Skills are central to Korea’s future prosperity and the well-being of its people. The OECD Skills Strategy Diagnostic Report: Korea identifies 12 skills challenges that need to be addressed to build a more effective skills system in Korea. These challenges were identified through: 1) the OECD’s recent data and research; 2) the national data and research; 3) a diagnostic workshop 4) fact-finding interviews with key stakeholders in Korea. The report has also benefited from ongoing dialogue and consultation with a wide range of Korean stakeholders. The first nine challenges refer to specific outcomes across the three pillars of developing, activating and using skills. The next three challenges refer to the “enabling” conditions that strengthen the overall skills system. Success in tackling these skills challenges will boost performance across the whole skills system. All of the challenges identified are strongly interlinked, and their connections with each other are identified throughout the report. Failure to look beyond policy silos will have implications for specific groups in Korea, such as youth, as well as for the economy and society’s ability to recover following the economic crisis and build a solid foundation for future prosperity.

The recent effects of immigration on the Kyrgyz economy appear to be limited. Many immigrants have been in the country for several decades, hence are overrepresented among the older cohorts, resulting in a lower labour force participation rate than among the native-born. Still, the estimated share of value added generated by immigrants exceeds their share of the labour force but also of the population. Overall, immigration is not associated with a deteriorating labour force situation for the native-born population. In contrast, the current contribution of immigrants to public finance appears to be negative. The high concentration among retirement-age individuals is a major reason for this outcome as the estimate disregards their prior contributions to public revenues. Kyrgyzstan's economy would benefit from changes in certain migration and non-migration sectoral policies.

How Immigrants Contribute to Kyrgyzstan’s Economy is the result of a project carried out by the OECD Development Centre and the International Labour Organization, with support from the European Union. The project aimed to analyse several economic impacts – on the labour market, economic growth, and public finance – of immigration in ten partner countries: Argentina, Costa Rica, Côte d'Ivoire, the Dominican Republic, Ghana, Kyrgyzstan, Nepal, Rwanda, South Africa and Thailand. The empirical evidence stems from a combination of quantitative and qualitative analyses of secondary and in some cases primary data sources.

The Geography of Firm Dynamics provides methods and data to measure and analyse business demography across OECD regions. It first discusses the methodological challenges of measuring consistently the creation and destruction of businesses at the subnational scale and from an international perspective. Second, it presents a novel database that not only makes such comparison possible but also provides the basis for an analysis of the major trends in business dynamics across regions. The report identifies regional factors that are associated with entrepreneurship and also examines the impact of business creation on regional employment. The Geography of Firm Dynamics provides a tool for national and local policy makers to design strategies for healthier business environments that are tailored to the specific characteristics of each region, thereby boosting prosperity.

The OECD Review of Fisheries provides information on developments in policies and activities in the fishing and aquaculture sectors of OECD countries and participating economies, mainly for the period 2015-16. This year’s  edition includes 35 countries and economies, comprising 28 OECD countries as well as a regional chapter covering developments in the European Union. Also participating in this edition are Argentina, the People’s Republic of China, Colombia, Indonesia, Lithuania, Chinese Taipei, and Thailand. Together, the participants in this Review represent nearly half of global fisheries production, and the majority of aquaculture production.

Chapters 1, 2 and 3, known as the “General Survey”, provide an overview of the activities in the sector and outline country summary statistics and key developments in the fisheries and aquaculture sectors. The Country Snapshots in Chapter 4 provide additional country level data and details on institutions and policies based on contributions by participating countries and economies.

BEPS Action 5 is one of the four BEPS minimum standards which all Inclusive Framework members have committed to implement. One part of the Action 5 minimum standard is the transparency framework for compulsory spontaneous exchange on certain rulings which, in the absence of transparency, could give rise to BEPS concerns. Over 100 jurisdictions have joined the Inclusive Framework and will take part in a peer review to assess their compliance with the transparency framework.

Specific terms of reference and a methodology have been agreed for the peer reviews to assess a jurisdiction’s implementation of the minimum standard. The review of the transparency framework assesses countries against the terms of reference which focus on five key elements: i) information gathering process, ii) exchange of information, iii) confidentiality of the information received; iv) statistics on the exchanges of rulings; and v) transparency on certain aspect of intellectual property regimes.

This report reflects the outcome of the first peer review of the implementation of the Action 5 minimum standard. It covers the jurisdictions which participated in the BEPS Project prior to the creation of the Inclusive Framework, and it assesses implementation for the 1 January 2016 – 31 December 2016 period.

La Svizzera ha fatto dei passi avanti verso il miglioramento delle performance ambientali dei settori agricolo, energetico e dei trasporti. Il Paese si è affermato tra i migliori Paesi dell’OCSE in termini d’intensità delle emissioni di gas serra e può essere lodato per il suo approccio innovativo nella rivitalizzazione della rete idrografica. Tuttavia, si possono constatare anche ambiti problematici, quali le abitudini di consumo non sostenibili, la produzione di un elevato volume di rifiuti urbani e le alte percentuali di specie minacciate. Quale importante piazza finanziaria, la Svizzera gioca un ruolo fondamentale nella promozione della finanza verde.

