Policies to mitigate climate change require a fundamental change to taxation in the transport sector. The shift to electric vehicles and continuing improvements in the fuel efficiency of internal combustion engine vehicles will extinguish revenues from fuel taxes. This report assesses the options for reforming vehicle and road-use taxes. It identifies potential packages of taxes and charges that could generate revenue more efficiently and maintain and enhance incentives for the transition to a sustainable transport system.

Coastal shipping – maritime transport that takes place between ports on the same continent – represents around half of the global shipping market. It is also crucial to the connectivity of island regions and regional development. Decarbonising coastal shipping presents both challenges and opportunities, as does the growing concentration of ownership in the maritime transport sector. This report outlines the most pressing challenges the coastal shipping sector currently faces and provides governments and policy makers with concrete actions to help address them.

The report presents an in-depth analysis of various policies that aim to reduce the greenhouse gas emissions of urban transport. Decarbonising transport lies at the core of efforts to mitigate climate change and has close links to urban sustainability and housing affordability. The report identifies the drivers of rising emissions in the urban transport sector and offers pathways to reduce them through a combination of transport and land use policies. The analysis yields a holistic welfare evaluation of these policies, assessing them according to their environmental effectiveness, their economic efficiency and their impact on fiscal balance and housing affordability. The report concludes that significant reductions in emissions from urban transport can be achieved through a careful alignment of transport policies designed to promote the use of public transit and electric vehicles, and land use policies, which foster a more compact urban form. The study is based on the case of Auckland, New Zealand but the lessons drawn are relevant for institutions and governments working on issues relating to urban sustainability, transport, housing and climate change mitigation.

This report reviews a wide range of congestion control measures. It analyses their effectiveness, financial and operational requirements, implementation time and public acceptability. It focuses on the role of technology in addressing congestion, including sensors, wireless systems, traffic light optimisation and trip planning data. The report takes an in‑depth look at the use of HOT lanes to control congestion, the different ways in which they can be used and their effectiveness relative to other initiatives. The report is based on discussions held during the September 2020 ITF Roundtable on Congestion Control Experience and Recommendations.

Transport activity continues to cause large adverse impacts on the environment, human health and the economy. But is a negative impact of transport on the environment a necessary consequence of economic growth? This book illustrates that decoupling the environmental impacts of transport from economic growth is achievable, through the efficient use of charges, fees, taxes and other economic instruments. These economic approaches can complement regulatory measures to encourage a shift towards more environmentally-friendly modes of transport, such as from road to certain forms of rail transport. Other factors which could help to decouple transport impacts from economic growth are improvements in freight transport logistics, and dematerialisation.

This report provides an analysis of the social and psychological causes which is a prerequisite to formulate corrective measures. A comparison of what a number of systems have experienced focuses attention on the scale of the problems involved and different ways of resolving them. The recommendations that can be made differentiate between the responsibilities of the operators, national governments and the various local authorities.

This publication is part of the OECD workstream on Preparing Regions for Demographic Change. It elaborates a case study for the Portuguese region of Alentejo and focuses on improving the delivery of educational services taking into account the multi-level governance context. The study highlights the need to better articulate and co-ordinate the delivery of educational services among levels of government to improve access and quality. It also sheds light on the decisive role that geography plays and the importance of adopting a spatial lens to mitigate the rising inequality present in Portugal in access to education services. Alentejo is a rural region that expects to lose 30% of its population between 2020 and 2080, hence it needs to put in place forward-looking and effective policy levers to delivery sustainable education services to citizens living in rural communities.

Relatively little has been done by governments to facilitate the essential flows of goods in urban areas and to reduce the adverse impacts of urban goods transport on the communities served. This has resulted in increasing problems associated with goods delivery including competition with passenger transport for access to road infrastructure and space for parking/delivery facilities. How should OECD countries deal with the challenges they face in this area? This report analyses measures taken in many cities and provides recommendations for dealing with these challenges.

This report documents trends in the use of strategic planning in a range of countries and the associated establishment of independent infrastructure advisory bodies. It documents practices in the areas of project identification, appraisal and selection. It considers the appropriate scope of impact assessments, including the use of wider economic impacts and the role of ex post evaluation in contributing to better appraisals of future investments. Finally, it looks at how the effective stewardship of existing infrastructure assets can maximise their ongoing productivity.

As “market referees”, regulators contribute to the delivery of essential public utilities. Their organisational culture, behaviour and governance are important factors in how they, and the sectors they oversee, perform. The report uses the OECD Performance Assessment Framework for Economic Regulators to assess both the internal and external governance of Peru's Transport Infrastructure Regulator (OSITRAN). The review discusses OSITRAN's good practices, analyses the key drivers of its performance, and proposes an integrated reform package to help the regulator prepare for the future.
