In the late afternoon and evening on the beachfront of Dili, the capital of Timor-Leste, school-age boys and young men with time on their hands gather to pass the time swimming or fishing or just lingering among vendors and others working along the waterfront. Timor-Leste has a lot of young people, as do other countries rebuilding after conflict. The challenge is involving them in the task, and in equal partnership between men and women.
