This handbook introduces the concept of innovation diffusion and provides a guide to help policymakers in the European Union and beyond to gain a view of the strengths and weaknesses of their regional innovation challenges and existing policy supports. This report was prepared as part of an OECD project to develop a self-assessment toolkit for barriers to regional innovation diffusion that aims to provide policymakers with a tool to assess strengths and weaknesses of innovation diffusion channels in their regions.
