Strategic Study on Communication Infrastructure and Paperless Administration

This study examines the Spanish Information Society strategy plan Avanza 2. Upon request from Spain, focus has been on two selected perspectives corresponding to overall objectives of the Plan Avanza 2: Improving the communication infrastructures and achieving a paperless administration. The e-government section on a paperless administration is grounded in the two areas of e-taxation and e-justice. Thus the study is not a comprehensive review of Plan Avanza 2 – only of selected parts.

Foreword
This report contains the main findings of a strategic review on communication infrastructure and paperless administration in Spain, the Plan Avanza 2 (hereinafter, “the Plan”). The OECD reviewed in 2010 the previous information society strategy, Plan Avanza, and published the report Good Governance for Digital Policies: How to get the Most Out of ICT. The Case of Spain’s Plan Avanza. Spain launched Plan Avanza in 2005 and, to sustain its efforts to advance its information society, approved, in July 2010, Plan Avanza 2. The recently appointed Spanish government is in the process of elaborating the Digital Agenda for Spain, aligned with the European Digital Agenda.
