Launched in October 2014 during the Global Forum Plenary meeting in Berlin, Germany, the Africa Initiative, brings together African countries, technical partners and donors committed to addressing illicit financial flows (IFFs) by strengthening tax transparency and exchange of information (EOI). Its ultimate objective is to support countries in enhancing domestic resource mobilisation (DRM), in line with broader frameworks such as the African Union’s Agenda 2063 and the Sustainable Development Goals.
The Initiative has been implemented through successive mandates since 2015, reflecting sustained political commitment and growing engagement from African countries, partners and donors. This commitment was further reinforced through the landmark Yaoundé Declaration, first signed in November 2017 at the Global Forum Plenary meeting in Yaoundé, Cameroon.
It serves as a key regional platform to:
- build capacity in tax transparency and EOI
- share experiences and best practices
- maintain political momentum for reforms across the continent.
Members meet twice a year to share experiences, address common challenges, and advance the implementation and effective use of EOI. These meetings provide an opportunity to review progress, agree on priority actions under a common work plan, and strengthen regional collaboration. Through these regular exchanges, the Initiative fosters continuity, co-ordination, and peer learning, ensuring it remains responsive to evolving continental needs.
