Foreword
While globalisation and restructuring are the hallmarks of the new telecommunications environment, agreement on methodologies to achieve long term goals such as universal access and fair competition, require debate amongst the leaders of the sector. The involvement of the private sector in the development process increases the complexity and diversity of approaches.
