The 2005 edition of Education at a Glance: OECD Indicators provides a rich, comparable and up-to-date array of indicators on the performance of education systems. In doing so, it represents the consensus of professional thinking on how to measure the current state of education internationally.

The indicators look at who participates in education, what is spent on it and how education systems operate, and at the results achieved. The latter includes indicators on a wide range of outcomes ranging from comparisons of student performance in key subject areas to the impact of education on earnings and adults’ chances of employment.

New material in this edition includes:

  • Results of the 2003 survey of OECD’s Programme for International Student Assessment (PISA),
  • Data on the distribution of earnings for individuals with different educational levels as well as first evidence of non-economic outcomes of education,

With the recent increase in cross-border higher education, systems of quality assurance, accreditation and recognition of qualifications face big challenges.

The Guidelines for Quality Provision in Cross-border Higher Education provide an international framework to protect students and other stakeholders from low-quality provision and disreputable providers. They provide guidance to key stakeholders on how to share the responsibility of assuring quality provision of cross-border higher education between the sending country and the receiving country. The Guidelines were elaborated in close collaboration with UNESCO.

This publication provides a range of comparable, cross-national education indicators for 19 middle-income non-OECD countries comprising over 50 per cent of the world population.  In particular, it examines the extent to which countries were able to widen participation in higher levels of education between 1995 and 2002/3. Coverage includes data on educational attainment, education expectancy, enrolment rates of different age groups, age ranges of universal primary and secondary education, female participation, upper secondary enrolment patterns, entry rates into upper secondary and tertiary education, graduation rates, grade repetition, population and GDP, expenditure on education, teaching staff, class size, teachers' salaries, and expenditure per student. By examining the data from these countries and comparing it to that of OECD countries,  this volume examines the factors which can generate growth in education in one country and constrain it in another.

The countries participating in this study include: Argentina, Brazil, Chile, China, Egypt, India, Indonesia, Jamaica, Jordan, Malaysia, Paraguay, Peru, the Philippines, the Russian Federation, Sri Lanka, Thailand, Tunisia, Uruguay and Zimbabwe.

Given the increasing competitiveness and greater geo-political significance of higher education and research, and the under-developed profile of many new Higher Education Institutions (HEIs), this study seeks to examine the processes and strategies being devised by new HEIs to grow research. By focusing on new HEIs, this book provides a unique profile of the experiences of a group of institutions that has hitherto been unidentified and unexplored. This publication provides policy guidance in an area that has been given little policy priority until recent years. It brings together key lessons from 17 OECD countries, providing evidence on the strategies in place to improve adults’ participation in learning. It addresses potential barriers to learning as well as the policies to remedy them. Among these are policies for increasing and promoting the benefits of adult learning to make them transparent and easily recognised. Other policy levers include economic incentives and co-financing mechanisms that can raise the efficiency of adult learning provision, while delivering quality learning that is adapted to adults’ needs. Finally, policy making can be improved via co-ordination and coherence in a field that is characterised by a wide variety of stakeholders, including ministries of education and ministries of labour.

Teachers Matter provides a comprehensive, international analysis of trends and developments in the teacher workforce in 25 countries around the world; research on attracting, developing and retaining effective teachers; innovative and successful policies and practices that countries have implemented; and teacher policy options for countries to consider.

While documenting many areas of concern about teachers and teaching, the report also provides positive examples of where policies are making a difference. It spotlights countries where teachers’ social standing is high, and where there are more qualified applicants than vacant posts. Even in countries where shortages have been a concern, there are recent signs of increased interest in teaching, and policy initiatives appear to be taking effect.

At a time when many countries are facing an ageing teaching workforce and having trouble attracting new recruits, this book provides insights into how governments can successfully deal with these issues.

Following the burst of the dot-com bubble in 2000, scepticism about e-learning replaced over-enthusiasm. Rhetoric aside, where do we stand? Why and how do different kinds of tertiary education institutions engage in e-learning? What do institutions perceive to be the pedagogic impact of e-learning in its different forms? How do institutions understand the costs of e-learning? How might e-learning impact staffing and staff development? This book addresses these and many other questions.

The study is based on a qualitative survey of practices and strategies carried out by the OECD Centre for Educational Research and Innovation (CERI) at 19 tertiary education institutions from 11 OECD member countries – Australia, Canada, France, Germany, Japan, Mexico, New Zealand, Spain, Switzerland, the United Kingdom and the United States – and 2 non-member countries – Brazil and Thailand. This qualitative survey is complemented by the findings of a quantitative survey of e-learning in tertiary education carried out in 2004 by the Observatory on Borderless Higher Education (OBHE) in some Commonwealth countries.
