Cette publication offre une description détaillée des systèmes de crédit à l'exportation bénéficiant d'un soutien public qui sont en vigueur dans les pays de l’OCDE et dans certaines économies non membres. A l’échelle internationale, la très grande majorité des crédits à l'exportation bénéficiant d'un soutien public est assurée par le biais de ces systèmes.

Cette publication contient également la dernière version de l'Arrangement relatif aux lignes directrices pour les crédits à l'exportation bénéficiant d'un soutien public (le seul accord international à régir l'octroi de crédits à l'exportation bénéficiant d'un soutien public). Les règles de l'Arrangement portent notamment sur le soutien financier public, le délai maximum de remboursement, la prime minimum de risque et l'aide relative aux échanges pour les projets, les biens et les services bénéficiant de crédits à l'exportation d'une durée minimum de deux ans. Le texte de l'accord complémentaire qui prévoit des conditions souples pour les opérations de financement de projets figure également dans cet ouvrage.

En outre, cette publication présente pour la première fois des informations sur les études importantes entreprises par le Groupe de travail de l'OCDE sur les crédits et garanties de crédit à l'exportation. Ces études concernent notamment les liens entre les crédits à l'exportation bénéficiant d'un soutien public et les préoccupations plus larges des gouvernements et de la société civile des pays membres, qu’il s’agisse de problèmes environnementaux, d’efforts pour combattre la corruption ou de la viabilité de la dette des pays pauvres très endettés. The data are reported within the framework of the fifth edition of the IMF's Balance of Payments Manual and the Extended Balance of Payments Services Classification (EBOPS).

This book includes summary tables by country and by service category and zone totals for the European Union (EU), euro area, G7, NAFTA, OECD-Asia and Pacific, OECD-Europe and total OECD which are comparable. Tables for each individual OECD country and for the EU and the euro area showing data for detailed service categories are also provided.  Series are shown  in US dollars and cover the period 1993-2002.

 

Agricultural trade disputes over issues such as beef hormones and genetically modified organisms have received wide public attention and illustrated the trade-off between domestic and international policy objectives. This report examines pertinent issues at the interface between domestic policy objectives, technical regulations and agricultural trade. It also discusses approaches to measuring the trade impacts of food safety and other technical measures, and presents empirical evidence concerning the trade effects of resolving controversial food safety issues.
