The volume 19 compiles the disarmament resolutions and decisions of the forty-ninth session of the General Assembly, the voting patterns in the General Assembly and the First Committee report and dates of their adoption. It summarizes developments and trends in 1994 on key issues of multilateral consideration at the international and regional levels. Reviews the activity of the forty-ninth session of the General Assembly, the Conference on Disarmament and the Disarmament Commission. Contains a timeline that highlights events in multilateral disarmament in 1994.

Special conference of the States parties to the biological weapons convention
As a result of negotiations in the multilateral negotiating body in Geneva, the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction was opened for signature on 10 April 1972. It entered into force on 26 March 1975, when, pursuant to its article XIV, instruments of ratification had been deposited by 22 Governments. By the end of 1994, 132 States were parties to the Convention.
