This book gives an overview of the Bulgarian education system and describes its development since its development over the past decade. It provides an analysis of the entire education system, and identifies key directions for the reinforcement of the reform process in light of the challenges encountered by officials, communities, enterprises, educators, parents and students under rather difficult conditions.
Earthquakes and other natural disasters are unpredictable, and often deadly. In developed and developing countries alike, the cost in human life and infrastructure is very high. The danger to schools is of particular concern, given the concentration of young people attending them, and schools' broader role in communities -- not the least of which is their common use as places of refuge after an earthquake or other disaster.
This report provides internationally comparable data from upper secondary schools. It sheds light on how these schools are managed and financed, on their approaches to and difficulties in securing qualified teachers, and their efforts to support the professional development of teachers. The report is based on OECD’s International Survey of Upper Secondary Schools that was conducted in 2001 in Belgium (Fl), Denmark, Finland, France, Hungary, Ireland, Italy, Korea, Mexico, the Netherlands, Norway, Portugal, Spain, Sweden, Switzerland.
Les pays de l’OCDE attachent une importance grandissante aux politiques de formation tout au long de la vie et aux politiques actives de l’emploi, en tant qu’instruments de la croissance économique et de l’équité sociale. Des systèmes efficaces d’information et d’orientation sont essentiels pour étayer la mise en œuvre de ces politiques, et tous les citoyens doivent acquérir les compétences nécessaires pour gérer eux-mêmes leur évolution professionnelle. Un grand décalage existe cependant entre les objectifs des décideurs publics et les capacités des systèmes nationaux d’orientation.
Basée sur un examen conduit dans 14 pays de l’OCDE, cette publication étudie les moyens qui pourraient éventuellement permettre de remédier au décalage entre les services d’orientation professionnelle et l’action gouvernementale.
OECD countries are attaching rising importance to lifelong learning and active employment policies as tools of economic growth and social equity. Effective information and guidance systems are essential to support the implementation of these policies, and all citizens need to develop the skills to self-manage their careers. Yet there are large gaps between these policy goals and the capacity of national career guidance systems. Based upon a review conducted in 14 OECD countries, this publication explores how these gaps might be narrowed. It advocates improved national co-ordination arrangements and greater attention to research and data collection to inform policy makers. It also promotes the development of improved and more specialised training programmes for practitioners and the creation of more specialised career guidance organisations for the delivery of services.
Betrachtet werden vor allem solche Merkmale, die zusammengenommen die Wahrscheinlichkeit erhöhen, dass ein Schüler zu einem selbstsicheren und autonomen Lerner wird.
Die Ergebnisse bestätigen, dass zwischen den Lernansätzen und den messbaren Lernergebnissen der Schülerinnen und Schüler ein enger Zusammenhang besteht. So erzielen z.B. Schülerinnen und Schüler, die ein ausgeprägtes Leseinteresse zeigen und vergleichsweise stärker auf ihre Fähigkeit zur Lösung ihnen selbst schwierig erscheinender Probleme vertrauen, tendenziell auch bessere Ergebnisse. In dem Bericht wird ferner nachgewiesen, dass ein besonders enger Zusammenhang zwischen der Tendenz der Schülerinnen und Schüler zur Selbstkontrolle des Lernprozesses durch bewusste Beobachtung ihrer Fortschritte bei der Realisierung persönlicher Ziele einerseits und ihrer Motivation und ihrem Selbstvertrauen andererseits besteht. Das legt den Schluss nahe, dass effektives Lernen nicht einfach als spezielle Fertigkeit gelehrt werden kann, sondern in erheblichem Maße von der Entwicklung einer positiven Einstellung abhängt.

Within each assessment area, the volume defines the content students need to acquire, the processes they need to perform, and contexts in which knowledge and skills are applied.
La gestion des connaissances comprend toutes les activités liées à l'acquisition, l'usage et le partage des connaissances au sein d'une organisation. Ces pratiques, de plus en plus utilisées, affectent l'innovation et les autres aspects des performances des entreprises. On cherche aujourd'hui à comprendre et à mesurer cette activité afin que les organisations aient de meilleurs résultats et que les gouvernements puissent concevoir des politiques en vue de promouvoir ces pratiques.

The International Survey of Upper Secondary Schools (ISUSS) was established to determine how successful upper secondary schools are in preparing young adults for life. It investigates key factors which shape the success of upper secondary students' learning. This publication describes the methodology of the survey and allows researchers to understand and replicate its analyses.
DIE ROLLE VON HUMAN- UND SOZIALKAPITAL
In unserer heutigen, sich rasch wandelnden Welt dürfte der Erfolg von Nationen, Individuen, gesellschaftlichen Gruppen und Gemeinwesen wohl mehr denn je von deren Fähigkeit abhängen, sich dem Wandel anzupassen, Wissen zu erwerben und auszutauschen.
Der vorliegende Bericht trägt zur Klärung der Konzepte Human- und Sozialkapital bei und evaluiert deren Einfluss auf Wirtschaftswachstum und Wohlergehen. Der Begriff des Sozialkapitals, der erst seit kurzem in der Wirtschafts- und Sozialwissenschaft existiert, ist bislang noch relativ wenig belegt. Der Bericht stützt sich daher auf eine Reihe empirischer Untersuchungen, die auf potentiell signifikante Beziehungen zwischen Human- und Sozialkapital hindeuten.
