resource-rich countries can ensure budget sustainability to support consistent spending over time. Further analysis focuses on the management of spending versus saving and the effectiveness of different spending mechanisms for sustainable development, making recommendations to address current challenges.

North and West Africa are undergoing rapid urbanisation. While cities and urban areas have always been sites of conflict, given their political and economic importance, many insurgencies, rebellions and separatist movements are associated with rural areas. Has increased urbanisation led to increased conflict in cities or do conflicts stay predominantly rural? Combining a regional and local perspective, this report examines and maps the rural-urban geography of conflict in North and West Africa since the late 1990s. A qualitative analysis of ten cities helps to illuminate the local sources of conflict. At a time of increasing violence in West Africa, the report lays out a solid foundation for policy makers, experts and researchers to develop more security and development place-based policies.

Since 1950, the number of urban agglomerations in West Africa increased from 152 to almost 2 000, and today towns and cities are home to 41% of the region’s total population. Cities and their inhabitants are increasingly shaping West Africa’s economic, political and social landscape. Yet there is little up-to-date data available for analysis and the formulation of development policy at the local, national and regional levels.

Africapolis, a comprehensive and homogenous dataset on urbanisation, is a significant step towards closing this data gap. The 2015 update covers 17 West African countries spanning the period 1950 to 2010. Its original methodology combines demographic sources, satellite and aerial imagery to provide population estimates and geolocation at the level of individual agglomerations. The morphological approach adopted by Africapolis helps identify territorial transformation processes which are at the core of West Africa’s complex urbanisation dynamics and can be observed at several levels: metropolises, secondary cities, the merging of villages and the formation of conurbations.

The identification of cities with fewer than 100 000 inhabitants is a major contribution of Africapolis – 90% of West Africa’s cities, or a combined population of 45 million people, fall into this category – a figure which underscores the important role of small cities within the urban system. This edition also includes new measurements of urbanisation in Nigeria, Africa’s most populous nation, constituting the most complete dataset on urbanisation dynamics in this country to date.

Demographic pressure and the youth bulge in the developing world pose a major employment challenge. This situation is exacerbated by insufficient job creation, scarce formal wage employment opportunities and vulnerability in the workplace. For these reasons, fostering youth entrepreneurship has gained importance in the global and national development policy agenda. This report aims to contribute to the ongoing debate on the role of youth entrepreneurship in generating employment in developing countries. It is based on the analysis of mixed labour force and enterprise surveys conducted in Côte d’Ivoire, Madagascar, Peru and Viet Nam, as well as evidence on the impact of entrepreneurship programmes. This report’s findings add to the global debate on youth entrepreneurship in three important ways. First, it constitutes an unprecedented effort to capture the real situations and multiple faces of young entrepreneurs in selected developing countries. Second, it provides new empirical evidence on the determinants of youth entrepreneurial performance. Third, it proposes a policy roadmap based on lessons learned from recent meta-analyses of the effectiveness of entrepreneurship programmes.

The multidimensional and intergenerational nature of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs) calls for integrated policies. Progress made in a particular social, economic or environmental area or individual goal may generate synergies and trade-offs across dimensions (spillover effects), and steps taken in one country could have positive or negative impacts beyond national borders (transboundary effects). Assessing the multidimensional and cross-border effects of policies has become even more urgent in the context of COVID-19 containment measures. However, there are gaps in governance and analytical tools for identifying and managing spillover and transboundary effects, posing challenges for governments in designing and implementing sustainability strategies. This book, a collaborative effort by the OECD and the European Commission-Joint Research Centre (EC-JRC) presents a set of new governance and analytical tools, lessons learned from country experiences, and good emerging practices for managing spillover and transboundary effects in the implementation of the 2030 Agenda.
