L’économie ghanéenne a visiblement passé un cap en 2001 : en phase de décélération depuis 1998, son PIB réel est reparti à la hausse, enregistrant une croissance de 4.2 pour cent. Le rythme de la croissance avait été de 3,8 pour cent en 2000, son taux le plus bas en dix ans. Il s’est stabilisé en 2002 (estimation : 4.4 pour cent) et devrait s’améliorer en 2003 (prévision : 5.2 pour cent). Le rebond de 2001 s’explique par le redressement de la production agricole, favorisé par l’amélioration de la politique macro-économique. Cette embellie s’est traduite par un assainissement significatif des finances publiques. Grâce à un alourdissement de l’effort fiscal et à la modération des dépenses publiques, le budget du pays a dégagé un excédent primaire record en 2001. Ce solde devrait rester excédentaire en 2003, sous l’effet de la consolidation de cette stabilité. La discipline monétaire, qui transparaît dans le regain de confiance vis-à-vis des actifs ghanéens et un approfondissement de l’intermédiation financière, contribue au reflux de l’inflation et destaux d’intérêt ainsi qu’au retour d’une relative stabilité sur le marché des changes. Ce repli de l’inflation devrait se poursuivre en 2003. Malgré le recul des cours internationaux des matières premières, la position extérieure du pays s’est redressée et cette tendance devrait se confirmer dans les années à venir…

The Kenyan economy resumed positive growth in 2001, with real GDP growth of 1.2 per cent from the negative 0.2 per cent recorded the previous year. The outlook is for Kenya to maintain positive but subdued growth, estimated at 1.6 per cent in 2002 and projected to rise to 2.8 per cent in 2003. The resumption of positive growth in 2001, however, did not reverse the five successive years of decline in income per head. Kenya’s recent poor economic performance has aggravated the unemployment and poverty situations in the country, with growth in wage employment decelerating between 1998 and 2001, the first downturn since independence. The percentage of Kenyans living below the poverty line has also increased since 1997. Kenya’s resumption of positive growth in 2001 was accompanied by a sharp deterioration in the government’s budgetary position following increased government expenditure amidst poor domestic revenue performance that was exacerbated by the continuing withholding of international assistance due to governance related problems.
