Durante este periodo se han registrado importantes mejoras en la salud de las finanzas públicas que deja a México en mejor postura para soportar la actual crisis económica global.  Desde 2006 el gobierno mexicano ha avanzado con la aprobación de una serie de leyes y reformas dirigidas a enfrentar los retos estructurales, mejorar la responsabilidad y transparencia fiscales, y crear un proceso y un marco presupuestarios más eficientes y transparentes en línea con las prácticas internacionales.  El informe comenta las recientes reformas en México y los sistemas actuales para la formulación del presupuesto, la función del Congreso, la ejecución del presupuesto y la gestión financiera, así como la rendición de cuentas de los resultados (presupuesto basado en resultados). Además, el informe formula propuestas para futuras reformas.

This annual publication presents a unique set of detailed and internationally comparable tax data in a common format for all OECD countries from 1965 onwards. It also defines which government receipts should be regarded as taxes and classifies them. This edition includes a special feature on changes to the guidelines for attributing revenues to levels of government.

Why do some regions grow faster than others, and in ways that do not always conform to economic theory? This is a central issue in today’s economic climate, when policy makers are looking for ways to stimulate new and sustainable growth. OECD work suggests that there is no one-size-fits-all answer to regional growth policy. Rather, regions grow in very varied ways and the simple concentration of resources in a place is not sufficient for long-term growth. This report draws on OECD analysis of regional data (including where growth happens, country-by-country), policy reviews and case studies. It argues that it is how investments are made, regional assets used and synergies exploited that can make the difference. Public investment should prioritise longer-term impacts on productivity growth and combine measures in an integrated way. This suggests an important role for regional policies in shaping growth and economic recovery policies, but also challenges policy makers to implement policy reforms.

Innovation is crucial to long-term economic growth, even more so in the aftermath of the financial and economic crisis. In this volume, the OECD and the World Bank jointly take stock of how globalisation is posing new challenges for innovation and growth in both developed and developing countries, and how countries are coping with them. The authors discuss options for policy initiatives that can foster technological innovation in the pursuit of faster and sustainable growth.

 

The various chapters highlight how the emergence of an integrated global market affects the impact of national innovation policy. What seemed like effective innovation strategies (e.g. policies designed to strengthen the R&D capacity of domestic firms) are no longer sufficient for effective catch-up. The more open and global nature of innovation makes innovation policies more difficult to design and implement at the national scale alone. These challenges are further complicated by new phenomena, such as global value chains and the fragmentation of production, the growing role of global corporations, and the ICT revolution. Where and why a global corporation chooses to anchor its production affects the playing field for OECD and developing economies alike.

Innovation has become a key factor for economic growth, but how does the process take place at the level of individual firms? This book presents the main results of the OECD Innovation Microdata Project -- the first large-scale effort to exploit firm-level data from innovation surveys across 20 countries in an internationally harmonised way, with a view to addressing common analytical questions. Through the use of common indicators and econometric modeling, this analytical report presents a broad overview of how firms innovate in different countries, highlights some of the limitations of current innovation surveys, and identifies directions for future research.

Chile is one of the major players in the world fishing scene. But during the past fifty years, Chile has had to face issues of over-investment, sharp declines in catch levels, disputes among stakeholders, fleet downsizing, and aquaculture diseases, among others. This report describes the challenging and complex learning process that the Chilean fisheries and aquaculture sector has undergone and the evolution of its policies and management systems. Governance of the industrial, artisanal and aquaculture industries has followed different paths of policy development and current management reflects the particular pressures confronting each segment of the sector. And policy evolution continues, with a range of initiatives underway to meet the current challenges. The negative impacts of climate change will hit poor people and poor countries disproportionately, and further compromise the achievement of their development objectives. Integrating Climate Change Adaptation into Development Co-operation provides essential information and advice on how to facilitate the integration of adaptation into development processes. The objectives of this policy guidance are to: i) promote understanding of the implications of climate change on development practice and the associated need to mainstream climate adaptation in development co-operation agencies and partner  countries; ii) identify appropriate approaches for integrating climate change adaptation into development policies at national, sectoral and project levels and in urban and rural contexts; and iii) identify practical ways for donors to support developing country partners in their efforts to reduce their vulnerability to climate variability and climate change. While efforts to integrate climate change adaptation will be led by developing country partners, international donors have a critical role to play in supporting such efforts.

