This paper studies the potential drivers of governments’ approval rates in 18 Latin American countries using Internet search query data from Google Trends and traditional data sources. It employs monthly panel data between January 2006 and December 2015. The analysis tests several specifications including traditional explanatory variables of governments’ approval rates – i.e. inflation, unemployment rate, GDP growth, output gap – and subjective explanatory variables – e.g. perception of corruption and insecurity. For the latter, it uses Internet search query data to proxy citizens’ main social concerns, which are expected to drive governments’ approval rates. The results show that the perception of corruption and insecurity, and complaints about public services have a statistically significant association with governments’ approval rates. This paper also discusses the potential of Internet search query data as a tool for policy makers to understand better citizens’ perceptions, since it provides highly anonymous and high-frequency series in real-time.

This edition of the Reader’s Companion accompanies Skills Matter: Additional Results from the Survey of Adult Skills that reports the results from the 39 countries and regions that participated in the 3 rounds of data collection in the first cycle of PIAAC, with a particular focus on the 6 countries that participated in the third round of the study (Ecuador, Hungary, Kazakhstan, Mexico, Peru and the United States). It describes the design and methodology of the survey and its relationship to other international assessments of young students and adults.

The Survey of Adult Skills, a product of the OECD Programme for the International Assessment of Adult Competencies (PIAAC), was designed to provide insights into the availability of some key skills in society and how they are used at work and at home. The first survey of its kind, it directly measures proficiency in several information-processing skills – namely literacy, numeracy and problem solving in technology-rich environments.

Governments can use artificial intelligence (AI) to design better policies and make better and more targeted decisions, enhance communication and engagement with citizens, and improve the speed and quality of public services. The Latin America and the Caribbean (LAC) region is seeking to leverage the immense potential of AI to promote the digital transformation of the public sector. The OECD, in collaboration with CAF, Development Bank of Latin America, prepared this report to help national governments in the LAC region understand the current regional baseline of activities and capacities for AI in the public sector; to identify specific approaches and actions they can take to enhance their ability to use this emerging technology for efficient, effective and responsive governments; and to collaborate across borders in pursuit of a regional vision for AI in the public sector. This report incorporates a stocktaking of each country’s strategies and commitments around AI in the public sector, including their alignment with the OECD AI Principles. It also includes an analysis of efforts to build key governance capacities and put in place critical enablers for AI in the public sector. It concludes with a series of recommendations for governments in the LAC region.

This Chapter analyses the institutional arrangements for integrity within the Executive branch of Ecuador, highlighting the challenges in defining leadership and recognising the role of key actors in building a culture of integrity. It highlights that rather than creating a new ad-hoc Secretariat, Ecuador could leverage the co-ordination role of the General Secretariat of the Presidency of the Republic and the existing integrity-related competences of the Ministry of Labour. The Chapter also describes the composition and functions of the Ethics Committees and Anti-bribery Committees within public entities and provides an overview of integrity policies. It finds that both the Committees and policies do not embrace a preventive approach and that the units in charge of organisational change and culture could play a greater role in promoting and mainstreaming a culture of public integrity at entity-level.

In the wake of the technological revolution that began in the last decades of the 20th century, labour-market demand for information-processing and other high-level cognitive and interpersonal skills have been growing substantially. Based on the results from the 33 countries and regions that participated in the 1st and 2nd round of the Survey of Adult Skills in 2011-12 and in 2014-15, this report describes adults’ proficiency in three information-processing skills, and examines how proficiency is related to labour-market and social outcomes. It also places special emphasis on the results from the 3rd and final round of the first cycle of PIAAC in 2017-18, which included 6 countries (Ecuador, Hungary, Kazakhstan, Mexico, Peru and the United States). Public integrity is necessary to respond to corruption, sustain trust in public institutions and manage crises such as COVID-19 effectively. This report analyses the institutional responsibilities on public integrity in Ecuador. It proposes concrete recommendations to address fragmentation and to build a public integrity system involving all relevant actors at national level. The report also reviews Ecuador’s strategic approach to public integrity and proposes a roadmap toward a long-term state policy in line with national and international development objectives. Finally, it examines how Ecuador could mainstream integrity within the public entities of the executive branch.

The first table includes the recommendations aimed at laying the foundations of a public integrity system at the national level through greater co-operation and a strategic vision. Digitalisation is transforming the world of work and societies, and creating opportunities to learn and develop skills in new ways, times and places. The adoption and use of digital technologies can help Latin American countries close the skills gap with more advanced economies. Making the Most of Technology for Learning and Training in Latin America demonstrates how Latin American countries can realise the potential of new technologies for skills development in schools and all stages of life. It identifies barriers to accessing ICT infrastructure and connectivity limitations in Latin America, and provides recommendations on how they can be overcome to ensure that all students and citizens can benefit from new technologies for learning. The report explores the relationship between technology use in initial education and students’ performance in Latin America, and how policies can best support teachers as digital tools enter their classrooms. Digitalisation provides new opportunities for lifelong learning and this report examines the potential of open education and MOOCs in reaching those adults who are most in need of training in Latin American countries.

This Chapter describes the responsibilities of key national actors with integrity-related functions in Ecuador, which are assigned to different branches of the State. It illustrates the co-operation mechanisms set up between them, and how the creation of a National Integrity and Anti-corruption System could address their limits and enable national dialogue and co-operation across state´s branches and levels of administration on public integrity. The Chapter also analyses the integrity objectives which have been formulated in the National Development Plan 2017-2021 and in the National Public Integrity and Anti-corruption Plan 2019-2023 but have not generated the expected impact. It thus considers how to develop, in a progressive and participative manner, a strategic approach steered by the National Integrity and Anti-corruption System and leading to a long-term integrity vision for Ecuador.

This paper presents the results of a survey of micro-enterprises undertaken in Ecuador and Jamaica. The purpose was to understand the relationships between these countries' institutional and legal regulations, the degree of compliance by firms and the impact of compliance on their performance (particularly growth). This enquiry was complemented with case studies of issues related to compliance with regulations.

Initially, the paper sets out to analyse the characteristics of the microenterprises surveyed and their type of insertion into product and factor markets. Afterwards, it describes the differences observed in the regulatory frameworks of the two countries, and explains the differences in the degree of compliance with the law on the part of small firms. The final part of the paper determines statistically the relative importance of the factors that influence firm registration and identifies their effects on the growth of micro-enterprises.
