In recent economic development plans of the countries in the region, increasing attention has been given to basic development in agriculture, transport and power. Reconstruction or rehabilitation and new development of a basic character require vast capital outlay, and can be sufficiently remunerative only over a long period. As a result, the State has been called upon to assume large responsibilities and to take the initiative in basic economic development. Even where the ultimate intention is to hand over certain industries to private enterprise, the initial process of promoting, financing and operating has been deliberately undertaken by the State.
