This new edition of the Macrothesaurus for Information Processing in the field of Economic and Social Development represents a continuation of the combined efforts of many organisations over a period of almost 30 years to create a common vocabulary to facilitate the indexing, retrieval and exchange of development-related information. The Macrothesaurus comprises descriptors (keywords) designed for indexing books and documents covering the field of economic and social development. It can also be used as a search aid for documentation centres, libraries, databases and on-line networks. Efforts have been made to improve the user-friendliness and flexibility of the Macrothesaurus by increasing the number of non-descriptors (i.e. cross-references) and scope notes in this edition. The preparation of this fifth edition was guided by an Advisory Committee composed of representatives from the International Development Research Centre, Ottawa, the United Nations Department of Economic and Social Affairs, New York, the Organisation for Economic Co-operation and Development (OECD), and the OECD Development Centre, Paris.

The need to mainstream biodiversity into economic growth and development is being increasingly recognised and is now also firmly embedded in the Sustainable Development Goals. Drawing on experiences and insights from 16 predominantly megadiverse countries, this report examines how biodiversity is being mainstreamed in four key areas: 1) at the national level, including national development plans and other strategies, institutional co-ordination and national budgets; 2) the agriculture, forestry and fisheries sectors; 3) in development co-operation; and 4) the monitoring and evaluation of biodiversity mainstreaming and how this could be improved.

Gender equality and the environment are treated as cross-cutting issues in all DAC peer reviews in recognition of their importance in development co-operation. This report highlights some of the common themes and important lessons on mainstreaming gender equality and the environment based on DAC members’ practices as documented in peer reviews, a number of donor evaluations as well as wider work across the OECD.

 

Investments in water and sanitation are a prerequisite to deliver on the Sustainable Development Goals (SDGs), in particular on SDG 6 ensuring availability and sustainable management of water and sanitation for all. Blended finance can play an important role in strategically investing development finance to mobilise additional commercial finance needed to fill the current investment gaps. Thus far, however, blended finance has not reached scale in the water and sanitation sector. A greater evidence base is needed to better understand the current applications as well as the potential of blended models in the water and sanitation sector. This publication takes a commercial investment perspective and provides insights into three subsectors: (1) water and sanitation utilities, (2) small-scale off-grid sanitation and (3) multi-purpose water infrastructure and landscape-based approaches. The publication draws out recommendations for policy makers and practitioners to apply and scale innovative blended finance approaches where most appropriate.

The global community has spoken loud and clear: more resources must be mobilised to end extreme poverty and mitigate the effects of climate change. Blended finance - an approach to mix different forms of capital in support of development - is emerging as an important solution to help raise resources for the Sustainable Development Goals in developing countries. But scaling up blended finance without a good understanding of its risks could have unintended consequences for development co-operation providers. This report presents a comprehensive assessment of the state and priorities for blended finance as it is being used to support sustainable development in developing countries. It describes concepts and definitions, presents an overview of actors and instruments, and discusses lessons learned from blending approaches, tracking and data, and monitoring and evaluation. Its findings and recommendations are useful for policy makers and practitioners.

This report offers a comprehensive overview of decentralisation policies and reforms in OECD countries and beyond. Sometimes called a “silent” or “quiet” revolution, decentralisation is among the most important reforms of the past 50 years. The report argues that decentralisation outcomes – in terms of democracy, efficiency, accountability, regional and local development – depend greatly on the way it is designed and implemented. Making the most of decentralisation systems is particularly crucial in the context of a “geography of discontent” and growing divides between places that feel left behind by globalisation and technological change and those that may benefit from the opportunities offered by megatrends. The report identifies 10 guidelines for making decentralisation work and allowing it to be conducive to regional development. Beyond the guidelines, the report proposes concrete tools for policy-makers, including detailed sets of recommendations, checklists, pitfalls to avoid and examples of good practices, both in unitary and federal countries.

Helping countries to improve the lives of their citizens requires effective international development co-operation. The Global Partnership for Effective Development Co-operation’s principles (country ownership, focus on results, inclusive partnerships, and transparency and mutual accountability) have been guiding relationships between development partners for close to a decade, helping them to strengthen and improve the way they co-operate and ensuring that all citizens are invested in the process.

The Organisation for Economic Co-operation and Development (OECD) and the United Nations Development Programme (UNDP) work together to monitor progress in using these principles. In 2018, data was collected by 86 partner countries and territories, in collaboration with more than 100 development partners, to serve as the basis for this work and provide evidence. By highlighting where progress has been made and where challenges remain, the work helps governments and their partners strengthen collective action towards the 2030 Agenda for Sustainable Development.

