image of OECD Communications Outlook 2003

The OECD Communications Outlook 2003 contains the most recent comparable data on the communications sector and on policy frameworks in OECD countries. It analyses major changes and trends in the communications sector and highlights the impact of four years of competition on the many OECD countries that fully opened their markets to competition in 1998. A broad array of indicators permits tracking communications network development and comparing performance on revenue, investment, employment, and service prices throughout the OECD area.

Recent Communication Policy Developments

The telecommunications industry has played an important role in productivity growth and technological diffusion over the last decade. As the supporting infrastructure for electronic commerce and the growth and diffusion of the Internet, the industry has been a key factor in the new economy and changes in economic structures. This chapter examines trends in competition, regulatory safeguards, foreign ownership, interconnection, portability and carrier selection, local loop unbundling, Internet regulation and CATV. Household expenditure on communication is also discussed.
