Georgia
This book presents the outcomes of a review of legal and institutional frameworks for fighting corruption in Georgia, which was carried out in the framework of the Anti-Corruption Network for Transition Economies based at the OECD. The review examined national anti-corruption policy and institutions currently in place in Georgia, national anti-corruption legislation, and preventive measures to ensure the integrity of civil service and effective financial control. This publication contains the recommendations as well as the full text of the self-assessment report provided by the government of Georgia.
Following the Rose Revolution of November 2003, the government of Georgia has undertaken large reform initiatives in the area of fiscal policy. These efforts have focused on taxation, tax administration, and the budget process, including cash and debt management. A new budget system law became effective in January 2004, establishing a comprehensive framework for the functions and responsibilities of the Ministry of Finance and the spending agencies via a two-stage prioritisation process guided by the annual “Basic Data and Directions” document.
The United States has no national level cluster-based policies, therefore this chapter explores one strategy in the state of Georgia to build strong science-driven clusters. The Georgia Research Alliance is a private sector-initiated entity to channel state R&D funds to industry-research collaborative projects at different stages in the commercialisation process as well as attract top researchers to the state.
Les États-Unis n’ayant pas de politiques de pôles d’activités (clusters) à l’échelon national, le présent chapitre analyse une stratégie mise au point dans l’état de Géorgie pour établir des pôles solides tirés par les sciences. La Georgia Research Alliance est un organisme créé par le secteur privé pour acheminer les financements de l’état en faveur de la R-D vers des projets de collaboration entre l’industrie et la recherche à différentes étapes du processus de commercialisation et pour attirer des chercheurs de très haut niveau en Géorgie.
