Taxi transport is a vital part of the modern transport system providing door-to-door services around the clock. In line with trends in other forms of transport, taxis too need to improve their accessibility for older and disabled people.

This report is a result of dialogue between governments and the taxi profession and includes data from 14 countries on national taxi services, looking at the structure of the taxi trade, the use of taxis by disabled and older people and cost implications of accessible taxis.

With maintenance costs accounting for a large proportion of road budgets, this report assesses the economic and technical feasibility of innovative wearing courses for long life road pavements. While having higher initial costs, such wearing courses have the potential to dramatically reduce recurrent road maintenance requirements and user costs and could also reduce overall costs significantly, under circumstances outlined in the report.

In economic appraisals of road safety measures, determining which method to use for the valuation of those measures is a problem. There are two methods open to us. Remarkably, one accurately measures a non-relevant concept (the human capital method), while the other measures the correct parameter, but not very accurately (the willingness-to-pay method). The Round Table examined the many complementary aspects of the two and found that what was needed, above all, were practical guides for each method. The Round Table noted that values for human life are highly comparable from one mode of transport to another, concluding that this should encourage governments to take charge of safety with the same forcefulness whatever the mode of transport. It also found that spending on road safety was already adequate, but that the money was not 'wisely' spent. Arguably the proposals put forward by this Round Table were unconventional. For instance, it held that difficulties in producing major changes in driver behaviour signalled that more attention should be paid to educational measures and infrastructure investment. This publication reviews the road safety policies and their economic evaluation. At a time when the authorities in many countries are beginning to set still more ambitious targets for those policies, the Round Table highlights the need for measures that are effective over the long term and economically efficient.

Carbon pricing very effectively encourages the shift of production and consumption choices towards low and zero carbon options that is required to limit climate change. Are countries using this tool to its full potential? This report measures the pricing of CO₂-emissions from energy use in 44 OECD and G20 countries, covering around 80% of world emissions. The analysis takes a comprehensive view of carbon prices, including fuel excise taxes, carbon taxes and tradable emission permit prices. The "carbon pricing score" measures how close the 44 countries, together as well as individually, are to the goal of pricing all energy related carbon emissions at current and forward-looking benchmark values for carbon costs. The report highlights the structure of effective carbon rates across countries and sectors in 2018 and discusses change compared to 2012 and 2015. It also provides an outlook on recent trends in emissions trading in China and the European Union.

Many companies and other large employers have put in place initiatives to address the traffic-related nuisances generated by their activities and, in particular, the traffic generated by their workers and customers. Such Corporate Mobility Management (CMM) initiatives are the focus of this report which investigates the success factors in individual best practice cases at the company level as well as the roles, if any, public authorities can play in facilitating the uptake of CMM. The report provides guidance to governments on effective strategies for addressing and mitigating the traffic generated by commuter and customer travel.

This report provides a framework for making reliable comparisons of the efficiency of rail systems. Efficiency is of concern to all governments but measuring it for railways is challenging. This is because of the complexity of providing rail services and the diversity of business models adopted to deliver them. Restructuring of the sector in many countries makes trends in costs and efficiency particularly difficult to track. There are also trade-offs to be made in how detailed the analysis needs to be and the availability of consistent data over time. The report proposes a balanced scorecard for characterising performance.

How do taxes and charges for transport in, for example, France compare with those in Germany? Do hauliers in one country pay more than in the other, and what impact does this have on the profitability of haulage in each country? Is the impact of an increase in tax on diesel the same in each country or are differences in the taxation of labour more significant? Do these differences distort the international haulage market? This book provides a framework for international comparisons and discusses the economic principles for efficient systems of taxation. The work provides a basis for addressing the questions "what is the right level for transport taxes" and "what kinds of charges should be used".

Pollution, accidents and congestion all cause unnecessary welfare losses, and while transport services are an essential component of economic and social development, their negative side effects are drawing increasing political attention. Internalisation aims to create incentives to reduce these external costs by factoring them into markets. This report summarises the theoretical and practical dimensions to internalisation; reviews recent estimates of external costs; explores the mix of policies that might be used to promote internalisation successfully; and estimates the size of incentives required in monetary terms.
