This paper examines the contribution of high-quality teacher professional development (TPD) to the strategies teachers report using to improve students’ learning in the classroom. What was taught in this TPD, and how it was delivered to teachers is compared across the 35 educational systems with available data in TALIS 2013. Results suggest that teachers who take part in curriculum-focused TPD are more likely to report using a variety of the instructional methods considered in this study. Furthermore, TPD delivered with greater levels of teacher collaboration, active learning and longer duration also increases, in many countries and economies, the likelihood of teachers reporting using a large number of these strategies. In contrast, teachers’ exposure to TPD involving other teachers from the school (i.e. with collective participation) seems to be specifically detrimental for active teaching methods. The paper discusses the prevalence of these features, national gaps in their exposure and policy implications derived from these findings.
With the advent of Shinkansen in 1964, a unique inter-city transport network in which high-speed railway and air transport developed simultaneously, emerged in Japan, and modal choice between them based on price and speed has been manifested. Looking ahead, the next generation high-speed transport, the Maglev, is on the horizon. In order to capture the full impacts of the Maglev technology, simulation analysis with a dynamic spatial nested logit model was conducted. From this, we identified a significant opportunity for the Maglev Super-express between Tokyo, Nagoya and Osaka, but with net benefitsexceeding net costs only with an annual economic growth of approximately 2% - 3% achieved in the next 65 years in Japan. If such economic condition were realized, the total air transport market would also continue to grow despite strong competition from the Shinkansen/Maglev system. Another point of interest is Maglev’s impact on reducing global warming. CO2 emission from Maglev is one-third of air transport. Introduction of Maglev Super-express in inter-city transport, however, also attracts passengers from Shinkansen that has five times lower CO2 emission intensity. Indeed, our simulation analysis shows that total CO2 emissions from high-speed inter-city transport increases when Maglev Super-express is introduced. Increase in total CO2 emission from electricity users including Maglev Super-express could be mitigated by energy conversion sector’s effort to reduce CO2 content of electric power supply, for instance, by increasing utilization of nuclear energy. Further research in assessing possible impact of capacity constraint in existing network, not considered in this paper, would facilitate deeper understanding of the future high-speed inter-city transport system.
France embarked on high-speed rail travel almost 40 years ago. Today it carries more passengers by far on its high-speed trains than any other European country. Regarded as something of a niche activity initially, high-speed rail has become a national priority in France as evidenced by its 1 900-km network of high-speed lines (LGV). The lines currently under construction will bring this total to 2 600 by 2017.

This paper reports the theoretical and empirical evidence on the distributional effects of Express Lanes. It also provides evidence of how they affect congestion, both in the Express Lanes themselves and in the parallel general-purpose lanes. The paper also helps put Express Lanes in context by discussing the merits of alternative approaches to managing congestion such as ramp metering, permits, and vehicle-kilometres travelled charges.

Issues that will shape the future of higher education institutions and new trends in campus architecture were the themes of a recent international seminar. Francisco Marmolejo, former consultant to the Organisation for Economic Co-operation and Development (OECD), presents here an overview of the seminar, explaining changes taking place in the area of higher education facilities and providing participants’ views. Presentations from three countries are also described below: Mexico’s Monterrey International Knowledge City; the higher education learning environment and the Finnish technology hub of Otaniemi; and, in Spain, the University of Salamanca’s R&D&I Building.

Questions surrounding the local and regional impact of higher education institutions (HEIs) have been around for a long time. In the United Kingdom there was pioneering work on the economic impact of Cambridge on its region (Segal Quince and Partners, 1985) and other studies in the 1980s, but the issues have become more focused in recent years around two poles of interest: the contribution that universities can make to the knowledge economy and the critical role that regions play in determining national economic success. This has prompted a major OECD/IMHE study, the findings of which have been published in a report entitled Higher Education and Regions: Globally Competitive, Locally Engaged (OECD, 2007). The report was followed by a conference, under the same title, held in Valencia, Spain, from 19 to 21 September 2007, which brought together many of the participants in the original research programme. As part of a larger effort to fund public universities, variable fees at the graduate and undergraduate levels are a topic of discussion in the United States and increasingly throughout the European Union. This essay describes the relatively new shift to have students pay for a significant portion of their university education, emerging fee structures, and discusses the possible policy implications of variable fee structures. We argue that emerging cost-sharing fee policy in the United States and in England is being pursued incrementally, without an adequate conceptual model for long-term funding of universities and their possible impact on students and academic programs.

