Entrepreneurship and firm creation have long been recognised as a vital force driving innovation. With globalization and the co-incident shift towards a knowledge-based economy, the link between entrepreneurship policy and innovation has received renewed attention. By underpinning firm creation and firm expansion entrepreneurship policies strengthen innovation, increasing productivity in the enterprise sector. In return, policies fostering innovation will tend to spur firm creation as the results of R&D are commercialized. Many countries have taken initiatives since early 2000 to test the potential of entrepreneurship and SME policies, articulating these with an innovation-oriented policy approach. This report consists of a synthesis report based on four country case studies on the role of entrepreneurship policies in supporting innovation in Korea, Mexico, Norway and Turkey. These country case studies are appended to the synthesis report.
As Indonesia recovered from the 1997-98 Asian Financial Crisis, the economy underwent significant political and structural changes, and the role of trade policy evolved. It is clear that there is much scope for trade to enhance economic growth. However, there remain significant challenges in realising this potential, including the need to improve external competitiveness. This paper analyses Indonesian trade policy following the crisis, and identifies some key reforms that may help to increase competitiveness. In view of the evolving domestic and global environment, a comprehensive policy approach will be required involving trade policy reform moving in tandem with reforms in other policy areas. Suggested reforms include, among others, complementing applied tariff cuts with reductions in non-tariff barriers and bound tariffs, reducing trade costs by easing behind-the-border regulations, and further improving the investment climate.
This paper analyses how different tax policies can affect investment and productivity. To address this question the paper uses industry-level data from a set of OECD countries and examines whether different industries are affected differently by taxation. Investment is shown to respond negatively to an increase in the corporate tax rate and a decrease in capital depreciation allowances through changes in the user cost of capital. The analysis of potential links between taxes and productivity tests the hypothesis that taxes affect productivity through different channels and that due to some salient industry characteristics some industries are inherently more affected than others by certain taxes. The paper finds evidence that corporate and top personal income taxes have a negative effect on productivity. In contrast, tax incentives for research and development (R&D) are found to have a positive effect on productivity. These effects are stronger in those industries that are inherently more profitable, have more entrepreneurial activity and are more R&D intensive, respectively.
This study analyses the People’s Republic of China’s trade policy environment with a focus on trade-related regulations and their role in supporting China’s market openness. It examines in particular to what extent China’s trade regulations comply with the principles of transparency and non-discrimination and facilitate foreign trade operations and international competition. The report proposes a series of policy recommendations to make China’s regulatory framework more market-oriented and trade-and-investment friendly. The study is complemented with a business survey of OECD member country enterprises and Chinese firms. The survey assesses government influence on the investment climate through the impact of their policies on the costs, risks and barriers to competition facing firms. The main report and the business survey conclude that transparency plays a critical role in the development of a healthy business environment by reducing regulatory impediments.
This paper provides a descriptive analysis of the remuneration of doctors in 14 OECD countries for which reasonably comparable data were available in OECD Health Data 2007 (Austria, Canada, the Czech Republic, Denmark, Finland, France, Germany, Hungary, Iceland, Luxembourg, Netherlands, Switzerland, the United Kingdom and the United States). Data are presented for general practitioners (GPs) and medical specialists separately, comparing remuneration levels across countries both on the basis of a common currency (US dollar, adjusted for purchasing power parity) and in relation to the average wage of all workers in each country.
This Working Paper presents a summary description of the OECD ENV-Linkages General Equilibrium model. This model has been developed by the Environment Directorate of the OECD Secretariat in order to assess the economic impact of abating Greenhouse Gases using several different economic instruments. The paper is divided into two parts. The first provides a brief description to the structure of the ENV-Linkages model and of its main equations. The second section describes the calibration method, first to fit the model on base year data, and second to dynamically produce a baseline emissions projection.
Considering the costs and risks of inaction, ambitious action to reduce greenhouse gas emissions is economically rational. However, success in abating world emissions will ultimately require a least-cost set of policy instruments that is applied as widely as possible across all emission sources (countries, sectors and greenhouse gases). The main purpose of this paper is to explore feasible ways to meet these two basic requirements for successful future climate policies. Using a range of modelling frameworks, it analyses cost-effective policy mixes to reduce emissions, the implications of incomplete coverage of policies for the costs of mitigation action and carbon leakage, the role of technology-support policies in lowering future emissions and policy costs, as well as the incentives –and possible options to enhance them – for emitting countries to take action against climate change.

