The OECD Council decided to open accession discussions with Peru on 25 January 2022. On 10 June 2022, the Council adopted the Roadmap for the accession of Peru to the OECD Convention [C/MIN(2022)24/FINAL] (the Roadmap) setting out the terms, conditions and process for accession to the OECD. The Roadmap provides that in order to allow the Council to take an informed decision on the accession of Peru, Peru will undergo in-depth reviews by the OECD technical committees listed in the Roadmap, including the Regulatory Policy Committee (RPC).
This report contains the findings, assessment and recommendations from two documents prepared to support the accession review discussions of the RPC with Peru on 12 April 2024, during its 30th session, and on 10 April 2025, during its 32nd session. In accordance with paragraph 28 of the Roadmap, the RPC agreed to declassify this report on 27 January 2026 and publish it under the authority of the Secretary-General, in order to allow a wider audience to become acquainted with its content. Publication of this document and the analysis and recommendations contained therein do not prejudge in any way the outcome of evaluations conducted as part of Peru’s accession process to the OECD.
This report has benefited from the expertise and material received from many officials, professionals, civil society and other experts on regulatory policy that the OECD review team interviewed during a fact- finding mission on 13-17 November 2023, and bilateral teleconferences. The report also reflects information provided by Peru over the course of 2024 and early 2025 that aimed to demonstrate progress towards the identified priority areas.
