This paper provides two innovative measures of well-being for French communes, namely a well-being aggregate index and an index of multi-dimensional poverty. These measures provide an unprecedented view of well-being at the local level by using 7 of the 11 key dimensions of the OECD Better Life Initiative (income, unemployment, housing, education, civic engagement, health and environmental quality). The results show that joint deprivation in at least five dimensions of well-being is starkly concentrated among 316 communes, representing as many as 5.2 million inhabitants (7.7% of the French population).
Existing well-being measurement initiatives in the region, such as the Quality of Life Indicators in Korea, Bhutan’s Gross National Happiness Index and Quality of Life Index in the Philippines, shed some insight on dimensions that should be considered for measuring well-being beyond GDP in Asia. Dimensions of housing, health, education, environment and civic engagement recur across several Asian well-being measurement frameworks, as well as dimensions such as family and culture which are more characteristic of the region. Identifying vulnerable population groups and securing better evidence on social mobility are also necessary to better measure progress in the region. Going forward, it would be helpful for countries to exchange knowledge on how well-being data available can be used for policy making in a more concrete way, for example, by including it in national development plans or budgeting processes.
This paper first presents a meta-analysis of the causal impact of cultural participation on well-being. The meta-analysis classifies the literature according to the strength of the evidence available and various types of cultural activities. Secondly, this paper uses data from time use surveys from Canada, France, Italy, the United Kingdom, and the United States to study individuals’ emotional responses to a series of daily activities. This is then used as a basis for an empirical assessment of the drivers of time allocation across different activities, showing that expectations of future well-being are one of the reasons why individuals decide to engage in cultural activities. Furthermore, the model helps explain why cultural participation, in spite of being one of the most enjoyable human activities, is also the least undertaken. We show that heterogeneity of preferences results in a strong selection effect in available statistics.
La présente synthèse, qui s’appuie sur les données du module sur l’égalité des chances de l’enquête de l’OCDE de 2022 Des risques qui comptent, explore les préférences des individus en faveur de politiques et d'actions visant à réduire les inégalités et à améliorer les opportunités individuelles. L'analyse révèle qu'en dépit de préoccupations largement partagées en matière d'inégalités et d’égalités des chances, les opinions divergent quant aux solutions à apporter. Dans l’ensemble des pays de l’OCDE où l’enquête a été menée, les politiques visant à favoriser l'égalité des chances et à limiter les disparités du marché bénéficient d'un large soutien. En revanche, les mesures de redistributions suscitent une adhésion plus modérée. Par ailleurs, une grande majorité des répondants estiment que le secteur privé peut jouer un rôle important en proposant des salaires équitables, en luttant contre les inégalités de rémunération, en créant des emplois dans le pays et en investissant dans la main-d’œuvre. In today's knowledge-driven societies, universities play a crucial role in fostering innovation and sustainable growth within their ecosystems. Improving knowledge exchange and collaboration (KEC) activities within the Italian university system is essential for societal progress, well-being, and enhancing the productivity of firms of different sizes and stages of development and generate value for society. This document offers a reform roadmap proposal for policies to enhance the knowledge exchange and collaboration system between universities and society in Italy.
This paper reviews a number of previous studies that have investigated how measure of non-cognitive skills predict important life outcomes such as educational attainment, employment, earnings, and self-reported health and life satisfaction. All reviewed studies analyse data from large-scale surveys from multiple countries and rely on the Big-Five framework to assess non-cognitive skills. The paper finds that measures of non-cognitive skills are robustly and consistently associated to indicators of life success in youth and adulthood, and have incremental predictive power over traditional measures of cognitive ability.
This paper examines the role of mobilising political will in establishing the conditions necessary for economic and social inclusion of refugees, internally displaced persons, and formerly displaced persons who achieve durable solutions such as voluntary return. It investigates the role and conditions to mobilise political will for more comprehensive and inclusive policies that can lead to long-term local development in contexts of forced displacement in low- and middle-income countries (LICs and MICs). Case studies from Bangladesh, Cameroon, Ecuador, Iraq and Lebanon illustrate the ways in which political will, or its absence, can shape the approach to supporting the forcibly displaced and hosting communities. The paper also proposes a conceptual model for mobilising political will to facilitate sustainable development support in contexts of forced displacement.
