Early Childhood Development and Education

Throughout the region, the care and education of young children have become an issue. Pre-school enrolment rates fell in many (not all) countries; sometimes dramatically so (from 64% to 45% in Lithuania; from 65% to 32% inArmenia; from 52% to 12% in Kazakhstan, all between 1989 and 1997). Two main problems are common: a lack of supply due to cut-backs in funding, and the lack of demand due to rising female unemployment and lower family incomes so that fewer families could afford to send their children to kindergartens...