This paper discusses Mexico’s foreign trade and investment policies and provides specific recommendations to enhance the benefits of a closer integration in the world economy. Over the past two decades, Mexico has made significant progress in reducing barriers to trade and foreign direct investment (FDI), and this has boosted GDP per capita growth. Nevertheless, Mexico needs to make further progress in reforming its trade policy by further reducing MFN tariff barriers and non-tariff barriers so as to promote efficiency in the economy. Barriers to FDI remain high, particularly in some services and infrastructure sectors, such as telecommunications and domestic land transport. Restrictions to foreign ownership should be eased to attract higher inflows and thereby improve productivity. To broaden the benefits from FDI, supplier linkages between FDI investors and other firms in Mexico should be enhanced.

The financial crisis and economic downturn are going to weigh on fiscal positions in OECD countries over the short to medium-term, both through the operation of automatic stabilisers and the enactment of discretionary fiscal stimulus packages. However, the strategic policy options facing OECD countries are mainly determined by the soundness of their underlying fiscal positions which vary substantially. This paper first describes how OECD economies are situated with respect to underlying fiscal balances and net government debt. A number of countries seem to enjoy favourable fiscal positions with underlying fiscal surpluses, low government debt or even positive net financial asset positions. When taking account, as far as possible, of implicit liabilities associated with ageing populations and resource-based revenues, fiscal positions still vary greatly across countries. The paper then examines the criteria involved in deciding whether government financial asset accumulation is in excess of needs and the use to which any excess government saving might be put, whether increasing public spending or reducing taxes. Finally, the determinants of the optimal size of the government balance sheet for any given desired net debt position are discussed.
In this working paper, we decompose fiscal policy in three components: i) responsiveness, ii) persistence and iii) discretion. Using a sample of 132 countries, our results point out that fiscal policy tends to be more persistent than responding to output variations. We also found that while the effect of cross-country covariates is positive (negative) for discretion, it is negative (positive) for persistence, suggesting that countries with higher persistence have lower discretion and vice versa. In particular, while government size, country size and income have negative effects on the discretion component of fiscal policy, they tend to increase fiscal policy persistence.
Open innovation has received a lot of attention in the business management literature and recently also in policy discussions. Until now, most of the empirical evidence has been based on case study work offering detailed insights into some best practices of open innovation in companies’ innovation strategies. While existing large-scale data may offer interesting empirical evidence on open innovation, they have surprisingly not really been analysed in great detail. Especially the increasing importance of open innovation on a global scale in so-called global innovation networks, calls for internationally comparable data on open innovation. This paper presents different indicators using existing data on R&D investments, innovation survey data, patent data and data on licensing, illustrating the increasing importance and the different characteristics of open innovation across companies, industries and countries.

Au cours des 25 dernières années, l'inflation a considérablement diminué dans toutes les économies de l’OCDE. Pendant ce temps, la production de nombreux biens et services est devenue de plus en plus internationalisée et le niveau du commerce entre les pays de l’OCDE et les pays non membres a augmenté.

Cet article étudie dans quelle mesure les changements observés dans le mécanisme d’inflation peuvent être attribués à l’intégration croissante des pays non membres de l’OCDE dans l’économie mondiale. Les résultats de l’analyse montrent que i) les prix d’importation jouent un rôle plus important dans la détermination des prix de consommation domestiques depuis le milieu des années 1990 ; ii) la sensibilité de l’inflation aux conditions économiques domestiques a diminué alors que la sensibilité aux conditions économiques extérieures a augmenté, en jouant à travers les prix d’importation ; et iii) la croissance forte du PIB dans les pays non membres au cours des cinq dernières années a contribué à l’augmentation des prix réels du pétrole et des métaux.
Les simulations montrent que la globalisation a entraîné des pressions inflationnistes via des prix des matières premières plus élevés et des pressions désinflationnistes via des prix des importations des produits hors matières premières plus faibles. Le dernier effet semble avoir dominé dans la plupart des pays de l’OCDE.