Den verfügbaren Erkenntnissen zufolge können Human- und Sozialkapital einen entscheidenden Beitrag zu einer ganzen Reihe positiver Ergebnisse leisten, die von höheren Einkommen über stärkeren sozialen Zusammenhalt bis hin zu größerer Lebenszufriedenheit reichen. Auch wenn es keine Belege für systematische „Unterinvestitionen" weder in Human- oder Sozialkapital gibt, werden doch gewisse Bedenken hinsichtlich Verteilung und Qualität beider Kapitalformen geäußert und die Frage untersucht, wie sich diese Aspekte auf das Wohlergehen künftiger Generationen auswirken könnten. Kurzfristig verfügt die staatliche Politik nur über begrenzten Spielraum zur Beeinflussung von Qualität, Niveau und Verteilung des Human- und Sozialkapitals. Langfristig gibt es aber eine Reihe von Bereichen, in denen staatliche, private und ehrenamtliche Akteure zur Verbesserung des Human- und Sozialkapitals beitragen können.
This handbook provides answers to questions such as "What is a teacher?", "What do we mean by public education expenditure?" as well as questions concerning the use of the indicators "How should I interpret expenditure per student?" "What is it measuring?". In so doing, the handbook aims to facilitate a greater understanding of the OECD statistics and indicators produced and so allow for their more effective use in policy analysis. Equally, it provides a ready reference of international standards and conventions for others to follow in the collection and assimilation of educational data. This publication describes the methodology used in the International Survey of Upper Secondary Schools(ISUSS) and in related OECD publications and allows researchers to understand and replicate its analyses.
Knowledge management involves any activity related to the capture, use and sharing of knowledge by an organisation. Evidence shows that these practices are being used more and more frequently and that their impact on innovation and other aspects of corporate performance is far from negligible. Today, there is a recognition of the need to understand and to measure the activity of knowledge management so that organisations can be more efficient and governments can develop policies to promote these benefits. This book offers a synthetic view of the results of the first systematic international survey on knowledge management carried out by national statistical offices in Canada, Denmark, France and Germany.
Today's "knowledge economies" are seeing the emergence of new paradigms for innovation and the advancement of knowledge in relation to economic activities. This report explores some key determinants of innovation and their implications for the advancement of knowledge in a particular sector – primary and secondary education.
The analysis shows that there is considerable scope for certain drivers that have helped speed up innovation in other sectors to take effect in education. However, in practice, a number of basic characteristics of education systems have prevented innovation from changing this sector fundamentally.
Nevertheless, educational policy makers can learn much from observing how innovation occurs and how sectors are transformed in the most knowledge intensive parts of the economy.
Les tremblements de terre et autres désastres naturels sont imprévisibles et souvent mortels. Ils entraînent des coûts élevés, tant dans les pays développés que dans les pays en développement, sur le plan humain comme au niveau des infrastructures. Le danger couru par les établissements d'enseignement est particulièrement préoccupant étant donné la concentration de jeunes occupants qu'ils abritent et le rôle élargi qu'ils jouent au niveau de la communauté. Ils sont en particulier communément utilisés comme lieux de refuge après un tremblement de terre ou un autre désastre.
This book outlines practices in OECD countries to promote equity in education, that is, to address the needs of students with disabilities, learning difficulties and social disadvantages. The book highlights the number of students involved and where they are educated (special schools, special classes or regular schools). New data are included covering pre-school and upper secondary education and data on gender have also been expanded. The book also includes information on the physical provision and on student/teacher ratios. It includes a comprehensive set of statistics on the different categories of students and indicators of equity. The analysis is based on both quantitative and qualitative data provided by 28 OECD countries and a number of provinces.
Cet ouvrage analyse les pratiques en matière d’égalité dans la répartition des ressources pour l’éducation et de soutien aux élèves souffrant de déficiences, de difficultés d’apprentissage ou de désavantages sociaux dans les pays de l’OCDE. Il inclut des statistiques sur les différentes catégories d’élèves et offre une présentation exhaustive des données et des indicateurs de l’équité. L’analyse repose sur les données à la fois quantitatives et qualitatives communiquées par 28 pays de l’OCDE ou de certaines de leurs provinces.
La educación ha sido una prioridad central para Chile desde el retorno a la democracia en 1990. Gracias a un sostenido crecimiento económico y a un compromiso por aumentar la inversión pública en educación, Chile ha realizado mejoramientos claves en su sistema educacional en este período. Una reforma reciente asegura doce años de escolaridad obligatoria y gratis para todos los niños de Chile. La matrícula en educación secundaria se ha expandido rápidamente y los salarios de los profesores han aumentado en un 140%. Si continúan las tendencias actuales, más de 800.000 estudiantes ingresarán a la educación superior en 2010. Chile ha logrado mucho en un corto período de tiempo. Ha mejorado la calidad de la educación y el acceso a todos sus niveles, convirtiéndose así en el país líder de América Latina en este aspecto.
Revisión de Políticas Nacionales de Educación: Chile cubre todo el sistema de educación del país, desde la educación parvularia a la educación superior y también el aprendizaje a lo largo de la vida para todos. Asimismo, analiza el sistema en términos de su impacto económico, social y político.
Esta revisión está basada en la permanente cooperación con las economías no miembros de todo el mundo. Es particularmente interesante tanto para aquellos profesionales involucrados en políticas educacionales, como para los que trabajan directamente en el sistema educacional de Chile.
