OECD Journal on Budgeting

The OECD journal on public sector budgeting, published three times per year. It draws on the best of the recent work of the OECD Working Party of Senior Budget Officials (SBO), as well as special contributions from finance ministries, and makes it available to a wider community in an accessible format. The journal provides insight on leading-edge institutional arrangements, systems and instruments for the allocation and management of resources in the public sector. Meeting the Challenges of Integrating Budget and Performance

This article examines the PART initiative of the United States Office of Management and Budget from a practical standpoint: how federal agencies have dealt with the requirements of PART and what strategies they have employed to be successful. The article highlights four challenges that confront both agencies and OMB as they work to complete assessments of all 1 000 programmes and describes approaches that agencies are taking to meet these challenges.
