In a Judgment of 18 August 1972, the International Court of Justice found by 13 votes to 3 that it had jurisdiction to hear an appeal by India relating to the jurisdiction of the Council of the International Civil Aviation Organization (ICAO) . By 14 votes to 2, the Court rejected the appeal and held that the ICAO Council was competent to entertain the Application and Complaint laid before it by Pakistan on 3 March 1971.