Questo è il terzo rapporto sulle performance ambientali della Svizzera. Valuta i progressi compiuti verso uno sviluppo sostenibile e una crescita verde, con particolare riferimento alla gestione delle acque come pure alla conservazione e all’uso sostenibile della biodiversità.

Die Schweiz hat Schritte unternommen, um ihre Umweltleistungen im Landwirtschafts-, Energieund Verkehrsbereich zu verbessern. In Bezug auf die Treibhausgasemissionen zählt sie zu den Spitzenreitern unter den OECD-Ländern und sie verdient Anerkennung für ihren innovativen Ansatz zur Revitalisierung ihrer Fliessgewässer. Problematisch sind hingegen nicht nachhaltige Konsummuster und das hohe Siedlungsabfallaufkommen ebenso wie die hohen Anteile von gefährdeten Arten. Als wichtiges Finanzzentrum kommt der Schweiz zudem eine Schlüsselrolle in der Förderung von grünen Investitionen zu. Bei diesem Bericht handelt es sich um den dritten OECD-Prüfbericht für die Schweiz.

Darin werden die Fortschritte in Bezug auf nachhaltige Entwicklung und umweltverträgliches Wachstum bewertet, wobei die Schwerpunkte auf der Wasserbewirtschaftung, der Erhaltung der Artenvielfalt und der nachhaltigen Nutzung von Ökosystemen liegen.

This 2017 edition of OECD Research and Development Expenditure in Industry provides statistical data on R&D expenditure broken down by industrial and service sectors. Data are presented in current and constant USD PPP values. Coverage is provided for 31 OECD countries and four non-member economies. The coverage of ANBERD includes multiple sectors, with extended coverage of service sectors according to ISIC Revision 4 classification. This publication is a unique source of detailed internationally-comparable business R&D data, making it an invaluable tool for economic research and analysis.

Skills are central to Mexico’s future prosperity and the well-being of its people. Improving opportunities for all Mexicans to develop high quality and relevant skills and supporting employers to improve their human resources management can help Mexico to raise productivity levels and, by extension, the incentives for employers to hire individuals in the formal sector. Fostering better and more equitable skills outcomes, especially for women and youth, will also provide the foundation for building a healthier, more equitable, and more cohesive society.

The OECD Skills Strategy Diagnostic Report: Mexico sets out eight skills challenges for Mexico. These challenges were identified through two interactive workshops with stakeholders, bilateral meetings, internal discussions with experts at the OECD, and analysis of documents and data produced by the OECD and other organisations. The first six challenges refer to specific outcomes across the three pillars of developing, activating and using skills. The next two challenges refer to the “enabling” conditions that strengthen the overall skills system. Skills will be fundamental to Slovenia’s success in achieving its ambitious vision for the future – a society in which people learn for and through life, are innovative, trust one another, enjoy a high quality of life and embrace their unique identity and culture. Slovenia’s success in achieving its vision will depend to a great extent on how well it develops, activates and uses people’s skills.

The OECD Skills Strategy Diagnostic Report: Slovenia identifies a number of overarching priority areas for action. These were identified by analysing common themes that emerged from stakeholder perspectives on the most important challenges facing Slovenia in this domain, and also through the OECD’s analysis of the nine challenges identified and examined in the report. The three priority areas for action identified are: 1) empowering active citizens with the right skills for the future; 2) building a culture of lifelong learning; and 3) working together to strengthen skills.

The Netherlands today is prosperous, but its future success is not assured.  The Netherlands owes its success in no small part to actions it has taken in the past to develop a highly skilled population. Given the profound economic and social transformation that the Netherlands is currently undergoing, skills will be even more important for success in the future.  The Dutch education system and the skills of the Dutch population are strong overall. Therefore many of the opportunities for further improving the skills outcomes of the Netherlands are to be found in areas of society where the government has more limited influence, such as the workplace and community. As a consequence, achieving the Netherlands’ skills ambitions will require a whole-of-society approach.

The OECD Skills Strategy Diagnostic Report: Netherlands identifies the following three skills priorities for the Netherlands - fostering more equitable skills outcomes, creating skills-intensive workplaces, and promoting a learning culture. These priorities were identified through the analysis of common themes that emerged from stakeholder perspectives on the most important skills challenges facing the Netherlands, and through the OECD’s analysis of the nine skills challenges identified and examined in the report.

This country review report for Chile provides, from an international perspective, an independent analysis of major issues facing the use of school resources in Chile, current policy initiatives, and possible future approaches. The report serves three purposes: i) to provide insights and advice to Chilean education authorities; ii) to help other countries understand the Chilean approach to the use of school resources; and iii) to provide input for the comparative analysis of the OECD School Resources Review. The analysis in the report focusses on the following areas: i) the funding of school education (including planning, distribution, incentives and monitoring); ii) equity resourcing policies targeted at specific groups of students; iii) school organisation and the operation of schools; and iv) the teaching profession.

