Ce rapport passe en revue les dispositions légales luxembourgeoises pour lutter contre la corruption d’agents publics étrangers, et évalue leur efficacité. Il examine les mécanismes introduits dans les secteurs public et privé pour prévenir et détecter les actes de corruption d’agents publics étrangers. Il examine également l’efficacité des mécanismes d’enquête et de poursuite quant aux infractions de corruption commises par des agents publics étrangers et des infractions connexes comme la fraude et le blanchiment d’argent. Le rapport conclut par des recommandations spécifiques concernant la prévention et la détection, ainsi que les poursuites et les condamnations. Les principales dispositions légales présentées par le Luxembourg au processus de révision pour décourager, prévenir et lutter contre la corruption sont également incluses.

This report surveys the legal provisions and the institutions in place in Norway to combat bribery of foreign public officials and evaluates their effectiveness. It examines the mechanisms introduced in both the public and private sectors to prevent and detect acts of bribery of foreign public officials. It also reviews the effectiveness of mechanisms for investigating and prosecuting the offence of bribery of foreign public officials and related offences such as fraud and money-laundering. The report concludes with specific recommendations regarding prevention and detection, as well as prosecution and punishment. Cette publication met en lumière les enseignements tirés de la mise en œuvre des réformes. L’exercice de suivi porte sur les questions centrales de l’ouverture des marchés et de la capacité du gouvernement à produire une réglementation de qualité. Des chapitres plus détaillés sur les autorités de régulation et le secteur de l’électricité, qui sont fondamentaux pour le développement économique et social du Mexique, complètent l’analyse.

This review is the first study that undertakes an in-depth analysis of e-government in Norway from a whole-of-government perspective. It looks at the progress to date and the remaining challenges the Norwegian government faces in implementing e-government and provides a detailed analysis of the e-government policy cycle, focusing on the role of the central state as a policy actor. This review is the first study that undertakes an in-depth analysis of e-government in Mexico from a whole-of-government perspective.  Mexico completed the initial phase of setting up and delivering e-government services successfully, but the continuing public demands to improve government have made the country realise the importance of refocusing the strategy to find a way of making e-government improve the overall quality of government.
