Multilateral Assistance to Education in the Pacific Island States

Peter Higginson examines the provision of multilateral assistance to the small states of the Pacific in relation to the variables of scale, isolation and dependence. He finds that all three factors have constrained the effectiveness of educational aid. He considers the mismatch between western models of educational provision and the realities of the small island context.
