This book is a significant contribution to the literature on educational development in small states. It examines the forces shaping the work carried out by the Commonwealth Secretariat, including ministerial mandates and meetings of experts and reviews the varied programmes of activities that have resulted. Particular acknowledgement is given to the seminal influence of the Mauritius Meeting of Experts on Education in Small States held in 1985 and to the seven sets of thematic activities that this initiated. The book is designed to contribute to a new Commonwealth consultative process, and suggests a possible framework to help identify key questions for contemporary consideration, and potential themes and strategies for further development.



Retrospect and Prospect: Achievements and Limitations, 1985 to 1998

In the light of the above review, it is clear that much has been achieved across the seven themes pursued by the Commonwealth Secretariat since 1985. Indeed, a pioneering role has been played by the Secretariat, laying the foundations for work on education in small states that will be continued, individually and collaboratively, by international agencies, governments, regional bodies and other organisations in the future. The review demonstrates how, in addition to the initial themes inspired by the Mauritius meeting, new themes and issues have been added as times and mandates have changed and the work has progressed.
