Il Rapporto dell’OCSE sull’Integrità intende mettere a disposizione una guida basata su elementi fattuali per assistere l’Italia nella completa attuazione degli elementi principali della Legge, ivi inclusi il coordinamento istituzionale, i codici di comportamento, la tutela dei denuncianti (i dipendenti pubblici che segnalano gli illeciti - whistleblower) e la gestione dei rischi per l’integrità.
Puebla-Tlaxcala es la cuarta zona metropolitana más grande de México. Durante las pasadas cinco décadas, la región ha atraído exitosamente grandes empresas nacionales e internacionales, y ha construido una reputación como centro especializado de manufactura automotriz y como uno de los más importantes centros de educación superior. Aun así, enfrenta importantes retos. En comparación con otras grandes zonas metropolitanas del país, Puebla-Tlaxcala cuenta con una desproporcionada cantidad de personas con baja cualificación, lo cual podría representar un cuello de botella para el crecimiento futuro. La expansión descontrolada del área urbana es otro reto con importantes consecuencias económicas, ambientales y sociales. La mancha urbana se ha expandido cerca de ocho veces más rápido que su población durante las últimas tres décadas, lo que contribuye a la inadecuada prestación de servicios y a los altos niveles de marginación social, particularmente en la periferia metropolitana. Para asegurar que la región permanezca competitiva y crezca de manera sostenible en el largo plazo, el informe recomienda: i) mejorar la fuerza laboral y los resultados del crecimiento económico; ii) guiar de manera eficiente el crecimiento urbano para contener la expansión urbana descontrolada y mejorar la prestación de servicios; iii) y atender los retos de gobernabilidad al desarrollar la capacidad en el sector público y transitar al gobierno del área metropolitana.

Building on the 2008 OECD Principles for Enhancing Integrity in Public Procurement and good practices of similar organisations in other OECD countries, this review provides a comprehensive assessment of IMSS procurement strategies, systems and processes and proposes a roadmap for the reform of its procurement function.
Le rapport de l’OCDE sur La réforme de la réglementation dans les pays du Moyen-Orient et d’Afrique du Nord (MENA) est le premier rapport d’avancement qui examine la mise en oeuvre des principes de l’OCDE concernant la politique de la réglementation dans la région MENA. La politique de la réglementation dans la région MENA acquiert une importance croissante dans le processus d’amélioration d’une gouvernance stimulant et favorisant le développement durable, la compétitivité et une croissance intégrale. Le rapport fournit des recommandations aux pays MENA afin d’améliorer leur capacité réglementaire et obtenir de meilleurs résultats fondés sur leurs politiques.
Cette cinquième édition du Panorama des régions de l'OCDE présente la contribution des régions et des villes à la croissance nationale et au bien-être des sociétés. Elle intègre les dernières données disponibles, région par région, en permettant d’examiner un large spectre de politiques et de tendances et d'identifier les régions les plus compétitives ou celles plus en retard dans leur pays. Le rapport couvre les 34 pays membres de l'OCDE et, si les données sont disponibles, l’Afrique du Sud, le Brésil, la Chine, la Colombie, la Fédération de Russie et l’Inde.

