The chronic inadequacy of Latin America’s capacity to import is well known, and is attributable to the following two structural factors, common to almost all the countries of the region; (a) heavy demand for imported capital goods, foodstuffs, fuels and raw materials for development purposes; and (b) marked dependence upon external demand for a few staple export commodities.
