Cette Table ronde de la CEMT comporte quatre documents montrant comment l’efficacité de la politique des transports a pâti du hiatus entre les politiques des transports et l’aménagement du territoire. Ces documents examinent les moyens de pallier le manque de coordination entre les politiques des transports et les politiques spatiales, et avancent des idées sur les possibilités offertes par les incitations fiscales pour éviter la défaillance de la coordination entre juridictions.
This ECMT Round Table contains four papers that show how a disconnect between transport policy planning and spatial policy planning and measures have curtailed the effectiveness of transport policy. The papers discuss ways to overcome the lack of coordination between transport and spatial policies and formulate proposals on how fiscal incentives can help to avoid the failure of interjurisdictional co-ordination.
La publication intitulée « Les politiques nationales pour la promotion du cyclisme » présente les expériences de 21 pays et de 7 municipalités dans l’élaboration et la mise en œuvre de mesures et de politiques visant à promouvoir le cyclisme comme mode de transport. En 2004, les ministres de la CEMT ont adopté une Déclaration sur les politiques nationales en matière de cyclisme pour le transport urbain durable au Conseil de Ljubljana. Par cette déclaration, les Ministres ont reconnu pour la première fois l’importance d’une politique nationale et d’un cadre institutionnel approprié pour la promotion du cyclisme.
National Policies to Promote Cycling brings together the experience of 21 countries and 7 municipalities in developing and implementing policies and measures to promote cycling as a means of travel. Based on the findings of the study, a Declaration on National Cycling Policies for Sustainable Urban Travel was agreed by ECMT Ministers at their 2004 Ljubljana Council. With this Declaration, Ministers recognised for the first time the importance of a national policy and institutional framework for promoting cycling.
Dans ce rapport sur La réforme de la réglementation des chemins de fer en Russie, quelques-uns des plus éminents spécialistes mondiaux examinent la restructuration du secteur. Les chemins de fer, ayant souffert d’une sévère insuffisance d’investissements, sont engagés dans une réforme qui progresse rapidement.
L’un des principaux obstacles rencontrés a souvent été le manque de coordination entre les autorités locales et les opérateurs de transports publics. La Conférence européenne des Ministres des transports (CEMT) et l’Union internationale des transports publics (UITP) se sont associées pour examiner comment les pouvoirs publics et les opérateurs de transports pourraient collaborer plus efficacement. Il s’agit d’améliorer les véhicules et les systèmes de transports publics urbains, ainsi que les infrastructures connexes.
Ce rapport est le fruit du travail d’un groupe de réflexion conjoint de la CEMT et de l’UITP. Il montre combien la coopération entre les prestataires de services des transports publics et les autorités locales est importante. En effet, une telle coopération peut contribuer à rendre les transports publics plus accessibles. Et elle sera d’autant plus efficace qu’elle s’accompagnera d’un dialogue suivi avec la communauté des personnes handicapées. Ce rapport s’appuie sur l’expérience de quatre villes : Göteborg (Suède), Grenoble (France), Prague (République tchèque) et Liverpool (Royaume-Uni). Il identifie les éléments essentiels des partenariats entre les diverses collectivités publiques et les opérateurs de transports publics.
One of the key barriers to improving urban public transport access has been a lack of co-ordination between local authorities and public transport operators. The European Conference of Ministers of Transport (ECMT) and the International Association of Public Transport (UITP) have joined forces to examine how public authorities and transport operators can better work together to improve urban public transport vehicles, systems, and associate infrastructure.
This report is the fruit of a joint ECMT-UITP task force. It explores how improved co-operation between transport operators and local authorities — along with a close sustained dialogue with members of the disabled community — can ensure better accessibility to public transport. With a focus on four cities: Gothenburg, Grenoble, Prague and Liverpool, the report identifies the critical elements of partnerships between public authorities at different levels of government and public transport operators.
The European Conference of Ministers of Transport (ECMT) has adopted a new approach to strengthening its work on road safety. It is now working to contribute more effectively to the debate on the improvement of road safety policies by conducting peer reviews of the measures and policies enacted by member countries.
Lithuania is the first country to undertake this type of review in the safety field. This review, carried out by experts from Austria, the Netherlands, Sweden and the ECMT Secretariat, is an effective way for Lithuania to openly examine its policies and practices through detailed expert comment, discussion and insight on its activities.
The peer review process is used extensively within the OECD and its affiliated organisations, always originating at the request of the country being reviewed. Apart from providing an open appraisal of national policies, the review process should help relevant Ministries obtain needed resources and implement effective policies and practice.
This book provides an analysis of the challenges Hungary is facing in its urban travel systems and an examination of policy and decision-making structures that are framing the implementation of urban travel policies in Hungary. It also proposes ways in which progress towards more sustainable urban travel can be achieved.
The report finds that Hungary has increasingly crowded urban roads and rising car ownership and use. Hungary's cities are wrestling with how to maintain a highly favourable modal share for their well-developed public transport systems, while saddled with the financial burden of ageing rolling stock and infrastructure. Unabated commercial and retail development in the periphery of cities with little access to public transport is further increasing demand for car travel.
Le rapport constate que les voiries urbaines sont de plus en plus encombrées, que le taux de motorisation augmente et que l’usage de la voiture se développe. Les agglomérations hongroises s’efforcent de préserver la part modale très favorable que détiennent leurs réseaux bien développés de transports publics, tout en devant assumer le fardeau financier associé au vieillissement du matériel roulant et des infrastructures. De surcroît, la prolifération galopante, à la périphérie des villes, de centres commerciaux peu accessibles par les transports en commun accroît encore la demande de déplacements en voiture.
Progress towards Environmentally Sustainable Transport (EST) will require widespread acceptance of this need and a mix of measures designed to achieve the necessary changes to overcome these barriers. Some of the measures will be hard measures, which include taxes, emission standards, speed limits, and other fiscal and regulatory instruments. Others will be soft, such as the provision of information and the use of communication strategies and educational techniques. The book examines the measures needed.

A ce jour, peu de gouvernements se sont attachés à faciliter le flux indispensable des marchandises en ville et à réduire les effets nuisibles du transport urbain de marchandises sur la collectivité desservie. Ceci a accru les problèmes liés aux livraisons de marchandises, et notamment la concurrence entre transport de marchandises et transport de passagers pour l’accès à l’infrastructure routière et aux places de stationnement/livraison. Ce rapport fournit des recommandations pour faire face à ces défis.