Les objectifs de ce document d’orientation sont : i) expliciter les incidences du changement climatique sur les pratiques de développement et, par conséquent, la nécessité d’intégrer pleinement l’adaptation au changement climatique dans les politiques des agences d’aide et des pays partenaires ; ii) recenser les approches qui permettent d’intégrer l’adaptation au changement climatique dans les politiques de développement aux niveaux national, sectoriel et des projets, tant en milieu urbain que rural ; et iii) indiquer comment les donneurs peuvent concrètement soutenir les efforts des pays partenaires pour réduire leur vulnérabilité face à la variabilité et au changement climatiques. S’il revient aux pays partenaires de jouer un rôle moteur dans le cadre d’efforts visant à intégrer l’adaptation au changement climatique dans le développement, les agences d’aide auront un rôle déterminant à jouer en soutenant ces efforts.

Community capacity building (CCB) is a fairly new term for an age-old good: enabling people to define their own destinies. Higher-level skills are increasingly demanded by the knowledge-based economy. But with rising mobility and demographic change, it is no longer so simple to invest in a skilled workforce for the future. Actions are needed on a variety of fronts, including attracting and retaining talent, better integrating disadvantaged groups into the labour force, and upgrading the skills of low-paid workers. Much of the responsibility for these actions falls squarely on the shoulders of local policy makers.

Drawing from a wide array of case studies, this book analyses best-practice local strategies for increasing workforce skills. And it also takes a close look at the opportunities and challenges presented by international migration. The in-depth case studies in this report range from Shanghai’s “Highland of Talent Strategy” to new “career ladders” which help immigrants escape low-skilled, low-paid employment in New York. National and local-level recommendations on local skills development are provided, for both OECD and non-OECD countries.

Pharmacogenetics helps us understand the relationship between an individual’s genetic make-up and the way medicines work for each person. This book reviews the use of pharmacogenetics across all stages of the health innovation cycle from research through to uptake by doctors and patients. It focuses on how to optimise the use of pharmacogenetics to deliver effective innovations for public health, and design policies that enhance their economic and social benefits. The book argues for large-scale studies to validate the biomarkers that underpin pharmacogenetics and policies to share the cost and risk of using  pharmacogenetics to improve the use of existing  medicines. Governments and others need to align regulatory, reimbursement and other incentives and work  with industry to measure better the impacts of pharmacogenetics. Health systems need to take positive steps to adapt to the use of pharmacogenetics and ensure that health professionals receive adequate training.

L’analyse d’impact de la réglementation (AIR) est une démarche systémique d’évaluation critique des effets positifs et négatifs de la réglementation en projet ou en vigueur, ainsi que des substituts non réglementaires.  Cette publication rassemble des travaux récents de l’OCDE portant sur les aspects méthodologiques et les expériences nationales résultant de la mise en œuvre de l’AIR. Les différents chapitres de l’ouvrage traitent d’un certain nombre des défis auxquels se trouve confrontée l’efficacité de l’AIR, notamment les facteurs systémiques qui influent sur sa qualité, les cadres méthodologiques qui peuvent lui être utiles pour améliorer la réglementation ainsi que les orientations concernant son emploi qui permettent d’éviter de réglementer inutilement des marchés concurrentiels. Un examen de l’application de l’AIR en matière de gouvernement d’entreprise dans un certain nombre de pays de l’OCDE est également proposé. Au total, cette publication constitue une source d’indications pratiques particulièrement utiles sur les moyens de renforcer l’efficacité des méthodes d’AIR afin de promouvoir la prospérité économique grâce à une réglementation de meilleure qualité.

Les politiques menées en matière de pensions et de retraite ont connu des évolutions considérables au cours des dernières années, les pouvoirs publics s’efforçant de concilier deux objectifs : assurer des revenus suffisants aux retraités et garantir la viabilité financière à long terme des systèmes de retraite face au vieillissement de la population. Panorama des Pensions 2009 propose un cadre de référence cohérent permettant de comparer les politiques adoptées dans ce domaine par les différents pays de l’OCDE, ainsi qu’un ensemble de données fiables.