Generative artificial intelligence (AI) presents myriad opportunities for integrity actors—anti-corruption agencies, supreme audit institutions, internal audit bodies and others—to enhance the impact of their work, particularly through the use of large language models (LLMS). As this type of AI becomes increasingly mainstream, it is critical for integrity actors to understand both where generative AI and LLMs can add the most value and the risks they pose. To advance this understanding, this paper draws on input from the OECD integrity and anti-corruption communities and provides a snapshot of the ways these bodies are using generative AI and LLMs, the challenges they face, and the insights these experiences offer to similar bodies in other countries. The paper also explores key considerations for integrity actors to ensure trustworthy AI systems and responsible use of AI as their capacities in this area develop.
Countries in Asia and the Pacific face a heightened risk of flooding as disasters increase worldwide due to climate change. Yet these countries often lack the infrastructure necessary to prepare for and respond to floods effectively. When flood protection measures exist, they generally rely only on grey, hard-engineered infrastructure, which has been increasingly challenged in recent years. Nature-based solutions (NbS) offer a new approach for flood management, with several co-benefits beyond the reduction of risks. This approach has gained recognition from policy makers in the region, but they are confronted with a number of challenges, including the lack of a clear, common definition and guidelines, as well as financing issues. The growing imperatives of climate adaptation call for complementary, innovative and forward-looking solutions, such as a combined approach incorporating both NbS and grey infrastructure.
Young people from low socio-economic status (SES) backgrounds face additional barriers as they seek to convert their qualifications and experience into successful employment. They encounter particular challenges in seeking to enter high status jobs. The barriers they face can be productively conceptualised in terms of economic, human, social and cultural capital accumulation. Schools can help to build these resources through programmes of career guidance, but to be successful they must actively respond to predictable barriers relating to access to trusted information and useful experiences. PISA shows a need for socially focused interventions. Career uncertainty and confusion is shaped by SES. Low SES students are also less likely to engage in most commonplace career development activities. Equitable guidance systems will target greater provision at low SES students and aim ultimately to provide personalise provision to all students, encouraging and enabling understanding of and progression towards careers promising greatest personal fulfilment. Insights from longitudinal data provide new opportunities for more scientific and strategic approaches to delivering effective provision.
This paper explores enhancements to international large-scale assessments (ILSAs). It advocates for diversification, targeting specific groups or individuals for more precise diagnoses, and flexibilisation, refining the item bank for assessments' relevance and adaptability. The paper also introduces prototypes for new assessment tools, representing a significant evolution in ILSAs' design and application, aiming for broader impact and increased adaptability in ILSAs.
This policy paper presents the results of a survey jointly conducted by the OECD, the Sustainable Development Solutions Network and the European Committee of the Regions on how to localise the SDGs in a changing international landscape marked by disasters and shocks. Findings show declining standards of living in many cities and regions, an increasing relevance of affordable and clean energy due to high energy prices and a growing importance of food security following disruptions in global food supply chains. Moving forward, the paper presents possible strategies to further leverage the SDGs to design sustainable urban and regional development policies. It outlines pathways to counter high price levels and promote decarbonisation in production and consumption. Furthermore, it offers ways to promote sustainable food systems and reduce food waste through a circular economy approach and the integration of food policy into urban development strategies.
Open unemployment and joblessness in Switzerland are low compared to OECD standards. Yet a comparatively high proportion of working-age individuals remain weakly attached to the labour market, with unstable jobs, or with limited working hours. As an initial step towards a possible in-depth project, this Faces of Joblessness feasibility study provides insight into the nature and incidence of the structural barriers that are likely to prevent individuals from fully engaging in employment and speculates on their possible links with underutilized employment potential. It shows that lack of recent work experience and substantial non-labour or partner income are two key employment barriers in Switzerland. Partner income can be a barrier for women in particular and might be one of the reasons why many women leave stable employment at childbearing age, alongside low supply and high cost of early childhood education and care programs. Workers over 60 also represent a significant underutilized employment potential, as many have taken early retirement. Non-EU migrant are particularly exposed to potential labour market difficulties at younger age, and many of them have low levels of education, poor professional skills or limited work experience. This study also suggests that many jobless are confronted with complex and inter-related employment obstacles.
