This chapter presents a short summary of key findings and conclusions of the report, as well as key recommendations. It was drafted to serve (and de facto was used) as a stand-alone short policy summary of this study to be circulated and discussed with key local stakeholders in the framework of the National Policy Dialogue on water policy in Moldova.

Development in Eastern Europe and the South Caucasus was prepared as a joint effort between the Development Centre’s Black Sea and Central Asia Initiative and the OECD Eurasia Competitiveness Programme (DAF/PSD), supported by regional correspondents located in each of the countries.

The following report presents the findings of an assessment that was undertaken in the Republic of Moldova between March 2010 and December 2010. This work is part of a project to support the development of micro, small and medium-sized enterprises in the Republic of Moldova conducted by the OECD with the financial support of the Ministry for Development Co-operation of the Government of the Netherlands. As part of its review, the OECD team conducted several missions to the Republic of Moldova to review findings and to conduct interviews with government officials, representatives of public authorities and of the private sector and with international organisations.

The Republic of Moldova considers education a national priority and has been making steady progress in reforming and modernising its education system. The Ministry of Education and Research (MoER) in 2023 launched its Education Development Strategy 2030 and requested the European Union (EU) to engage the OECD to undertake a deeper analysis of selected policy domains that are central to its education reform. This laid the foundation for the project “Support to the implementation of education policies in Moldova”, funded by the EU. The MoER expressed a keen interest to learn from international research evidence and relevant international examples to help advance its education reform agenda.

This report is the first output of the project that presents an in-depth analysis of two of three selected policy domains: “professional development of teachers and other education professionals” and “curriculum and learning resources” and has been developed by the OECD in collaboration with the UNESCO International Institute for Education Planning. The report will be valuable for Moldova and other countries that are looking to strengthen their school systems.

This pilot monitoring report assesses Moldova’s anti-corruption framework and practices based on the criteria to test the new methodology for the 5th round of monitoring under the Istanbul Anti-Corruption Action Plan. The report analyses Moldova’s anti-corruption policy, including the development of an evidence-based anti-corruption strategy, adoption of legislative provisions and establishment of dedicated bodies responsible for the enforcement of these provisions. For each area of analysis, the report identifies areas for improvement and provides recommendations. 

Russia’s war against Ukraine is causing a humanitarian, social and economic crisis for the Ukrainian people. The consequences of this full-scale military invasion are disrupting the global supply of commodities, sharply increasing food and energy prices, and threating the recovery from the COVID-19 pandemic. Countries with established commercial and financial ties with the economies of Russia and Ukraine appear to be particularly vulnerable.

Assessing the Impact of Russia’s War against Ukraine on Eastern Partner Countries investigates the exposure of Eastern Partner countries (Armenia, Azerbaijan, Georgia, Republic of Moldova and Ukraine) to the economic shocks caused by the war, and in particular through the impact that the conflict is having on inflation, migration, remittances, investment and trade.

This report is published as part of the multi-country project “EU4Business: From Policies to Action – phase 2”, implemented in the Eastern Partnership with the financial support of the European Union within the EU4Business initiative.

Based on the review of measures aimed at protecting customers at risk of energy poverty that are used in the European Union and elsewhere, this chapter identifies possible measures that can be implemented in Moldova. The advantages and disadvantages of these measures are then analysed in detail. As a result, six compensation measures are selected for further modelling and analysis.

The fifth round of monitoring under the Istanbul Anti-Corruption Action Plan assesses Moldova's anti-corruption practices and reforms against a set of indicators, benchmarks and elements under nine performance areas that focus on anti-corruption policy, prevention of corruption and enforcement. The report analyses Moldova's efforts to build anti-corruption institutions, its measures to detect, investigate and prosecute corruption cases and identifies areas for improvement. A follow-up report evaluating Moldova's progress in these areas will follow.

The institutional features of the budget process in Moldova are in a permanent flux, because of ambitious reform programmes that have been adopted in recent years and that are planned for the future. This article examines the Moldovan budget formulation process, the role of parliament, budget execution and budget discipline, the supply side of the budget process (public administration and service delivery), and accounting and audit. As in many countries, the economies of Eastern Europe, the Caucasus and Central Asia (EECCA) have been negatively affected by the global COVID-19 pandemic. Their governments responded by addressing the health impacts and providing relief to affected businesses and workers. Many EECCA countries have also implemented measures that will help advance environmental objectives as part of their rescue and recovery plans. Nevertheless, much more needs to be done to ensure that recovery plans accelerate a green transition, thereby building resilience against external shocks. This policy paper analyses measures related to COVID-19 in 11 EECCA countries based on their potential to advance the transition to a greener, climate-resilient and low-carbon economy. Recommendations suggest ways to ensure that governments align efforts to support economic recovery with their objectives on climate change, biodiversity and wider environmental protection.

The impact of the Covid-19 crisis on public health in the six EU Eastern Partner (EaP) countries remains limited with 187 reported fatalities in the region as of 14 April. Armenia, Azerbaijan and Georgia (because of their proximity to Iran) saw the region’s first cases of Covid-19 in late February. Swift containment measures and limited intra-regional mobility have so far helped limit the spread of the virus, and the number of recorded cases remains relatively low in the South Caucasus.

This report reviews the micro, small and medium-sized business sector in the Republic of Moldova, as well as governmental policies related to small and medium-sized enterprises, particularly regarding financing and innovation. 

This report provides a comprehensive assessment of the status of SME policy development and implementation in the Republic of Moldova. In order to facilitate international comparison, it reviews the various aspects of SME policy according to the set of principles defined by the Small Business Act of the EU. The objective of this report is to define the key policy priorities for the next two years (2011-13) and to propose an indicative plan of action for the consideration of the Government of the Republic of Moldova and the SME policy community.
