This volume contains the report of the International Law Commission on the work of its fifty-fifth session (5 May - 6 June and 7 June – 8 August 2003). The issues discussed at that session included: reservations to treaties, diplomatic protection, unilateral acts of States, state responsibility, and international liability for injurious consequences arising out of acts not prohibited by international law, and responsibilities of international organizations.

Organization of the session

The International Law Commission held the first part of its fifty-fifth session from 5 May to 6 June 2003 and the second part from 7 July to 8 August 2003 at its seat at the United Nations Office at Geneva. The session was opened by Mr. Robert Rosenstock, Chairman of the Commission at its fifty-fourth session.