This report draws on the results of the 2016 global monitoring exercise carried out under the auspices of the Global Partnership for Effective Development Co-operation. It offers a snapshot of progress on internationally agreed principles aimed at making development co-operation more effective.The provision of data and information for the monitoring exercise was led by 81 countries, with the participation of more than 125 bilateral and multilateral development partners, as well as hundreds of civil society organisations, private sector representatives and other relevant development stakeholders in the participating countries. This report presents the findings from the exercise, based on careful analysis and aggregation of this information. It is intended to stimulate and inform policy dialogue at the country, regional and international levels, generating an evidence-base for further collective action to strengthen the contribution of effective development co-operation to the implementation of the 2030 Agenda for Sustainable Development and achievement of the Sustainable Development Goals.

The report confirms the importance of principles and commitments to strengthen the focus on development results, ensure country ownership of the development process and the inclusiveness of development partnerships, and enhance transparency and mutual accountability around development efforts.

In 2011 the international development community committed to make development co-operation more effective to deliver better results for the world’s poor. At the mid-point between commitments endorsed in the High-Level Forum in Busan, Korea in 2011 and the 2015 target date of the Millennium Development Goals,  this report takes stock of how far we have come and where urgent challenges lie.

This report - a first snapshot of the state-of-play since Busan - reveals both successes and shortfalls. It draws on the ten indicators of the Global Partnership monitoring framework. Despite global economic turbulence, changing political landscapes and domestic budgetary pressure, commitment to effective development co-operation principles remains strong. Longstanding efforts to change the way that development co-operation is delivered are paying off. Past achievements on important aid effectiveness commitments that date back to 2005 have been sustained. Nevertheless, much more needs to be done to translate political commitments into concrete action. This report highlights where targeted efforts are needed to make further progress and to reach existing targets for more effective development co-operation by 2015.

Small Island Developing States (SIDS) stand at a critical juncture on their paths to sustainable development. Economic growth, human development and vulnerability indicators point to specific challenges facing SIDS, and suggest that new development solutions and approaches are needed to chart the course to prosperity for their people and their environments. Building on a number of innovative sources of data, such as the OECD Surveys on Private Finance Mobilised and on Philanthropy, in addition to OECD DAC statistics and other sources, this report examines the financing for development resources – domestic and external – available to SIDS. It provides new evidence on sources, destination, and objectives of development finance in SIDS. It highlights innovative approaches and good practices that the international community could replicate, further develop, and scale up in order to make development co-operation work for SIDS, helping them set on a path of sustainable development.

Masculinities can either support or hinder women’s empowerment and greater gender equality. However, a lack of consistent and comparable data hinders efforts to understand and assess harmful, restrictive masculinities. This report identifies and describes ten norms of restrictive masculinities to be urgently addressed within the political, economic and private spheres. Alongside these norms the report highlights gender-equitable alternatives, which support women’s empowerment in practice. By mapping available and ideal indicators, the report provides a roadmap for efforts to measure changing norms of masculinities. In doing so, this report aims to support policies to transform masculinities by facilitating the creation of more and better data on masculine norms.

Development co-operation donors are held accountable for the way they manage aid and the development results they achieve. They want to see more partner country ownership, greater use of partner country systems, and work better together. This involves decentralising responsibility, concentrating efforts, managing for results, creating new systems, changing staff profiles, and building capacity in donor and partner countries. This book outlines what individual donors are doing to fulfil their development co-operation ambitions and their part of the international agreements – reached in Paris in 2005 (Paris Declaration) and Accra in 2008 (Accra Agenda for Action) – to make aid more effective.

The member countries of OECD’s Development Assistance Committee (DAC) give almost USD 70 billion in foreign aid (development co-operation) annually. This study examines how to manage that aid for the best results. It is based on the organisational structures and practices of 22 of the world’s main donor countries, with a view to assisting countries who are becoming donors.  The book covers issues such as legal frameworks; how donors organise their operations in partner developing countries; centralised versus decentralised management; relations with non-governmental organisations; and managing gender equality, environmental sustainability and humanitarian action.

Successful development depends in large part on the efficiency, integrity and effectiveness with which the state raises, manages and expends public resources. Improving the rules and institutions governing these activities should be a major component, therefore, of any development approach. Given that strengthening Public Financial Management (PFM) is at the heart of the Millennium Development Goals, and good governance more generally, the Paris Declaration (2005) seeks to promote joint efforts in this area between donors and partner countries. This report takes stock of progress in strengthening public financial management systems and provides recommendations on how best to facilitate achieving the 2010 targets set out in the Paris Declaration.