Climate change has become a priority issue in global environmental governance and cities are important players. For over three decades, the OECD has been actively supporting member and non-member countries to design environmental policies that are both economically efficient and effective at achieving their environmental objectives.1 Through peer reviews of policy implementation, the OECD helps governments to improve their collective and individual environmental performance, through sound economic and policy analysis and dialogue on how to establish and to achieve climate change goals. Climate change has been on the agenda since the late 1980s at the OECD, where we provide a forum for countries to, discuss and develop a shared understanding of the key policy challenges as well as to assess performance and identify good practice in the design and implementation of climate policies. Today the OECD is actively working with governments to highlight the role of cities to deliver cost-effective policy responses to climate change. A number of projects at the OECD are advancing the understanding of the roles that cities can play to respond to efficiently and effectively to climate change. This report is one in a series under the OECD Environment Directorate’s project on Cities and Climate Change. The project aims to explore the city-scale risks of climate change and the local benefits of both adaptation policies and (global) mitigation strategies.
Certains domaines associés aux thèmes discutés ici échappent à mes compétences, comme par exemple l’évaluation des risques et des défauts de sûreté dans les transports. Ce qui m’a convaincu de l’importance de ce sujet, ce sont quelques conclusions très générales, je dirais volontiers quelques impressions que m’inspire depuis quelques années l’évolution très remarquable de nos pouvoirs d’analyse sur les processus de prise de décision en matière de risque. Le mot insécurité visera souvent ici la gestion des risques liés à des actes de malveillance intentionnelle... Les coûts de la sécurité prise en ce sens constituent aujourd’hui une composante de tout budget transport. Outre les coûts de prévention et de surveillance, les coûts de prévision, il faut aussi envisager désormais le coût des dommages potentiels liés à de tels actes. Les événements du 11 septembre 2001, qui ont accéléré cette évolution, doivent suffire à nous convaincre que les conséquences de tels dommages sont désormais commensurables avec les coûts des guerres.

in 1991 when the Czech and Slovak Federal Republic commenced transition to a market economy. Labour offices, in addition to providing placement and related services, manage jobseeker retraining and subsidies for job creation, administer unemployment insurance benefits, and provide guidance for the employment of foreign labour in the Czech Republic and for Czech nationals working abroad. They monitor and enforce compliance of employers with employment legislation: in 2005 some responsibilities were transferred to the newly-created National Labour Inspectorate but labour offices remain responsible in the areas of undeclared work and the conclusion of employment contracts. In 2004 the administration of state social support benefits (i.e. mainly child allowances, parental allowances and housing benefits, some but not all of them being means-tested) was, except in Prague, transferred from municipalities to the local labour offices. The Employment Service Administration at national level is part of the organisational structure of the Ministry of Labour and Social Affairs. At local level, it manages the 77 district labour offices: 14 of these, so-called “authorized” labour offices, act as an intermediary between the Ministry and the other district labour offices in their region. The 77 labour offices operate 167 detached workplaces (some of which only serve as first contact points for state social support benefits) and 8 branch offices in Prague.

The Portuguese government has recently undertaken comprehensive structural reforms of the public sector and has successfully reduced its budget deficit. This article explores particular features of the Portuguese budget system and the proposed further reforms, including the adoption of a medium-term expenditure framework and performance budgeting.

Greece is undertaking important reforms with the aim of making the budget a more modern strategic policy document. This article examines Greece’s recent economic and fiscal performance and the developments that led to the launch of the programme budgeting pilot in 2008. The article discusses the budget formulation process, the role of Parliament, and various aspects of budget implementation and management. The report concludes with a discussion of accounting, audit and accountability.

The analyses included in the report show that there are big socio-economic differences in mortality, especially for men, and they appear to have become bigger over time. The report discusses implications of mortality differentials for five major areas of pension policy: the progressivity of the pension system, the pension eligibility age, the retirement incentives, future pension expenditures and private pensions. The empirical work shows that the mortality differentials reduce progressivity in pension systems. Moreover, there is empirical evidence that raising retirement age is not more unfair to socio-economic groups with lower life expectancy.

There are basically four means by which to reduce the negative environmental consequences of personal transport: by replacing personal vehicles with more environmentally-friendly ones; by replacing car journeys with public transport, walking or cycling and by car-sharing rather than solo driving; by making fewer journeys (e.g. telecommuting, internet shopping); and by travelling shorter distances.

There are two serious failures that arise in the management of solid waste. The first relates to the existence of negative externalities in the individual decision-making over waste generation and disposal. When individuals decide on how much to consume and what to consume, they do not take into account how much waste they produce. Because the external costs of waste generation (such as air and water pollution) are ignored by individuals, more waste is produced and disposed of than is socially optimal. The second serious failure relates to the ways in which waste collection services are typically financed. More often than not, individuals pay for waste disposal in lump sums through general taxes or flat payments to local governments or private collectors. Hence, waste disposal costs are not fully reflected in the prices households face at the margin. Even if these flat charges included both the private and external costs of waste production and disposal, individuals would still face zero prices for additional waste produced, and would thus tend to produce (and dispose of) more waste than if they were to pay for the additional garbage according to its social marginal cost.