Cette troisième édition renferme des informations actualisées sur les principales caractéristiques des pensions versées au sein des pays de l’OCDE et contient des projections relatives aux revenus que percevront demain les salariés d’aujourd’hui. Elle offre également une gamme élargie d’indicateurs, parmi lesquels figurent des données chiffrées concernant les actifs, les performances des investissements, l’ampleur des régimes de retraite privés, les dépenses consacrées au régime public mais aussi le contexte et les perspectives démographiques.

Quatre chapitres thématiques analysent en détail les grandes problématiques liées aux politiques aujourd’hui conduites en matière de retraite. Le premier chapitre étudie les répercussions de la crise économique et financière actuelle sur les systèmes de retraite. Quels sont les pays et les individus les plus touchés ? Quelles mesures les pouvoirs publics peuvent-ils prendre pour les aider et quelles sont les conduites à éviter ? Le deuxième chapitre s’intéresse quant à lui aux revenus et à la pauvreté des personnes âgées, en analysant les tendances observées au cours des 20 dernières années. Dans de nombreux pays, la situation des retraités s’est améliorée par rapport à celle de la population prise dans son ensemble, mais il reste néanmoins des poches de pauvreté au sein de la population âgée. Le troisième chapitre contient une étude actualisée des réformes des retraites exposées dans la précédente édition des Panorama des Pensions. En quoi les systèmes de retraite ont-ils changé au cours de la période 2004-08 ? Enfin, le quatrième et dernier chapitre thématique s’attache à l’ampleur des régimes facultatifs de pensions privées, en élargissant le champ d’analyse aux différences existant en fonction de l’âge et des revenus. Il évalue également cinq politiques visant à développer ces systèmes.

L’élaboration et l’entrée en vigueur de l’Accord des Nations Unies sur les stocks chevauchants en 1995 marquait la volonté de la communauté internationale de renforcer les organisations régionales de gestion des pêches, établies pour assurer la gestion des ressources hauturières partagées. Cette étude dresse le bilan des changements introduits dans ces organisations et met en évidence le processus progressif d’amélioration qui a débouché sur de véritables succès. Quoiqu’il n’existe pas de recette unique pour mener à bien ce processus, l’étude souligne qu’il est essentiel de veiller à la présence de certains éléments fondamentaux permettant de créer et de maintenir la dynamique économique et politique indispensable au changement. La modification des incitations économiques sous-jacentes pourrait contribuer au rapprochement des intérêts des pays membres, propice à la formation de coalitions en faveur de la réforme. Cette étude s’appuie sur les informations contenues dans les études de plusieurs ORGP et plus particulièrement de la Commission pour la conservation du thon rouge du sud, de la Commission internationale pour la conservation des thonidés de l'Atlantique, de l’Organisation des pêches de l’Atlantique nord-ouest et de la Commission des pêches de l'Atlantique nord-est.

This book analyses systemic innovation in education by looking at the ways in which educational systems encourage innovation, the knowledge base and processes used, and the procedures and criteria used to assess progress and evaluate outcomes. It draws on findings from 14 case studies in Vocational Education and Training in six OECD countries: Australia, Denmark, Germany, Hungary, Mexico and Switzerland. The resulting analysis helps us understand how we can support and sustain innovation in educational systems in the VET sector.

Technology is a key driver of educational innovation, and a variety of programmes focusing on investment in infrastructure, equipment, in-service training and digital learning resources have been established to promote its usage in primary and secondary schools. So far, little comparative analytical attention has been devoted to understanding how digital resources improve the quality of learning and to assessing the public policies that support their development and use, and the role played by other stakeholders like publishers, broadcasting companies and increasingly user communities. This publication aims to fill that gap by both reviewing and evaluating the process of systemic innovation. Drawing on case studies from five Nordic countries, the report assembles information on the knowledge bases and policy actors which impact each phase of this innovation process and the main factors which influence its success including governance, financing and user involvement.