Presumptive tax regimes (also known as simplified tax regimes) intend to reduce tax compliance costs for micro and small businesses (and enforcement costs for the tax administration) while levying a lower tax burden as compared to the standard tax system.
This working paper compiles detailed information on the presumptive tax regimes existing in a selection of OECD and non-OECD countries, identifies common practices adopted across the countries examined and provides multiple examples of best practices observed in these regimes. These examples can serve as guidance to policy makers and tax administrations to strengthen particular features of the presumptive tax regimes implemented in their jurisdictions. Lastly, the paper highlights the main challenges generally observed in the presumptive tax regimes under study, which might undermine the role of these regimes in incentivising business formalisation and strengthening tax compliance over time.
Rising uncertainties and geo-political tensions, together with increasingly complex trade relations have increased the demand for monitoring global trade in a timely manner. Although it was primarily designed to ensure vessel safety, information from the Automatic Information System, which allows for the tracking of vessels across the globe, is particularly well suited for providing insights on port activity and maritime trade developments, which accounts for a large share of global trade. Data are available in quasi real time but need to be pre-processed and validated. This paper contributes to existing research in this field in two major ways. First, it proposes a new methodology to identify ports, at a higher level of granularity than in past research. Second, it builds indicators to monitor port congestion and trends in maritime trade flows and provides more granular information to better understand those flows. Those indicators will still need to be refined, by complementing the AIS database with additional data sources, but already provide a useful source of information to monitor trade, at the country and global levels.
The Scottish Government and the OECD co-facilitated an international peer learning event in May 2023 to explore ways and approaches for clarifying the roles and responsibilities of school improvement support provided at different levels of the education system. The event brought together Scottish stakeholders and international experts from Ireland, Norway and Wales (United Kingdom) to collectively reflect on the country’s school improvement system. This report, written between May and September 2023, captures and summarises the peer learning event discussions and proposes policy options to help advance Scotland’s education reform agenda. This report will be valuable not only for Scotland, but also to the many countries that are looking to strengthen their school improvement support systems.
In the 2023 Survey of Adult Skills (PIAAC), the Big Five personality traits were assessed using the BFI-2-XS, the 15-item extra-short form of the Big Five Inventory-2 (BFI-2). For this purpose, the instrument was translated into 24 languages and adapted to 29 countries, resulting in 39 language versions. This translation and adaptation process followed state-of-the-art procedures to generate language versions of the BFI-2-XS that are maximally comparable across countries and regions. In the present paper, we describe this general translation procedure from a methodological point of view. We also document each resulting language version and report in detail the decisions taken during the translation process and the adaptations made to preexisting national versions of the BFI-2-XS. Our aim is to share with researchers the resulting BFI-2-XS language versions developed with high quality standards to allow maximal cross-cultural comparability. Our intention in so doing is to enable their wider usage beyond PIAAC.
This paper presents tagging methodologies for 22 environmental domains in the OECD Policy INstruments for the Environment (PINE) database, including seven domains on environmental protection (air pollution, water pollution, soil pollution, solid waste, ozone layer, noise and radiation), six domains on natural resource management (fisheries, forests, freshwater, renewable energy, fossil fuels and minerals) and nine cross-cutting domains (climate change mitigation, climate change adaptation, land degradation, biodiversity, ocean, chemicals management, energy efficiency, circular economy and mercury). The environmental domains in the PINE database support tracking progress towards domestic and international environmental objectives. Tagging environmental domains allows harmonised comparisons across countries, years and policy instrument types.
This analytical report, the third in a series of four, was prepared by the OECD Higher Education Policy Team as part of the Education and Innovation Practice Community (EIPC) initiative, an action of the European Union’s New European Innovation Agenda, flagship 4 on “Fostering, attracting and retaining deep tech talent”. The EIPC initiative seeks to bring together policymakers and practitioners to advance understanding of the competencies that can trigger and shape innovation for the digital and green transitions.
This report provides analysis and case studies examining how traditional higher education programmes, like bachelor’s degrees, can effectively cultivate competencies crucial for green and digital innovation. It highlights four key action areas: tracking and assessing competencies; developing curricula; boosting student engagement; and enhancing partnerships with the private sector.
