This paper examines how the region of North Karelia, Finland, can improve subnational conditions to support the implementation of more environmentally sustainable mining projects while enhancing regional development benefits. It offers guidance to strengthen the regional mining ecosystem across five key pillars: the regional policy framework; mining governance with a focus on permitting and social acceptance; the regional labour market; innovation and circularity; and infrastructure.
