Strategic Study on Communication Infrastructure and Paperless Administration

This study examines the Spanish Information Society strategy plan Avanza 2. Upon request from Spain, focus has been on two selected perspectives corresponding to overall objectives of the Plan Avanza 2: Improving the communication infrastructures and achieving a paperless administration. The e-government section on a paperless administration is grounded in the two areas of e-taxation and e-justice. Thus the study is not a comprehensive review of Plan Avanza 2 – only of selected parts.

Communication infrastructure
This chapter examines the measures the Spanish government has taken to reform and extend Spain’s broadband communication infrastructure under the Plan. It first sets them against the broader context of current developments in the market and examines related domestic and European policies from the overall perspective of improving Spain’s network connectivity. The chapter then goes on to explore and assess the different actions and technical options Spain has taken. It principally scrutinises the country’s supply-side policies, but also discusses how they may be aligned with action on the demand side. It stresses the importance of a carefully co-ordinated, whole-of-government strategy and a technologically holistic approach that should constantly monitor progress (or lack of). The chapter concludes with a review of the key assessments to emerge from the analysis and proposes recommended courses of action where necessary.