It sets out the benefits of and rationale for using country systems, assesses progress in meeting the Paris Declaration targets, reviews the landscape of PFM reforms in partner countries, looks at drivers of successful PFM reforms, examines the factors that influence decisions to use country PFM systems, focusing on the perceived risks and their assessment and management, and describes the PEFA (Public Expenditure and Financial Accountability) assessment, which provides information on the quality of a country’s PFM system.

This report shows that now, as perhaps never before, partner countries and donors must strive to build mutual trust and work together in a true partnership for results.

From the anarchy of Somalia to the relative stability of Nepal, fragile and transitional situations represent a broad spectrum of contexts. However, they share some common features: these are risky environments – for the people who live there, for their governments, for neighbouring countries, and for those who seek to provide assistance. Positive outcomes are hard to achieve and the risk of regression in countries emerging from armed conflict is high.

International engagement in these situations presents significant risks for donors and implementing partners, but also holds the potential for substantial rewards in terms of improved results and outcomes. Indeed, more often than not, the risks associated with not engaging in these contexts – both for the countries themselves and for the international community – outweigh most of the risks of engaging in the first place. The question therefore is not whether to engage but how to engage in ways that are context-specific and do not come at an unacceptable cost.

This publication provides the evidence to help donors understand how to balance risks and opportunities in order to protect the integrity of their institutions while delivering better results to those who need it most.

Southeast Asia’s exposure to increasingly frequent and intense weather-related disasters is a growing concern for agricultural producers of the region. This study reviews policy approaches to droughts, floods and typhoons in Myanmar, the Philippines, Thailand and Viet Nam in an effort to identify good practices and strengthen the resilience of the agricultural sector. The study assesses the risk exposure of this sector to weather-related disasters and reviews risk management policies using an OECD policy framework on the mitigation of droughts and floods in agriculture as a benchmark.

The analysis reveals several priority areas  to strengthen the resilience of the agricultural sectors in these four Association of Southeast Asian Nations (ASEAN) countries, including: 1) improving the prevention and mitigation components of disaster risk management by aligning policy incentives and by integrating risk-reduction measures into infrastructure planning and extension systems; 2) implementing and enforcing water allocation and water use restriction instruments to steer farmers towards more efficient water use; 3)  enhancing the co-ordination of government and partner institutions' activities to enable a more timely response to disasters; and 4) improving the timely distribution of inputs, equipment and social protection measures like disaster-linked cash transfers to strengthen the capacity of farmers to recover from disasters.

The National Dialogue on Water in Thailand was initiated in 2021 under the regional initiative with the Ministry of Environment of the Republic of Korea (MoE), the Asia Water Council (AWC) and the OECD. The Dialogue covers two main topics selected by the Government of Thailand (ONWR). The first one is water demand management, with a focus on the Eastern Economic Corridor. The second one is financing water supply and sanitation. Both combine to support a sustainable and resilient development pathway for Thailand's fast-growing economy. The analyses and policy recommendations cover issues such as the design of economic policy instruments, water allocation regimes, increasing demand for reclaimed water, or benchmarking the performance of water utilities, and blended finance for water supply and sanitation services. They are informed by the expertise of Thai stakeholders, the OECD and the Asia Water Council. They can be a source of inspiration in other contexts in South East Asia and globally.

These 2019 Principles help providers of development and humanitarian co-operation navigate complex challenges to reach their expected results in terms of sustainable development. Building on the Managing for Development Results principles endorsed by development agencies at the international roundtable on results in Marrakech (February 2004), they set out a renewed practice that takes into account the changing global context and expanding array of actors.

This report assesses the key bottlenecks within the water-energy-land-food nexus in Korea, and proposes policy recommendations and governance arrangements to future-proof environmental integrity and enhance sustainable growth. The increasing pressure caused by urbanisation, industrialisation, population growth and climate change in Korea has led to more land consumption and augmented water supply, at the expense of the environment and at a high cost for public finance. Korea has engaged with the OECD via a national policy dialogue to explore best practices from the wider international community to better manage the nexus at the river basin scale.

The 2030 Agenda for Sustainable Development, adopted by world leaders at the United Nations on 25 September 2015, sets out an ambitious plan of action for people, planet and prosperity, with the overarching objective of leaving no one behind. At its core are 17 Sustainable Development Goals (SDGs) comprising 169 targets. This Study of the distances from the SDGs of selected OECD countries is designed to help governments as they consider developing national action plans, as well as to contribute to SDG mainstreaming across different OECD Directorates. It leverages the wealth of statistical data collected by OECD members and harmonised through OECD tools and processes.