Governments face increasingly complex, dynamic and ‘wicked’ challenges that require new policy solutions. To help them understand and respond to these challenges, policy makers often rely on evidence from advisory bodies operating at arms' length from government. This report provides a comparative overview and analysis of the important role played by these bodies in public consultation and decision making. It is based on a survey of policy advisory systems in 17 countries and a series of qualitative interviews. The report examines the institutional set up of such systems, and the role they play in the policy cycle. It discusses how to ensure that they contribute to open, inclusive and sound policy making.

Chile’s education system can foster stronger economic, democratic and social development in the country. There are significant macroeconomic benefits to education, such as increased productivity. That said, individuals tend to benefit the most from high-quality, equitable education systems.

In 2004, the OECD performed a review of national education policies and an analysis of the Chilean education system. This review aims to identify key changes in the Chilean education system mainly from 2004-16, in order to analyse where education in Chile stands today and offer recommendations to help provide better education opportunities for all Chileans in the coming years. The review therefore examines different areas of education policy in Chile, from early childhood education and care (ECEC) to higher education.

This report presents evidence-based analysis of current strategies and practices in higher education institutions (HEIs) in Hungary towards a value-creating use of knowledge resources for innovation and entrepreneurship. The analysis and recommendations are highly relevant for policy makers and HEI leaders in other countries. Increased attention to innovation and entrepreneurship both from public policy actors and HEI leadership has triggered an incremental change process in the organisational culture of HEIs and a new approach to education and research for students and staff. HEInnovate is a joint initiative of the European Commission and the OECD to promote the innovative and entrepreneurial higher education institution across Europe and beyond (www.heinnovate.eu).

Agenda na rzecz zrównoważonego rozwoju 2030 przyjęta przez światowych przywódców w ramach Organizacji Narodów Zjednoczonych w dniu 25 września 2015 r. wyznacza ambitny plan działania służący poprawie życia ludzi na całym świecie. W dniu 14 lutego 2017 r. Rząd RP przyjął Strategię na rzecz odpowiedzialnego rozwoju, w której przewidziano ponad 700 działań ukierunkowanych na zwiększenie dochodu obywateli Polski oraz wzmocnienie społecznej, gospodarczej, środowiskowej i terytorialnej spójności kraju. Przyjmując Strategię na rzecz odpowiedzialnego rozwoju, Polska wykonała pierwszy ważny krok w stronę zmierzenia się z tymi wyzwaniami. Osiągnięcie celów zrównoważonego rozwoju będzie jednak długim procesem z wieloma przeszkodami, podczas którego Polska będzie musiała regularnie dostosowywać swoje strategie, plany działania i środki polityki oraz aktualizować zobowiązania wszystkich interesariuszy. Wymiana doświadczeń z innymi państwami, służąca ustaleniu sprawdzających się i niesprawdzających się rozwiązań, może pomóc Polsce w pomyślnej realizacji tego procesu.

The 2030 Agenda for Sustainable Development, adopted by world leaders at the United Nations on 25 September 2015, sets out an ambitious action plan to improve the lives of people everywhere. On 14 February 2017, the Polish government adopted its Strategy for Responsible Development, which sets out over 700 actions to increase the income of Polish citizens and strengthen social, economic, environmental and territorial cohesion within the country. With its Strategy for Responsible Development, Poland has taken an important first step towards tackling all these issues. But achieving the SDGs will be a long journey with many hurdles, during which Poland will regularly have to adapt its strategies, actions plans and policy measures and refresh the commitment of all stakeholders. Exchanging experiences with other countries throughout the process on what works and what doesn’t can help the country successfully navigate this journey.

La Suisse a travaillé à l'amélioration de la performance environnementale de l'agriculture, de l'énergie et des transports. Le pays a l'une des plus basses intensités en gaz à effet de serre de l'OCDE, et s'est montré très innovant dans la réhabilitation de ses rivières. Cependant, les pratiques de consommation peu durables de la population et les quantités de déchets urbains qui en découlent, ainsi que le nombre d'espèces menacées , sont préoccupants. En tant que pôle financier, la Suisse a un rôle clé à jouer dans la promotion de la finance verte.

Ce rapport est le troisième examen environnemental de la Suisse. Il évalue ses progrès en matière de développement durable et de croissance verte, avec des chapitres détaillés sur le traitement des eaux  et sur la conservation et l'utilisation durable de la biodiversité.

Switzerland has taken steps to improve the environmental performance of its agricultural, energy and transport sectors. The country is a top OECD performer in terms of greenhouse gas emissions intensity and it should be commended for its innovative approach towards rehabilitation of its river system. Yet unsustainable consumption patterns and high levels of municipal waste generation, as well as high percentages of threatened species, are areas of concern. As a major financial centre, Switzerland has a key role to play in promoting green finance.

This is the third Environmental Performance Review of Switzerland. It evaluates progress towards sustainable development and green growth, with special features on: water management and biodiversity conservation and sustainable use.