La Estrategia de Innovación de la OCDE brinda una serie de principios para fomentar la innovación en las personas (tanto trabajadores como consumidores), las empresas y los gobiernos. Analiza detenidamente el ámbito de la innovación, de qué forma está cambiando y dónde y cómo se lleva a cabo. Como resultado, la Estrategia plantea políticas de largo alcance que favorecen la innovación, las cuales aprovechan las investigaciones y los datos más recientes.
Why 'investing together'? Public investment is not only a major strategic responsibility for governments but also a shared one: almost two-thirds of public investment is undertaken by sub-national governments and major projects tend to involve more than one government level. In a tight fiscal landscape, improving the efficiency and effectiveness of investment, while maximising its impact on growth outcomes, is paramount. Identifying and addressing the governance bottlenecks that impede smooth co-ordination across levels of government can make a significant contribution towards reaching that end.
This report dissects the relationships different government actors form vertically, across levels of government, and also horizontally, across both sectors and jurisdictions. It helps policy makers to understand more systematically how co-ordination works and why it so often doesn’t, as well as shedding light on the mechanisms countries have developed to govern these interactions. In doing so, it addresses another key requisite to organising co-ordination, namely government capacity. Sub-national actors, especially, need to be equipped with the right skills and resources to carry out their responsibilities and to engage with stakeholders, across the public, private and civil society sectors. This report offers a toolkit to policy makers to assess their needs for capacity development
This fifth edition of OECD Regions at a Glance shows how regions and cities contribute to national growth and the well-being of societies.It updates its regular set of region-by-region indicators, examining a wide range of policies and trends and identifying those regions that are outperforming or lagging behind in their country. The report covers all 34 OECD member countries, and, where data are available, Brazil, China,Colombia, India, the Russian Federation and South Africa.

The OECD Guidelines for Multinational Enterprises aim to help businesses meet the challenge of acting responsibly in any country they operate by providing a global framework for responsible conduct covering all areas of business ethics. While observance of the Guidelines by enterprises is voluntary and not legally enforceable, adhering governments are committed to promoting their observance among enterprises. This Annual Report describes what adhering governments have done to live up to their commitment over the 12 months to June 2013 . In particular it highlights the mediation and consensus building activities promoted by National Contact Points, the Guidelines' implementation mechanism set up by adhering governments. It includes a copy of the current edition of the OECD Guidelines for Multinational Enterprises.
This book offers an overview on recent trends and policies in intergovernmental fiscal relations and sub-central government. Accessible chapters provide: insight into how sub-central governments are managing ongoing consolidation, as well as how fiscal decentralisation fosters economic growth and educational attainment; a balanced account of the virtues and limits of tax competition between jurisdictions; an overview of fiscal equalisation policy; and some fascinating background information about past tax and public service reforms.
With procurement accounting for 13% of GDP and a third of government expenditures on average in OECD countries, investing in appropriate processes to mitigate risks of waste and corruption leads to efficiency gains considering the financial stakes. In 2008 OECD countries committed to promoting transparency, integrity, good management as well as accountability in procurement with the adoption of the OECD Recommendation on Enhancing Integrity in Public Procurement. This assessment of progress made in OECD countries shows that as a result of austerity measures governments have been under tight budgetary constraints to provide smarter procurement, that is better service delivery at lower cost. Because environmental protection has become a growing societal imperative, the review of progress made shows that there is a strong political push in OECD countries to integrate environmental considerations in procurement. With the economic crisis, some governments have been tempted to use procurement to ease its socio-economic impact on societies by providing a substitute for direct social policies to support employment for specific communities. However few governments have invested in prioritising the objectives pursued through procurement, assessing their costs or benefits, and measuring their actual impact.
This publication provides comprehensive and consistent information on African central government debt statistics for the period 2003-2012. Detailed quantitative information on central government debt instruments is provided for 17 countries to meet the requirements of debt managers, other financial policy makers, and market analysts. A cross country overview on African debt management policies and country policy notes provides background information on debt issuance as well as on the institutional and regulatory framework governing debt management policy.

The OECD Procurement Review of the Mexican State’s Employees’ Social Security and Social Services Institute (ISSSTE) looks at the public entity responsible for providing medical and social services to Mexican civil servants. It provides a comprehensive assessment of its procurement function and how to improve it in order to enhance the overall efficiency and transparency of the organisation and the quality of the services it provides.
The review builds on the OECD Principles for Enhancing Integrity in Public Procurement, good practices of other health organisations as well as comparative data on public procurement in OECD countries.
This book assesses progress in the implementation of regulatory policy within the region. Regulatory governance in the MENA region is an increasing priority for encouraging and enabling sustainable development and inclusive growth. The report reflects on the developments and highlights good practices from Bahrain, Egypt, Jordan, Lebanon, Mauritania, Morocco, the Palestinian Authority and Tunisia.
