A number of developed economies face growth problems in tourism. The tourism industry also suffers from below-average labour productivity. There is a lack of innovation in tourism. This text questions the existence of mechanisms, such as innovation processes, that can be put in place to help governments to support quality improvements and increased profitability and to overcome this weakness in growth.