Higher food prices are likely to stay; emergency aid can only be a short-term solution. Making African agriculture a profitable business could turn a food-price curse into a blessing. African governments and donors should promote the commercialisation of food crops.

Recent economics literature on offshoring highlights the trend towards the relocation of high-skill jobs to emerging economies. This evolution presents a challenge to the established knowledge economy discourse on which the relationship between higher education, higher skills, higher productivity and higher incomes has been based. This paper identifies some tentative impacts of offshoring for employment and education patterns in OECD countries and argues that the assumptions of the knowledge economy discourse need to be revised. The implications for higher education institutions are considered and three potential strategic responses are presented.

OECD governments are facing unprecedented challenges in the markets for government securities as a result of continued strong borrowing amid a highly uncertain environment with growing concerns about the pace of recovery, surging borrowing costs, sovereign risk and contagion pressures.

Following the end of the “Cold War”, the OECD has, since the early 1990s, been conducting “Outreach” activities (i.e. policy dialogue and capacity-building cooperation activities with non-Member economies), first with the Central and Eastern European countries in transition, and now extending to many other emerging economies. In the late 1980's the OECD began co-operation (i.e. policy dialogue with nonmember economies) with the Asian Newly Industrialising Economies, and when the Berlin wall fell in 1989 it launched a programme with the Central and East European countries in transition.

After some significant corrections in the second half of May and in early June, major equity markets have resumed their growth, in some cases regaining levels reached before the May-June contraction. Against a backdrop of healthy corporate balance sheets, robust earnings growth and low default rates, investor sentiment has remained positive, as reflected in these equity market developments and compressed credit spreads. However, there are signs of increasing nevousness, which include the May/June market turbulence and somewhat increased levels of historical and implied volatility. The increased nervousness may reflect in part downward revisions to economic forecasts.

Financial markets in major economies have been broadly strong after some weakening in the first part of the fourth quarter of 2005. Equity markets in the euro area have been buoyant over the past few months, and the strong upswing of Japanese markets in the fourth quarter was perhaps driven by prospects of the end of deflation.

Over the past few months, prices in major financial markets have remained strong despite further oil price increases. After major equity markets had shown a soft spot around March and April, they regained their upward trend in the second quarter. Terrorist attacks in London in July and the hurricane Katrina in the United States which hit the New Orleans region at the end of August did not disrupt markets, despite the large size of human, economic and insured losses associated with the latter event.

Over the past few months, major equity markets generally have continued their upward trend, while interest rates at the long end of the maturity spectrum have declined. Meanwhile, credit spreads for both investment grade and sub-investment grade borrowers continue to be compressed and volatility appears to have diminished in most market segments.

Financial markets have shown resilience in an environment of marked increases in oil and commodity prices and somewhat diminished expectations about the strength of the economic recovery. Major stock markets, which had risen over most of the first quarter, showed some weakening at the end of March, and again in late May and in mid-August, losing part of the gains they had made since the end of the downturn in the first half of 2003. This paper presents the main trends in respect of the supply of human resources in science and technology (HRST) in Latin America and the international mobility of its highly skilled labour. This will be done through the identification of potential data sources, followed by a presentation of indicators drawn from these sources. In addition, a short section is devoted to the main policy aspects surrounding these issues.

The section on policy issues will show that the main South American countries have in common a lack of strong or efficient policies for the migration of highly skilled human resources, although in recent years important changes have occurred in some of the countries of the region.

Education is one of the most important fields to promote the integration of refugee and newcomer children and youths in host countries. However, holistic education for refugee and newcomers has so far not been established into mainstream education systems in European countries. Projects and pilot programmes have developed across Europe to test holistic approaches. Some of them have started very recently as a response to the arrival of high numbers of refugees and newcomers, while others have been established for a longer period and have started to expand. This paper first provides an overview of key research gaps in refugee education. It then provides a mapping of promising holistic education practices in Europe, with a focus on Germany, Greece and the Netherlands. Based on this, the paper explores key conditions to upscale and institutionalise promising practices of holistic refugee and newcomer education.
