The Handbook on the Crime Prevention Guidelines: making them work was prepared for the United Nations Office on Drugs and Crime (UNODC) by Margaret Shaw, Director of Analysis and Exchange at the International Centre for the Prevention of Crime, Montreal, Canada. It drew on the concept outline developed by Valerie Sagant, Director General and Vivien Carli, Analyst at the International Centre for the Prevention of Crime.
