La hausse des dépenses publiques de santé reste un problème dans pratiquement tous les pays de l’OCDE et de l’Union européenne. C’est pourquoi l’attention se porte de plus en plus sur les mesures qui atténueront ces pressions en améliorant la performance des systèmes de santé. Ce rapport présente un ensemble de politiques pouvant aider les pays à améliorer l’efficience des systèmes de santé et ainsi à obtenir un meilleur rapport qualité-prix dans les soins. Un large éventail d’instruments d’action sont examinés en tirant parti de données et d’études de cas portant sur de nombreux pays. Les thèmes suivants sont traités : le rôle de la concurrence sur les marchés de la santé ; les possibilités d’amélioration de la coordination des soins ; une tarification plus adaptée des produits pharmaceutiques ; un contrôle plus poussé de la qualité s’appuyant sur une utilisation plus intensive des technologies de l’information et de la communication pour les soins ; un plus large partage des coûts.
Drawing on relevant international research, including information from experts’ presentations and papers given at the December 2008 Joint Conference between the OECD and the Government of Mexico, this book sets out good practice in the design and implementation of incentive systems for teachers. With this aim in mind, the book provides analysis and discussion of the design and implementation of incentive systems for teachers as well as guidance on what should be rewarded and how it should it be measured, who should be rewarded, how they should they be rewarded and how policies should be developed and implemented to ensure stakeholder engagement and commitment.
The 2009 edition of Education at a Glance: OECD Indicators enables countries to see themselves in the light of other countries’ performance. It provides a rich, comparable and up-to-date array of indicators on the performance of education systems and represents the consensus of professional thinking on how to measure the current state of education internationally. The indicators look at who participates in education, what is spent on it and how education systems operate and at the results achieved. The latter includes indicators on a wide range of outcomes, from comparisons of students’ performance in key subject areas to the impact of education on earnings and on adults’ chances of employment. New material in this edition includes first results from the OECD Teaching and Learning International Survey (TALIS) on teacher practices as well as teacher appraisal and feedback; an analysis of the social benefits of education; information on long-term unemployment and involuntary part-time work among young adults; a review of trends in attainment; data on the incentives to invest in education which show the benefits of education in dollar amount across OECD countries; and a picture of excellence in education for 15-year-olds, based on findings from the PISA study.
Cet examen porte sur le contexte économique général de la réforme de la réglementation et sur la capacité des autorités chinoises à gérer réforme réglementaire, élaboration et respect des politiques de la concurrence et ouverture du marché. Ce rapport examine également le cadre réglementaire des secteurs de l’électricité et de l’eau et de la santé. Conformément à la procédure appliquée aux pays de l’OCDE, l’examen s’appuie sur une démarche pluridisciplinaire et particulièrement interactive. L’examen de la Chine a été réalisé au moyen de divers instruments et politiques de l’OCDE, tout en prenant en compte les problématiques propres à l’économie chinoise. Rising public health care spending remains a problem in virtually all OECD and EU member countries. As a consequence, there is growing interest in policies that will ease this pressure through improved health system performance. This report examines selected policies that may help countries better achieve the goal of improved health system efficiency and thus better value for money. Drawing on multinational data sets and case studies, it examines a range policy instruments. These include: the role of competition in health markets; the scope for improving care coordination; better pharmaceutical pricing policies; greater quality control supported by stronger information and communication technology in health care; and increased cost sharing.
The report discusses the prospects for shifting more travel to the most efficient modes and reducing travel growth rates, improving vehicle fuel efficiency by up to 50% using cost-effective, incremental technologies, and moving toward electricity, hydrogen, and advanced biofuels to achieve a more secure and sustainable transport future. If governments implement strong policies to achieve this scenario, transport can play its role and dramatically reduce CO2 emissions by 2050.
This publication, which is jointly produced by the OECD and Eurostat, includes statistics by detailed type of service on international trade in services for the 30 OECD countries, the European Union and the euro area* as well as analysis, definitions and methodological notes. The data are reported within the framework of the fifth edition of the IMF's Balance of Payments Manual and the Extended Balance of Payments Services Classification (EBOPS), which is consistent with the balance of payments classification but is more detailed.
This book includes summary tables by country and by service category and zone totals for the European Union, Euro area, G7, NAFTA, OECD - Asia and Pacific, OECD - Europe and total OECD which are comparable. Tables for each individual OECD country and for the EU and the euro area showing data for detailed service categories are also provided. Series are shown in US dollars and cover the period 1999-2007.

Drawing on the experience of IEA member countries, this IEA review assesses Chile’s major energy challenges and provides recommendations. Six main themes emerge: the successful liberalisation of the power sector in the 1980s; the essential role played by the state in ensuring energy security; the re-formulation of Chile’s long-term energy policy; the proposed reorganisation of the institutional framework; greater independence for the system operators; and the need for a clear framework of regulation so that long-term investment decisions integrate social and environmental costs.

It offers a concise overview of quantitative social trends and policies across the OECD. This 2009 edition includes a wide range of information on social issues – such as demography and family characteristics, employment and unemployment, poverty and inequality, social and health care expenditure, and work and life satisfaction –as well as a guide to help readers understand the structure of OECD social indicators. In addition to updating some of the indicators from previous editions, Society at a Glance 2009 adds several new and innovative social indicators, including adult height, perceived health status, risky youth behaviour and bullying. For the first time, the report also provides a condensed set of headline social indicators summarising social well-being in OECD countries. In addition, a special chapter examines leisure time across the OECD.
Government at a Glance is a new, biennial publication of the OECD providing over 30 indicators describing government performance. It compares the political and institutional frameworks of government across OECD countries, as well as government revenues, expenditures and employment. It also includes indicators describing government policies and practices in integrity, e-government and open government, and introduces several composite indexes summarising key aspects of public management practices in human resource management, budgeting and regulatory management. For each figure, the book provides a dynamic link (StatLink) which directs the user to a web page where the corresponding data are available in Excel® format.
With the development and entry into force of the United Nations Fish Stocks Agreement in 1995, the international community made a commitment to strengthen Regional Fisheries Management Organizations (RFMOs), established to deal with the management of shared high seas resources. This study takes stock of the changes made in RFMOs, highlighting a gradual process of improvement that has translated into significant success stories. While there is no single recipe for this process, ensuring that the fundamental building blocks are in place to help create and maintain the economic and political momentum for change is important. Altering the underlying economic incentives may help to better align the interests of member countries, allowing coalitions for change to develop within the membership. The study and its analysis is built on evidence from a range of case studies of RFMOs, most notably the Conservation of Southern Bluefin Tuna (CSBT), the International Commission for the Conservation of Atlantic Tunas (ICCAT), the Northwest Atlantic Fisheries Organisation (NAFO) and the North East Atlantic Fisheries Commission (NEAFC).

This innovative book provides the first assessment of IEA member countries’ progress on implementing energy efficiency policy. Using a rigorous evaluation process, it finds that while these countries are implementing a full range of energy efficiency measures, their efforts fall short. Pressing energy, climate and financial challenges require even more energy efficiency policy action – particularly in the transport sector. To address this action gap, IEA member countries must urgently ramp up their energy efficiency policy efforts.
